Members Present: Gary Santos, Chair; Jake Rambo, G. M. Whitley

Mr. Santos called the meeting to order at 8:30 a.m.
1. Approval of Minutes from the November 4, 2019 meeting
Ms. Whitley made a motion to approve the November 4, 2019 minutes. Mr.
Rambo seconded the motion. All were in favor.
2. Public Comments
Ms. Marcia Russo, 701 Ventura Place, Mount Pleasant, said she was the
Secretary of the Thomasena Stokes-Marshall Senior Center Association.
She thanked the Committee for their support of the Senior Center and
wanted the Town to consider more pickleball space.
Mr. Rambo asked if there were open gym times at Park West and
Town Hall Gyms for pickleball.
Mr. Gergick answered in the affirmative. He said there was designated
times at the Town Hall Gym, Park West Gym, and the Jones Center. He
said it was on the Recreation website or they can call the Athletic
Department.
3. Discussion of a recreation foundation for the Town of Mount
Pleasant
Mr. Santos said years ago he started a foundation with money that was left
over when he ran for election. He said it was to work with some
communities and rebuild recreation facilities. He said things were donated
by companies and they were able to improve things. He said that now with
Recreation Committee

recreation facilities becoming harder to get, he had been contacted by
people who have investors that want to get involved and be able to donate
money to help the Town build facilities on its land so more can be done for
recreation. He said it would be a private/public partnership so the citizens
can use them as well as bringing tournaments in.
Mr. Rambo asked if they create a foundation if people would earmark
money for certain projects or was it all into a pool and this Council or future
Council’s would decide what do with that money. He said he had concerns
if someone thinks it was for a new basketball gym and it ended up going to
a soccer field.
Mr. Santos said he would envision a board of directors that would
make a lot of decisions that would ultimately come before Council. He said
he does not know of legal issues with the Town being a part of that. He
said that what he did previously was on his own.
Ms. Whitley said she sees an independent foundation to raise money
and it would have a board with a gift requirement of how much money
they must donate each year. She said this was very important for the Town
as there was less funding for recreation. She said it was not so much
public/private partnership as they could easily without a foundation work
with a private entity and have shared facilities. She said it would be
focused on raising money to support the Recreation Department and
facilities for exclusive Town use. She said Council could apportion some
money to get it off the ground but there would need to be a group of
citizens, by-laws, and rules about the money on earmarking it for an arts
center or ball fields. She said they need to figure out who in Mount
Pleasant to approach and they should include Mr. Tom O’Rourke into this
discussion since this was something that he does for a living. She said a lot
was outside of the purview of Council for who was going to own this.
Mr. Santos said that if was on Town property the Town had to have
representation because they cannot let people just build on. He said that
staff was going to need to do some research.
Mr. DeMoura said they support the creation of a foundation and have
some thoughts consistent with what they do with the Charleston
Recreation Committee

Conservancy. He said however it was structured it would have to be in line
with Town Council’s priorities in terms of recreation facilities. He said
whatever Council determines to be the priorities from a capital
perspective, that would be what the foundation would be working on to
try to raise the funds. He said they have thoughts and are happy to go back
and do more research for what it could look like to present at next month’s
meeting.
Mr. Gergick said there were four foundations in the state that are set
up for recreation department and they were Charleston, Saluda Shoals,
Rock Hill, and Richland County. He said it would need to have a board set
up and have by-laws with staff involvement. He said it would raise funds
for capital projects that are on the Capital Improvement Projects (CIP) list
that are not funded. He said foundation would help fund building some of
the facilities.
Ms. Whitley said she viewed this as similar to the creation of Housing
for All Mount Pleasant where they had some initial seed money. She said
that was something they could do with a parks foundation and help it get
created and give it some seed money to have a part time employee while
the board makes their gifts. She said it will require support from the Town
to get it self-perpetrating.
Mr. Santos said there was a lot of people in Mount Pleasant want to
see this want to see this work. He said Council will have to decide where
they want to go with recreation to make sure when the funds are raised
that people know exactly where they are going. He said staff should come
back next month with some recommendations.
4. Program/projects update
Projects Update
Mr. Gergick shared the projects update for the Recreation Department. He
said the projects were the Darby Building, skatepark lights at the Jones
Center, Carolina Park Phase II, Carolina Park Phase III, Queen Street (Royall)
Tennis Courts, and the Jones Center lobby.

There was discussion on security measures for programs at the Jones
Center and if the project would be prioritized in the next coming project
season in January.
Mr. DeMoura said it would with all the other capital projects be
reviewed by the scoring system and like many Recreation projects it was
tough for them to achieve the high enough score to put them ahead of
Transportation projects and Stormwater projects.
Mr. Rambo said that if this does not get funding prioritized, he asked
if the existing doors be retrofitted to have a buzzed security element.
Mr. Gergick said it was intended to be a part of this project but could
have some money towards it.
Mr. DeMoura said that capital decisions are part of the budgetary
process and it was their budget so they could decide.
Mr. Santos said that safety was paramount as the children are the
largest assets and want to have all the security possible to make sure there
are no issues and that moves this priority up.
Mr. Gergick said there was also the Park West Pool and locker room
renovation. He said also renovation of the Town Hall Track.
There was discussion on College of Charleston’s participation involvement
with the track and cost sharing of it.
Trends 2013-2019
Mr. Gergick shared Trends with participation for some of the
Recreation Department’s sports from 2013-2019.
There was discussion on football participation, parental concerns over
concussions, and the upswing of flag football.

There being no further business, the meeting adjourned at 9:15 a.m.

5. Review of Planning Commission recommendations from the November
20, 2019 meeting
a. Rezoning, R-27-19: 1242 White Flat Road. Request to rezone 0.26
acres from R-1, Low Density Residential District, to NC,
Neighborhood Commercial District. TMS No.: 517-11-00-001
6. Discussion of possible reduction of existing 80-foot building height
limits to 65 feet in the Boulevard Overlay District and the Waterfront
Gateway District; affected areas are near the base of the Ravenel
Bridge (in the vicinity of Johnnie Dodds Blvd, Wingo Way, Magrath
Darby Blvd, Mathis Ferry Rd and Houston Northcutt Blvd) and near the
