Members Present: Tom O’Rourke, Chair; Gary Santos,
Kathy Landing, Jake Rambo
Staff Present: Eric DeMoura, Town Administrator;
Marcy Cotov, Chief Financial Officer
Mr. O’Rourke called the meeting to order at 8:00 a.m.
1. Approval of Minutes from the December 2, 2019 meeting
Mr. Santos moved for approval; seconded by Ms. Landing. All
present voted in favor.
2. Public Comments
Wendy Bauerschmidt, Executive Director, Housing for All, 1320
Woodlake Court, commented on Agenda Item 3, Consideration of
removal of match requirement for Housing for All – Mount Pleasant.
Ms. Bauerschmidt stated they made significant inroads the past year on
their four initiatives: public education, advocacy, preservation and
development. They have a development project which will be going
before the Planning Committee. If the Town releases the removal of
the matching requirement, they can start earning fee income. They
currently have $11,242 which would allow for three to four months of
operating expenses. They have celebrated their first anniversary and
will now be eligible for grant money. Ms. Bauerschmidt hopes the
Town will allow them to continue to focus on projects and their mission.

Ms. Cotov presented the following slide.
There was discussion between Committee and staff.
Mr. O’Rourke explained that the vote would be for this item to go to full
Council. The motion that would go before full Council is to distribute
the remaining funds in the account, which are $31,000, to Housing for
All - Mount Pleasant, without the requirement that was previously held
for a match.
Mr. Santos so moved; seconded by Ms. Landing. All present voted
in favor.
4. Consideration of mid-year budget adjustments
Ms. Cotov presented the following slides.

There was discussion between Council and staff.
Mr. O’Rourke stated that they needed a motion to recommend
approval of the mid-year budget adjustments.
Mr. Santos so moved; seconded by Ms. Landing. All present voted in
favor.
5. Adjourn
There being no further business, meeting adjourned at 9:17 a.m.

e. Zoning Code Text Amendment: Proposal to amend Section
156.201(I)(2)(c), of Chapter 156, Zoning Code, of the Mount Pleasant
Code of Ordinances pertaining to the vision corridor provision of the
Critical Line Buffer. Proposed changes include language clarifying
that the vision corridor provision applies to property utilized for both
residential and commercial uses; clearing can potentially occur for
the benefit of an adjoining property owner, given the property
owner provides consent; the 33 percent clearing requirement can
potentially be incremental if consistent with defined guidelines; and
how the Critical Line Buffer and Vision Corridor is measured.

nonconforming properties
