TOWN OF MOUNT PLEASANT, SOUTH CAROLINA GREEN COMMISSION DECEMBER 3, 2024 MINUTES PowerPoint Presentation Present: David Quick, Chair, Andrea Martin, Rachel Honderd, Jim Westerhold, Olivia Flynn, Mary Conley, Susan Johnson (entered at 3:04 pm). Absent: Lia Colabello, Jaclyn Busching. Staff: Michele Reed, Liz Boyles, Chris Lubert, Kevin Mitchell, Marissa Noble, Shannon Whitehead, Claire O’Loughlin, Maeve Gimbert, John Farrell, Frankie Pettit, Lynnette Lynes Mr. Quick called the meeting to order at 3:02 pm. A. Approval of Agenda Ms. Honderd moved for approval of the agenda. Ms. Flynn seconded the motion. All in favor. B. Approval of October Minutes Ms. Honderd moved for approval of the minutes. Ms. Martin seconded the motion. All in favor. C. Public Comment Ms. Lisa Schniptke, 185 Mossy Oak Way, asked that the Commission support the recommendation for a tree task force. Ms. Michele Stress, 545 Veranda View, stated that she supports the establishment of a tree task force. She also stated that the Patriots Point development is an exciting project and suggested that it should be a showcase for all that we want projects to look like, such as pervious surfaces, pocket gardens, etc. Ms. Johnson entered at this time (3:04 pm). GREEN Commission December 3, 2025 Page 2 of 3 D. Tall Pine LID Drainage Improvement Ms. Noble reviewed the projects with the Commission. E. Hazard Vulnerability Assessment Mr. Nathan Slaughter, ESP, and Ms. Whitehead reviewed the Hazard Vulnerability Assessment with the Commission. F. Written Report of Activities to Town Council Mr. Quick stated that he is still working on the draft report and would send it out to the Commission for a final review at the January 2025 meeting. G. Tree Canopy Restoration Planting Update Mr. Lubert updated the Commission on the proposed restoration planting projects. Ms. Conley left at this time (4:09 pm). The Commission agreed to move forward with the projects as proposed. Ms. Boyles stated that a more detailed plan would be brought back to the Commission for approval. H. Potential Agenda Items The Commission agreed to include the following items on the next meeting’s agenda: ➢ Possible special meeting to discuss potential 2025 projects ➢ Discussion of the 2025 meeting schedule ➢ Discussion of Patriots Point proposed project and impact to Nature Trail ➢ Discussion of utilization of franchise fees for undergrounding powerlines ➢ Discussion of support of a tree task force ➢ Update on absence policy ➢ Adoption of Rules of Procedure GREEN Commission December 3, 2025 Page 3 of 3 I. Updates Ms. Boyles provided an update on outreach opportunities and upcoming projects with the Commission. Mr. Farrell provided an update on the LID program. He stated that they would like to work on the incentive program and asked the Commission to consider what incentives could be included in the program.
