Members Present: Tom O’Rourke, Chair; Gary Santos, Jake Rambo,
Kathy Landing (arrived at 9:07 a.m.)

1. Mr. O’Rourke called the meeting to order at 9:03 a.m.
2. Approval of Minutes from the August 31, 2020 meeting
Mr. Rambo moved to approve; seconded by Mr. Santos. All present voted
in favor.
3. Public Comments – None
4. Employee years of service recognition
Ms. Cotov recognized Jeannine Lawitzke for 10 years of service.
5. Update on South Carolina Business License Tax Reform
Ms. Cotov presented the following slide:

6. Discussion and possible action with regard to a special
recognition for employees
Mr. O’Rourke led a discussion regarding special recognition for
employees.
There was discussion between Committee and staff.
Ms. Landing moved to send to full Council the Finance Committee
recommendation for special recognition for employees; seconded by Mr.
Santos.
There was discussion between Committee and staff.
The recommendation is a one-time bonus of 1% of employee salary with

a floor of $500.
All present voted in favor.

a. A-15-20: 1145 Venning Road. Request to annex an approximately

Charleston County ROD Office in Plat Book AV, Page 56.
6. Review of Planning Commission recommendations from the
October 21, 2020 meeting
a. Rezoning R-35-20: Request to amend the Dunes West Park West
PD, Planned Development District Ordinance (Ordinance R-13-
90, as amended), by removing an approximately 1.38 acre parcel
from the TC, Town Center land use designation and instead
designating it for PI, Public Institutional uses on the official
Dunes West Park West Zoning Map.
