TOWN OF MOUNT PLEASANT, SOUTH CAROLINA GREEN COMMISSION JULY 18, 2023 MINUTES PowerPoint Presentation Present: Lia Colabello, David Quick, Angus MacBride, Andrea Martin, Jim Westerhold, Rachel Honderd, Olivia Flynn, Mary Conley (entered at 3:03 pm). Absent: Susan Johnson (excused) Staff: Christiane Farrell, Michele Reed, David Pagliarini, Liz Boyles, Chris Lubert, William Horne, Bryan Hankinson, Marissa Noble, Kevin Mitchell, Julie Wright, John Farrell, Russell Walker, Adam Hutton, Lynnette Lynes Ms. Boyles called the meeting to order at 3:00 pm. A. Election of Chairperson Ms. Flynn moved to elect David Quick as chair. Mr. MacBride seconded the motion. All in favor. Ms. Conley entered at this time (3:03 pm). B. Approval of Agenda Ms. Honderd moved for approval of the agenda. Ms. Flynn seconded the motion. All in favor. C. Approval of Minutes Ms. Flynn moved for approval of the minutes. Ms. Honderd seconded the motion. All in favor. D. Public Comment Mayor Will Haynie thanked Ms. Flynn for her participation on WTAT Fox 24 show informing the public about the GREEN Commission. He asked for participation of the Mayor’s Walk over the Ravenel Bridge on Saturday. He also reminded the Commission on their invite to the Beyond Crab Bank luncheon at Alhambra Hall and encouraged the Commission to attend. GREEN Commission July 18, 2023 Page 2 of 3 Ms. Michele Strauss, 545 Veranda View, expressed appreciation for establishing this Commission. She stated that she is interested in land preservation. She suggested that there should be proper studies to understand the actual impact on development throughout the Town. She suggested that there should be variety in recreation uses throughout the Town and not only development of ball fields or senior centers. She also expressed concern with opinions being formed without correct information. There being no further comments, Mr. Quick closed public comment. E. Mission Statement Discussion & Possible Vote Ms. Boyles reviewed the draft mission statements with the Commission. The Commission discussed what should be included in the mission statement. The Commission reviewed the draft mission statements and made suggestions on changes. Mr. Westerhold moved for approval of the mission statement as follows: ➢ Our mission is to provide advice and recommend sustainable and resilient practices aimed at protecting and enhancing green spaces, environment, ecology, and natural resources to Mount Pleasant Town Council for the benefit of its citizens. Ms. Honderd seconded the motion. All in favor. F. Green Space/Open Space Ms. Boyles reviewed green space and open space with the Commission through a PowerPoint presentation. The Commission discussed green space and open space currently within the Town and the status of action items in the Comprehensive Plan. G. Tree Regulations & Initiatives Mr. Lubert reviewed the tree regulation and initiatives with the Commission. GREEN Commission July 18, 2023 Page 3 of 3 The Commission discussed tree mitigation and that there should be future discussion on the Tree Bank program and how tree protection and tree removal is monitored within the Town. H. Building Code/Green Code Mr. Horne reviewed the building code and green code with the Commission. The Commission discussed how better building standards can be encouraged, incentivized, and implemented. I. Specific Town Initiatives Ms. Boyles reviewed Town initiatives with the Commission. J. Discussion The Commission discussed how to move forward with recommendations once the initial information has been provided. There being no further business, the meeting adjourned at 4:50 pm.
