Members Present: Tom O’Rourke, Chair; Gary Santos,

Mr. O’Rourke called the meeting to order at 8:30 a.m.
1. Approval of Minutes from the August 5, 2019 meeting
Mr. Santos moved for approval of the minutes; motion seconded by
Ms. Landing. All present voted in favor.
2. Public Comments
Will Haynie, 316 Mallard Court. Mayor Haynie stated this was a
leadership moment in Finance for the Town. He wanted to focus on
savings, not cuts, and the ways to do it. He stated that a take away
from the Dutch Dialogs last week was that depreciating property
values hurt the private sector and the public sector. He stated we
need to look at a flood resilience plan for the future. He does not
know what the future tax basis, or flooding, is going to look like in four
or five years, but there needs to be a plan. He met with Senator Chip
Campsen who is researching creative ways to raise stormwater fees
regarding state laws. He stated that these data points get us to
decision points. He asked if we can find a solution that can be
achieved together.

G.M. Whitley, 809 Post Oak Drive. Mr. Whitley commented on the
editorial she wrote in the Post and Courier and Moultrie News. She
explained why she wrote the editorial and that her purpose was to
encourage awareness of a problem, which is long-term financial
viability. By writing the editorial she had hoped to bring awareness
and to spark productive conversation at the Council level. She wants
to discuss short and long-term plans to address this. Ms. Whitley
would like Council to work together to develop a clear vision for the
future of the Town.
3. Employee years of service recognition
Mr. DeMoura recognized Christiane Farrell, Assistant Town
Administrator, for 20 years of service to the Town.
Ms. Cotov recognized Toni Herman, GIS Analyst, for five years of
service to the Town.
4. Employee recognition
Ms. Cotov recognized Brittany Brunson (Wallace), Accountant, who
completed the Grants Management Certificate Federal Recipient
Program.
5. Discussion of unfunded Town projects and initiatives
Ms. Cotov presented the following slide.

6. Presentation of economic development revenue projections
Ms. Cotov presented the following slides.
There was discussion among the Committee Members and staff.
Ms. Landing moved to appoint a task force to go to speak to the
county and state and encourage the county to rethink the way they
handle the Accommodation Tax Fee when it comes to this project. She
recommended this item go to full council. Mr. Bustos seconded the
motion.

7. Consideration of an amendment to Ordinance 19008 to reduce
acreage and sale price regarding property located on Walt Miller
Drive
Mr. DeMoura presented the following slides.

19008; motion seconded by Ms. Landing. All present voted in favor.
8. Consideration of acceptance of the FY 2018 Staffing for Adequate
Fire and Emergency Response (SAFER) grant for six firefighters
Ms. Cotov presented the following slide.
There was discussion between the Committee Members and staff.
Mike Mixon, Fire Chief, further explained the slide and answered
questions from Committee Members and staff.
Ms. Landing moved to accept the Staffing for Adequate Fire and
Emergency Response (SAFER) grant and make it as part of the ongoing
budget. Motion was seconded by Mr. Bustos.
Chairman O’Rourke recognized Councilwoman Whitley who
approached the podium.
There was discussion between Committee Members and staff.
All present voted in favor.
9. Consideration of acceptance of the 2019 Port Security Grant for a
Police Safe Boat
Ms. Cotov presented the following slide.

10. Consideration of acceptance of the 2020 Highway Safety Grant for
a traffic safety police officer and vehicle
Ms. Cotov presented the following slide.

Mr. Santos moved to approve the 2020 Highway Safety Grant;
motion seconded by Mr. Bustos.
All present voted in favor.
11. Consideration of the Stormwater Management Program Fee
Collection Agreement with the County of Charleston
Ms. Cotov presented the following slide.
Mr. Bustos moved to recommend this item to full council for
approval. Motion was seconded by Mr. Santos.

12. Resolution authorizing the execution and delivery of a second
amendment to payments in lieu of tax agreement by and between
the Town of Mount Pleasant, South Carolina, and each of Ferry Wharf
IV, LLC, and Patriots Annex, LLC, to provide for additional property to
be subject thereto; and other matters
Ms. Cotov presented the following slide.

James Wilson with Womble Bond Dickinson, LLP; 722 Dragoon
Drive, Creekside Drive, answered questions from Committee members
on this subject.

13. Budget amendment for reserve fire engines
Ms. Cotov presented the following slide.

4. Review of Planning Commission recommendations from the August 21,
2019 meeting
a. Proposal to amend Zoning Code Section 156.007, Definitions, by
adding “Story, Half (1/2)” as a definition; Amend Zoning Code
Section 156.313, Old Village Historic District, by modifying the
boundaries of the district to do the following: i) adding a map to
graphically depict the boundaries of the district; ii) prohibiting
roofed structures on docks; iii) redefining the calculation for
impervious lot coverage and building area ratio to only include high
ground; iv) providing clarification on the location of accessory
structures; and v) permitting required off-street parking to park in
tandem and encroach within required yard setbacks. Also amend
Zoning Code Sections 156.430, 156.431, 156.432, and 156.433, which
provide for the Organization, Definitions, Power and Duties, and

Procedures of the Old Village Historic District Commission, and
elsewhere within Chapter 156, to do the following: i) rename the Old
Village Historic District Commission as the Historic District
Preservation Commission; ii) clarify the requirements of membership
for the Commission; iii) clarify the duties of Town staff; iv) add
Freedom of Information Act requirements; v) change the date for the
consideration of historic properties and structures from 1936 to a
rolling fifty (50) years; vi) clarify their certificate of appropriateness
oversight; vii) clarify requirements for requests for demolition; viii)
clarify the Vested Rights for previous approvals; ix) change and
clarify the requirements for applications to the Commission; and x)
clarify the requirements of municipal and public utilities.
5. Review of Planning Commission recommendations from the September
18, 2019 meeting
a. R-21-19: 1190 Shadow Drive. Request to rezone one parcel from OP,
Office Professional District, to AB-2, Areawide Business-2 District.

b. R-22-19: North Highway 17 and South Morgans Point Road / Lowes
Home Improvement Center. Request to amend the Oakland
Plantation PD, Planned Development District Ordinance (Ordinance
No. 04014, as amended) pertaining to the treatment of signs on five
certain development parcels identified on the Sign Exhibit by
proposing an additional 150 square foot monument sign on Highway
17, and classifying two existing legal nonconforming signs to be
conforming.
c. R-23-19: 1432 Hale Road / Rifle Range Road / Hale Road. Request to
amend the Central Mount Pleasant PD-MU-SU, Planned
Development-Mixed Use Suburban-Urban District Ordinance
(Ordinance No. 07030, as amended), by rezoning an approximately
1.99 acre parcel from R-1, Low Density Residential District, and
incorporating it into the PD as part of the School Tract. TMS No. 560-

d. Zoning Code Text Amendment: Proposal to amend Paragraph (3) of
section 156.102(A), of Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances pertaining to the height of certain
structures. Proposed changes include making the list of exclusions

e. Zoning Code Text Amendment: Proposal to amend Paragraph (1) of
section 156.107(A), of Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances pertaining to the encroachment of
certain accessory structures in setbacks. Proposed changes include
making the list of exclusions suggestive as to like-kind items, rather
than definitive and mutually exclusive.
f. Zoning Code Text Amendment: Proposal to amend the Building
Permit Allocation Ordinance (Ordinance No. 18097), to increase the
number of Accessory Dwelling Unit (ADU) permits from 10 to 25
permits annually, with these additional 15 permits coming out of a
reduction to the single family residential dwelling allocation.
6. R-20-19: 1218-1220 Schirmer Avenue. Request to rezone one parcel
from NC, Neighborhood Commercial District, to R-1, Low Density
Residential District. Subject parcel is proposed to remain in the BOD,

7. Continued discussion of building heights in the Johnnie Dodds and
