TOWN OF MOUNT PLEASANT, SOUTH CAROLINA GREEN COMMISSION JANUARY 16, 2024 MINUTES PowerPoint Presentation Present: Susan Johnson, Lia Colabello, David Quick, Angus MacBride, Rachel Honderd, Jim Westerhold, Olivia Flynn, Mary Conley (entered at 3:03 pm). Absent: Andrea Martin. Staff: Christiane Farrell, Michele Reed, Brad Morrison, Liz Boyles, Chris Lubert, Kevin Mitchell, Julie Wright, Claire O’Loughlin, Cody Robinette, Shannon Whitehead, Russell Walker, Adam Hutton, John Farrell, Lynnette Lynes Mr. Quick called the meeting to order at 3:01 pm. A. Re-adoption of Rules of Procedure and Election of chair and Vice-chair Ms. Honderd moved for approval. Ms. Flynn seconded the motion. All in favor. Ms. Conley entered at this time (3:03 pm). The Commission voted Mr. Quick as Chair and Ms. Honderd as vice-chair by secret ballot. B. Approval of Agenda Ms. Honderd moved for approval of the agenda. Mr. MacBride seconded the motion. All in favor. C. Approval of December Minutes Ms. Flynn moved for approval of the minutes. Ms. Johnson seconded the motion. All in favor. D. Public Comment There being no comments, Mr. Quick continued with the agenda. GREEN Commission January 16, 2024 Page 2 of 3 E. 2024 Work Plan Ms. Boyles reviewed the proposed work plan with the Commission. The Commission agreed to move forward with the proposed work plan as presented. F. Environmentally Acceptable Packaging and Products Mr. Lubert reviewed the current ordinance with the Commission and what changes could be considered. The Commission discussed the changes as well as consideration of additional enforcement efforts. Mr. Quick moved for approval to include the verbiage from the City of Charleston plastic bag ordinance specific to reusable carryout bags. Mr. MacBride seconded the motion. All in favor with Ms. Conley abstaining. Ms. Honderd moved for approval to include in addition to the additional verbiage, that the Town reach out to business and retailers to discuss enforcement and bring back information to this Commission for further discussion. Motion failed due to the lack of a second. Ms. Honderd moved for approval for the Town to develop a business education outreach program for reusable carryout bags and bring back to the Commission for discussion and recommendations. Ms. Conley seconded the motion. Ms. Honderd withdrew her motion and Ms. Conley withdrew her second. The Commission agreed that staff should come back with suggestions on outreach efforts. G. Mount Pleasant Way Mr. Morrison reviewed Mount Pleasant Way with the Commission. The Commission received this as information. GREEN Commission January 16, 2024 Page 3 of 3 H. Total Maximum Daily Load (TMDL) Program Mr. Mitchell, Ms. Wright, and Ms. O’Loughlin reviewed the TMDL program with the Commission. The Commission received this as information.
