Flood Resilience Committee Members Present: Mayor Will Haynie,
Brenda Corley, Laura Hyatt, Howard Chapman (arrived at 11:20 a.m.)
Staff Present: Brad Morrison, Eric DeMoura, Kevin Mitchell, Katie Gerling,

Presentation
1. Call to order
Mayor Haynie called the meeting to order at 11:15 a.m.
2. Approval of Minutes from the May 1, 2023 meeting
Ms. Corley moved for approval of the minutes; motion seconded by Ms.
Hyatt. Motion carried unanimously.
3. Public Comments
Daniel Mullin, 577 Woodspring Road, Commonwealth Property
Owners Association, thanked the Town for clearing driveway pipes and
cleaning the ditches. He also stated that the outfall design is complicated
and flooding issues are compounded by the Carolina Park Development.

4. Discussion of building practices in flood zones
Ms. Hyatt introduced Anna Zimmerman, College of Charleston, and Darren
Lawrence, City of Charleston, to offer their perspectives on ways to
improve building practices to eliminate flooding issues.
Ms. Zimmerman and Mr. Lawrence provided their perspectives regarding
flooding and building practices in the City of Charleston.
Ms. Gerling provided the Committee with an overview on the effects of fill
on landscape and explained existing Town practices in place to reduce
impacts of new development and opportunities to promote better building
practices.
Discussion between the Committee and staff.
5. Staff update on Commonwealth neighborhood drainage
Mr. Mitchell provided the Committee with an update on the
Commonwealth neighborhood drainage study and reviewed staff
recommendations.
Ms. Corely moved to proceed with the recommendations as presented by
staff; motion seconded by Mr. Chapman. Motion carried unanimously.
6. Update from Green Commission
Ms. Boyles provided an update on Green Commission activities, to
include an outline of first two meetings, their Mission Statement, and a
draft of the upcoming schedule for the Commission.
Discussion between the Committee and staff.
7. Adjourn
There being no further business, the meeting was adjourned at 12:25
p.m.
