Flood Resilience Committee Meeting Presentation
1. Call to order
Mayor Haynie called the meeting to order at 12:08 p.m.
2. Approval of Minutes from the February 6, 2023 meeting
Mr. Chapman moved for approval of the minutes; motion seconded by
Ms. Corley. Motion carried unanimously.
3. Public Comments
Jody Peele, 506 Woodspring Road, stated that a substandard
drainage system has created a flooding issue throughout the
neighborhood and respectfully requested that the necessary funding be
made available for a drainage study to address deficiencies.
Daniel Mullin, 577 Woodspring Road, for the study stated that an
underground pipe has not been inspected in forty-five (45) years
requesting it be inspected because it is the pipe that drains the Darrell
Creek and Commonwealth neighborhoods.

Barbara Smith, 410 Royall Avenue, requested that a flood gate be installed
in storm drain inlet at 410 and 416 Royall Avenue.
4. Presentation of Edwards Drainage Basin value engineered design
Mr. Mitchell provided a brief overview of the results of the value
engineering study that was conducted by Thomas and Hutton and
introduced Hillary Aton.
Ms. Aton provided a history and a more detailed review and proposed
improvement recommendations based on a study of the Edwards Park
Drainage Basin.
Discussion between the Committee and staff.
5. Request for drainage study from Commonwealth subdivision HOA
Mr. Mitchell reviewed how the drainage system was designed in the
Commonwealth subdivision.
Discussion between the Committee and s taff regarding conducting a
drainage study to address flooding issues.
6. Presentation on water quality efforts for impaired water bodies
Ms. Wright provided an overview of water quality efforts for impaired
water bodies.
Discussion between the Committee and staff.
7. Discussion and possible action with respect to applications to serve on
the GREEN Commission.
Mr. Chapman moved for the Flood Resilience Committee to enter
executive session; motion seconded by Ms. Corley. Motion carried
unanimously.
8. Executive session regarding applications to serve on the GREEN
Commission.
The Committee entered Executive Session at 12:50 p.m.

9. Post Executive Session
The Committee may take action on any item, including any subsection
of any section, listed on an executive session agenda or discussed in
an executive session during a properly noticed meeting.
The Committee reconvened from Executive Session at 1:28 pm.
Mayor Haynie stated that no action and no votes were taken.
Ms. Corley moved that the Committee present to full Council
recommendations for the GREEN Commission as discussed in Executive
Session; motion seconded by Mr. Chapman. Motion carried unanimously.
10. Adjourn
There being no further business, the meeting adjourned at
1:28 p.m.
