Members Present: Gary Santos, Chair; Tom O’Rourke, G. M. Whitley

Mr. Santos called the meeting to order at 8:45 a.m.
1. Approval of Minutes from the October 1, 2019 meeting
Mr. O’Rourke made a motion to approve the October 1, 2019 minutes. Ms.
Whitley seconded the motion. All were in favor.
2. Public Comments
None
3. Discussion of adding a cultural arts facility to the conceptual plan for
Rifle Range Park
Ms. Whitley discussed the need for a cultural arts facility but said there
was not any money available for it at present time. She said there may be
a possibility for the public to be involved by donations or raising money for
such a place. She wanted for the Culture, Arts and Pride Commission to go
around the Town and broach this with the business community to raise
money for such a facility.
Ms. Whitley made a motion to add a cultural arts facility to the
conceptual plan. Mr. Santos seconded the motion.
There was discussion on needs and creating a donor fund for this.

Ms. Whitley amended her motion to instruct staff to create a fund for
the Culture, Arts and Pride Commission to raise money towards a future
cultural arts center. Mr. Santos amended his second.
Mr. DeMoura asked if staff was being asked to create the fund.
Mr. Santos and Ms. Whitley answered in the affirmative.
All were in favor and the motion passed.
4. Discussion of the potential partnership with Oceanside Collegiate
Academy for an artificial turf field stadium at Carolina Park
Ms. Whitley said that Oceanside would pay for the stadium and the Town
would pay for field and the lights and would have joint use. She said she
was happy to move forward with the partnership but would like it to be a
grass field and not an artificial turf field.
Mr. Santos said the Town takes the fields down 60 days out of the year
to grow the grass back. He said they have talked about getting more
revenue and could with turf fields.
Ms. Whitley made a motion to approve the partnership with Oceanside
Collegiate Academy.
There was discussion that approval was not needed.
Mr. DeMoura said there will be a use agreement that would have to
be approved by Council.
There was discussion about previous meetings on this subject.
Mr. DeMoura said to get the next phase complete it would be the
stadium, turf field, parking, and the infrastructure. He said they anticipate
being a million and a half short which had to be authorized by Council. He
said that the Recreation Committee had discretion once Council approves
a budgeted project to change things but once it exceeds budget only
Council can appropriate more money.
Mr. Santos said this field would end up paying for itself in the long run.
He said they will save money from not having Public Services cut the grass,
weed eat, and taking the fields down 70-75 days. He said if they could rent

those fields out during those times that the Department is not using it
would make more money to help pay for itself.
Ms. Whitley said $30,000 over 15 years does not add up to a million
dollars and there was end of life for the fields and by committing to this
field they are committing to a $500,000 capital expense every ten to 15
years.
Mr. O’Rourke made a motion to put it on the Council agenda and make
sure they have all the cost there. Ms. Whitley seconded the motion.
Mr. DeMoura said they have shown through the engineer the cost
disparity between options for months to Committee.
There was discussion about designing the turf field and funds spent.
Committee asked for information on potential revenue generated by
events that might take place at night or the potential revenue by the 60
days they would be using it as opposed to the time they shut down the
field. They also asked for information on event opportunities and
information on health effects and injuries.
Mr. DeMoura said they are not able to provide that information as
the Town does not have the expertise to be able to comment on health
effects.
Mr. Kevin Cunnane, 3032 River Vista Way, said that the restrooms
needed to open at Carolina Park.
Mr. DeMoura said the land was provided to the Town and they built
recreational opportunities there. He said there was no water line that
connected to the complex and they had to use crowd pleasers. He said
they had been in capital project that created a building out there and
permanent restrooms. He said there had been delays in cleaning of the
water line, so they are safe for the public to use. He said they were to be
open in a week or two.
There was discussion that they did not need a motion to put this on the
Council agenda.

Mr. DeMoura said they will have the cultural arts facility and the turf field
on the agenda.
5. Updates to the Senior Resource Site online
Ms. Whitley said they are consistently asked to create an Office for Aging
for Town and to have a dedicated staff member to handle the needs of the
elderly in the community. She said they do not see the need for that as
they have staff at the Senior Center. She said they should enhance their
online resources for the aging and do some education work in the
community.
Mr. Gergick said they have made sure all the links are correct and have
completed some updates.
Mr. DeMoura said that through the Senior Center, the Mount Pleasant
Police Department has a Senior Advocate and if someone is believed to be
or is a victim of a crime, they have the resources available.
The Committee discussed changing the layout of the web site to have quick
links and they discussed continuing to improve things.
6. Program/projects update
Mr. Gergick gave an update on their programs, rentals, and events that
had taken place. He said the Town had great participation for the
Children’s Day event. He said the Old Village 5K would be Saturday,
November 9.
7. Adjourn
There being no further business, the meeting adjourned at 9:29 a.m.
