Members Present: Elton Carrier, Chair; Paul Gawrych, Will Haynie

Mr. Carrier called the meeting to order at 10:00 a.m.
1. Approval of Minutes from the June 5, 2017 meeting
Mr. Gawrych made a motion to approve the June 5, 2017 minutes. Mr.
Haynie seconded the motion. All were in favor.
2. Public Comments
None
3. Introduction of Thomasena Stokes-Marshall Senior Center Association
executive officers and announcement of mission
Ms. Stokes-Marshall gave a presentation and shared information about
the Thomasena Stokes-Marshall (TSM) Senior Center Association. She said
the Senior Center opened in 2008 and the Senior Center Booster Club was
formed in January 2009. She said they recently changed their name
because people associated a booster club with team sports. She said the
Board decided to change it to the TSM Senior Center Association. She said
that are established as 501(c)(3) and the mission of the organization is to
advocate on behalf of the growing senior population in the Town of Mount
Pleasant. She said there were many programs, activities, and fundraising
that they are engaged in at the Senior Center. She said they will have
Senior Resource Summit in September that provides an opportunity for

organizations, agencies, and businesses to promote their services to the
senior population. She said they have a Planning Committee to address
issues and advocate on behalf of the senior population. She said they have
a Membership Forum that has guest speakers about services for the
seniors.
Ms. Stokes-Marshall introduced Mr. Dick Giffen and Ms. Maureen McGuire
who are Board Members. She said every second Monday they collaborate
and are in partnership with the Mount Pleasant Presbyterian Church, the
Gregorie Ferry Housing Development, and four times a year they
contribute to cost of the coffee at the Center. She said they want to work
with the Town, Council Members and Senior Center staff to develop
programs that will enhance and improve the services with the primary goal
of being an advocate for the senior population.
Mr. Dick Giffen said the Committee had been very supportive of what they
are trying to do. He gave an overview of the forums they offer. He said
they have had an interfaith session and various public and elected
speakers. He said the future forums include mayors, candidate forums,
and the Town’s recreation programs.
Ms. Maureen McGuire spoke of her involvement in the Association. She
said they develop goals and objectives. She said they have fundraisers to
raise money to bring programs and offer scholarships for those that cannot
afford it. She said the TSM Senior Center Association has a website and a
Facebook page.
4. Facility Rental Fee Waiver Requests
a. Second Annual Coed Harper’s Heroes Charity Softball Tournament at
the Jimmy Seignious Softball Fields, October 14, 2017.
Mr. Gergick said they had the Harper’s Heroes Charity Softball
Tournament last year and raised over $5,000 which they donated to
research and they want to hold the tournament again this year.
Mr. Gawrych made a motion to approve the rental fee waiver request
for the Second Annual Coed Harper’s Heroes Charity Softball

Mr. Haynie seconded the motion. All were in favor.
b. Wando Young Life, Park West Pavilion, September 2017-May 2018
and Young Life Wyldlife Club, Jones Center Multipurpose Room,
September 2017-May 2018.
Mr. Gergick said that Young Life had used both facilities for the past four
years and there had been no problems.
Mr. Haynie made a motion to approve the rental fee waiver request for
Wando Young Life, Park West Pavilion, September 2017-May 2018 and
Young Life Wyldlife Club, Jones Center Multipurpose Room, September
2017-May 2018. Mr. Gawrych seconded the motion. All were in favor.
5. Facility Rental Request
a. Consideration of request from Christian Science Society, Mount
Pleasant for a one lease extension for use of the Miriam Brown
Community Center, September 2017-September 2018.
Mr. Gergick said this is a rental request for a one-year extension for two
days a week on Sunday morning and Wednesday evening. He said they
pay $25 which is the normal rental rate for the community centers.
Ms. Courtney Buxton, 1424 Simmons Street, said the Town had been
gracious to them, they love the location and they are very appreciative
of the opportunity.
Mr. Gawrych made a motion to approve the facility rental request from
Christian Science Society, Mount Pleasant for a one-year lease extension
for use of the Miriam Brown Community Center, September 2017-
September 2018. Mr. Haynie seconded the motion. All were in favor.
6. Program/projects update
Mr. Gergick said an initiative was brought to the Department by
Councilman Santos to utilize neighborhood fields in the area for
FUNdamental sports. He said they are considering this for mainly practice
in soccer, lacrosse, and t-ball. He said the advantage is the convenience to

those people that live in that neighborhood. He said that the
FUNdamental sports are generally organized by the neighborhood that the
children live in so most of the participants would be from that
neighborhood. He said they would be able to get there easily. He said they
have not approached any homeowner associations yet but would put
information in the Moultrie News for any interest in participating. He said
they would have to work out field supervisors and be sure it is a safe
location.
Mr. Carrier asked how many properties they were desiring.
Mr. Gergick said they would just open it up to see who wants to
participate. He said the main thing is convenience to the people and
coaches. He said they are considering pursuing this and wanted to let the
Committee know of the plans.
Mr. Gergick said the are looking at Beyond Basics, a life skill building
program, as an extension of their Therapeutic Recreation Program. He said
it would be a six-week program through Jones Center that works with the
special needs population. He said it teaches them how to shop, cook, clean
and get on a bus. He said it would be a 70/30 split with the instructor.
Mr. Gergick said the solar eclipse is going to take place on August 21 and
the Department has special safety glasses. He said the Recreation
Department will have them distributed at the Darby Building, the Jones
Center, Park West, and the Senior Center. He said that Duffy, Park West
and Joe Gawrych fields will have viewing areas with personnel from the
College of Charleston’s Astronomy Lab available for questions.
Mr. Haynie asked if they were expecting large crowds at the Town’s parks
that day such at Pitt Street Bridge, Waterfront Memorial Park, and Shem
Creek Boardwalk and what was the Town doing for traffic and crow
management.
Mr. Gergick said that Recreation had not taken any action. He said he does
expect that all outdoor areas will be busy.

Mr. DeMoura said the Police Department is working on a plan anticipating
crowds in different areas. He said they will be prepared and have enough
staff working not just at the parks but also on the roadways.
Mr. Gergick said the Mount Pleasant Track Club just got back from
Lawrence, Kansas at the United States of America (USA) Track and Field
Nationals. He is awaiting their results.
Ms. Gergick introduced Mr. Jimmy Millar as Deputy Director for the
Department. He also introduced Mr. Matt Hansen as Athletic Division
Chief.
Mr. Carrier asked about the Mount Pleasant Soccer Club that won the
Nationals.
Mr. Gergick said that U14 won the Nationals in Texas.
Mr. Carrier asked about the water access at Carolina Park.
Mr. Gergick said they have completed design and it is going through
permits and approvals. He said the completion had been pushed to June
2018.
Mr. Gawrych asked Mr. DeMoura about the meeting of Bids and Purchases
and if they approved the double gym.
Mr. DeMoura answered in affirmative. He said it is a $6.2 million facility
and is similar to the Park West Gym but is larger to fit more volleyball
courts and an upstairs area for additional showers and rooms. He said the
contractor that built our current building has as part of the contract that
they must complete demolition of the old Police Department, the building
out front, and the remaining old Town Hall. He said the new gymnasium
will be built where the Police Department was previously located. He said
an important feature is adequate restroom facilities for people using the
track.
Mr. Gergick said that when the facility is closed there will still be access to
the restroom facilities from the exterior of the building.

Mr. Gawrych asked if everything was moving forward for Waterfront Park
Phase II and Shem Creek Park Phase III.
Mr. DeMoura answered in the affirmative.
