1. Mr. Rambo called the meeting to order at 10:16 a.m.
2. Approval of Minutes from the January 3, 2023 meeting –
Mr. Chapman moved to approve; seconded by Ms. Corley. All
present voted in favor.
3. Public Comments – None.
4. Budget Review FY 2024
Ms. Cotov presented the following slides.

There was discussion between Committee and staff.
Mr. Chapman moved to recommend to Budget Committee to
approve $250,000 in the budget for the Mother Emmanuel
Memorial Foundation for the Emanuel Nine Memorial.
There was discussion between Committee and staff.
Ms. Corley seconded the motion. All present voted in favor.
There was discussion between Committee and staff.
Ms. Corley moved to recommend to Budget Committee to
approve an additional $205,000 to Charleston Animal Society for a
total of $280,000. Seconded by Mr. Chapman.
All present voted in favor.

Ms. Corley moved to recommend approval to the Budget
Committee; seconded by Mr. Chapman.
