Present: David Quick, Chair, Susan Johnson, Lia Colabello, Angus MacBride,
Rachel Honderd, Jim Westerhold, Olivia Flynn, Mary Conley.
Absent: Andrea Martin.

A. Approval of Agenda
Mr. Westerhold moved for approval of the agenda. Ms. Johnson seconded the
motion. All in favor.
B. Approval of January Minutes
Ms. Johnson moved for approval of the minutes. Ms. Flynn seconded the
motion. All in favor.
C. Public Comment
Mr. Filippo Ravalico, Director of Operations for the S.C. Environmental Law
Project, spoke regarding the Total maximum Daily Load Program (TMDL) and septic
tanks. He expressed concern with the water quality of the Town. He suggested
that more should be done to ensure better water quality within the Town and there
should be better regulation of septic tanks.
Mr. Mike Tinkey, 208 Venning, spoke regarding the Community Forestry Master
Plan. He suggested that best practices should be clearly outlined for citizens and
there should be funding for better education of the public. He suggested a pilot
program of planting trees in the same neighborhood where trees are removed
should be done.

There being no further comments, Mr. Quick continued with the agenda.
D. Greenspace Assessment Report
Mr. Keane McLaughlin, ESP, reviewed the greenspace assessment report with
the Commission.
The Commission received this as information.
E. Low Impact Development (LID)
Mr. Mitchell and Mr. Farrell provided an update on the Low Impact
Development (LID) program with the Commission. He stated that they would come
back to the Commission as the program continues to expand.
The Commission received this as information.
F. Community Forest Master Plan
Mr. Bernard reviewed the Community Forest Master Plan with the Commission.
The Commission discussed the recommended action plan.
Ms. Johnson moved to approve the recommendations as presented. Mr.
MacBride seconded the motion. All in favor.
Ms. Boyles reviewed the Tree Bank Grant program with the Commission. Mr.
Bernard reviewed the current applications received with the Commission.
Ms. Johnson moved to approve the Hunters Trace HOA application. Ms. Flynn
seconded the motion.
Ms. Johnson withdrew her motion and Ms. Flynn withdrew her second.
The Commission agreed that this should be discussed at the next meeting.

G. Update on Previous Discussions
Mr. Lubert and Ms. Boyles updated that Commission on previous
recommendations and programs discussed. Ms. Boyles reviewed topics of
discussion for the next few meetings with the Commission.
H. Mount Pleasant Way
Mr. Quick suggested that this project should be supported by the Commission.
Ms. Flynn moved for approval and support of the Mount Pleasant Way project
and for approval for Mr. Quick to speak on behalf of the Commission. Mr. MacBride
seconded the motion. All in favor.
There being no further business, the meeting adjourned at 4:36 pm.
