1. Call to order
Mr. Santos called the meeting to order at 8:00 a.m.
2. Approval of Minutes from the July 6, 2020 meeting
Ms. Whitley made a motion to approve the July 6, 2020 minutes. Mr.
Santos seconded the motion. All were in favor.
3. Public Comments
None
4. Review and possible action regarding a Memorandum of
Agreement (MOA) with the College of Charleston pertaining to the
Town Hall Track Renovation Project
Mr. Gergick said they were preparing for the Town Hall Track Project
and were wanting to partner with the College of Charleston. He shared
the agreement for the Committee’s approval to go forth with the College
of Charleston as they provide upgrades to the project in exchange for
some use of the facility.
Ms. Whitley made a motion for recommendation to full Council the
approval of the Memorandum of Agreement with the College of
Charleston pertaining to the Town Hall Track. Mr. Santos seconded the
motion. All were in favor.
Ms. Amy Seago with the College of Charleston said they do not have
a track facility of their own and she appreciated the opportunity as it would
be a great partnership.

5. Discussion and possible action regarding Memorial Waterfront
Park Phase 3 improvements
Mount Pleasant Memorial Waterfront Park Phase III Options
Mr. Gergick shared a presentation of Mount Pleasant Memorial
Waterfront Phase III Options. He asked which areas the Committee
would like to see prioritized.
The Committee discussed not focusing on indoor renovations such
as a restaurant or a gift shop. They discussed that focusing on outdoor
areas such as parking, dog park, splash pads, fitness and equipment
would better serve the public. There was also discussion about a splash
pad or water feature and the Department of Health and Environmental
Control (DHEC) rules for water usage. They also discussed the First
Responders Monument.
Mr. DeMoura said the budget was sizeable now and there should be
sufficient money to do most, if not all, of the elements. He said with the
pier expansion and renovation of the gift shop and restaurant off the table
they have under five million remaining of Tax Increment Financing (TIF)
funds for the project and another one point five million of Hospitality Tax
for Recreation and Accommodations Tax. He said whatever is designed
they must get approval from the South Carolina Department of
Transportation (SCDOT) as the Town does not own the property as it
would be subject to easements or ownership. Mr. DeMoura said they
were going to have a Capital Projects Meeting of all Council in late
September. He said they need to know how much money to expect
before they could finalize a Capital Plan, and this would be in that plan.
He confirmed that the Committee was not interested in the restaurant and
gift shop expansion.
The Committee discussed getting as many things as they could, but
also explore the expense of the different features.
6. Discussion and possible action regarding recreation impact
fees
Recreation Impact Fees
Ms. Marcy Cotov shared a presentation on recreation impact fees.
She said if they would change the discount rate from 20 percent and only
discount the maximum amount to five percent, they would generate
$57,000 more per year.

Ms. Whitley said this was being driven by Councilman Rambo and
Councilwoman Landing of shifting some of the burden of the impact fees
and reducing them. She said the residents are still coming whatever the
fee is and said it was interesting that if it generates more funding for the
parks and for the recreation department it was something she supports.
Mr. Santos concurred and asked if there needed to be a
recommendation.
Mr. DeMoura said that the matter did fail at the Council level but was
sent to Committee for review. He said if they were supportive of this, they
could vote to support an increase to Recreation Impact Fees and approve
the five percent discount.
Ms. Whitley made a motion to recommend to Council that they
change the discount rate to five percent for the Recreation Impact Fee by
itself and keep it separate from the Transportation Fee. Mr. Santos
seconded the motion. All were in favor.
7. Discussion and possible action regarding an East Cooper
Coastal Triathlon
Mr. Santos said many years ago they had a triathlon and they partnered
with Isle of Palms, Sullivan’s Island, and Charleston County Parks and
Recreation. He discussed the layout and sequence of the events. He
said he wanted to bring this up because everyone was looking for reasons
to get outside and exercise. He wanted to see if there were any issues to
do this and have the municipalities work together.
Ms. Whitley said it was a great idea to collaborate with neighboring
municipalities as it would be a positive thing, but she was concerned about
social distancing. She said this could be a revenue generator to pay for
itself. She was concerned about it during this COVID time.
Mr. Al Bradshaw-Whittemore, 577 Antebellum Lane, Mount Pleasant
said the worst part for social distancing in a triathlon was the first event of
swimming. He said then everyone would be spread out.
The Committee and staff discussed staffing, social distancing, and
the scheduling of this. They discussed getting more information on this
and reporting on it at the next Recreation Committee Meeting.

Mr. Gergick shared participation numbers with the department’s
programs and activities.
Ms. Whitley thanked Ms. Cecilia Brown with Moultrie News for the
feature on the Art on the Half Shell oysters.

e. Zoning Ordinance Text Amendment. Proposal to amend
Sections 156.151 and 156.162 of Chapter 156, Zoning Code, of

definition of a SIGN, and the measurement of area and the
treatment of Temporary Signs in public road right of ways.
8. Zoning Code & Land Development Regulations Assessment:
Presentation by consultants reporting results and
recommendations of the Development Codes Technical
Evaluation. This is Phase 1 of a complete update of the Town’s
zoning and subdivision regulations.
9. Planning Commission report and recommendations regarding the
potential treatment of nonconforming properties.
10. Status Report on Applications to Serve on the Settlement
Communities Task Force
11. Discussion and possible action to consider allowing temporary
structures such as tents or trailers through an emergency
ordinance for schools and churches in order to allow for greater
social distancing
