Present via Video Conference:Tom ORourke, Chair; Kathy Landing,

1. Call to order
Mr. ORourke called the meeting to order at 9:15 a.m.
2. Roll call
Roll call as indicated above.
3. Approval of Minutes from the March 2, 2020 meeting
Mr. Santos moved to approve; seconded by Ms. Landing. All
present voted in favor. Motion passed.
4. Public comments

5. FY 2021 Budget Updated Review and Proposal
a.Revenues all Funds

Mr. ORourke made comments regarding Agenda Item 5.

6. FY 2021 Budget discussion to include execution
Mr. DeMoura presented the following slide.
There was discussion between Committee and staff.
Mr. Santos moved to recommend to the Budget Committee to
amend the Proposed FY 2021 Budget to transfer identified
expenditures to the non-departmental reserve account and to defer
and reduce funding of projects as described by staff. Motion was
seconded by Ms. Landing. All present voted in favor. Motion passed.
7. Discussion of SCDOT withdrawal of funding from stormwater
capital projects
Mr. DeMoura explained Agenda Item 7 and led a discussion on
SCDOT withdrawal of funding from stormwater capital projects.
There was discussion between Committee and staff.
8. Acceptance of the FY 2019 Hazard Mitigation Grant Program for
the development of a flood risk assessment
Ms. Cotov presented the following slide.
Mr. Santos moved to approve the acceptance of the FY2019 Hazard
Mitigation Grant Program for the development of a flood risk
assessment; seconded by Ms. Landing.
There was discussion between Committee and staff.
All present voted in favor; motion passed.
Ms. Landing had additional comments to Agenda Item 7.
