1. Call to order
Ms. Hyatt called the Health, Recreation & Events Committee meeting to
order at 10:00 a.m.
2. Approval of Minutes from the October 4, 2021 meeting
Mr. Santos made a motion to approve the October 2, 2021 minutes.
Mr. Rambo seconded the motion. All were in favor.
Mr. Santos asked if the Committee was the Recreation Committee
until it was voted on by Town Council to change it to the Health,
Recreation & Events Committee.
Mr. DeMoura answered in the affirmative.
Mr. Santos said he wanted to make a motion, or Ms. Hyatt could as
Chair, to open the Recreation Committee meeting instead of the Health,
Recreation & Events Committee so that they were technically correct for
the record.
Ms. Hyatt called the Recreation Committee meeting of December 6,
2021 to order.
3. Public Comments
Mr. Al Bradshaw Whittemore, 577 Antebellum Lane, Mount Pleasant
thanked the Recreation Department for all they had done to support
pickleball. He proposed that more pickleball courts be built to replace two
or three of the tennis courts at the Mugsy Kerr Tennis Center.
The Committee and staff discussed the courts and field use at Mugsy
Kerr and other facilities.

Ms. Guang Ming Whitley, 809 Post Oak Drive, said she wanted to
address item #5 on the agenda, discussion with regard to a referendum
for recreation projects. She said the Town budget provides for Fire,
Police, and Public Services but lacks the budget to achieve major capital
projects for the Town. She said without a referendum on the ballot in
2022 to raise money for these projects it would be years or decades for
completion. She said she was asking this to stay on the agenda until this
Committee can recommend a prioritized scope of projects to the Police,
Judicial & Legal Committee so they can craft the language of the
referendum.
The Committee and staff discussed Greenbelt Funds at Rifle Rage
Road and what could be used in construction.
Mr. Patrick O’Brien, Park West, said he was a pickleball player and
said it was a hospitality and social sport with a broad age limit. He said if
there was a dedicated site with multiple courts it would allow the ability to
host tournaments.
Mr. Skip Evans, 3563 Somerset Hills Court, Mount Pleasant said
pickleball was a fast-exploding sport in America with 4.2 million players.
He asked if anything could be done to promote people to visit, play
pickleball, and enjoy the health benefits it would be appreciated.
Mr. John Tortorici, 1424 Jackson Street, said the Recreation
Department had done a great job with fields and courts. He said he
thought the proper allocation of resources would be pickleball areas for
the residents of Mount Pleasant.
Mr. Greer Hanlon, 3865 Fifle Street, with the Charleston Elite
Lacrosse Club in Mount Pleasant said many of their players play and live
in Mount Pleasant. He said they, like pickleball, are running out of
facilities. He said the support of the Committee and Department was
great and hoped they find a way to provide more facilities for the Town.
Mr. Gary Brown, 3688 Maidstone Drive, said as a pickleball player
he appreciated the work of the Mount Pleasant Recreation Department.
He said pickleball could generate revenue from tourists and tournaments
and he urged support for additional pickleball courts.
4. Employee years of service recognition
Mr. Gergick said Mr. Matt Hansen was out today and could not attend
but would be recognized in the Department for his ten years of service.

5. Discussion with regard to a referendum for recreation projects
Ms. Marcy Cotov said that in South Carolina, municipalities and
counties have a legal debit limit of what can be raised without a
referendum. She presented the following slide:
Mr. David Pagliarini discussed with the Committee the dates and
requirements of a referendum to be prepared for the November 2022
election. He presented the following slide:
Ms. Cotov discussed the impact of 1 mil on tax bill and the debt
service amounts. She presented the following slides:

There was discussion between Committee and staff about Carolina
Park Phase III.
Mr. Santos said they have had people talk to the Town about
public/private partnerships. He said they have the revenue, and the Town
has the land and wondered if there was opportunity for something like
that. He asked if the Town could have a partnership legally with the
public.
Mr. DeMoura said it sounds great, but the other entity must be able
to perform. He said a lot of times you cannot rely on them to be long
standing meaning they may not have the financial stability to be a partner
for 15, 30, or 50 years. He said they may not have the technical capacity
to provide what we need them to provide with programs or operating. He

said a lot goes into a successful partnership that he hoped could occur,
but he was skeptical.
Mr. Santos asked if legally and technically it a partnership take place
if they find the right partner.
Mr. DeMoura answered in the affirmative. He said they do operate
several partnerships, and some have worked and others not.
The Committee and staff discussed money collected from Recreation
Impact Fees.
Mr. DeMoura said he was curious as they go through this process,
the appetite of Council and how much to take on was very important. He
said the Rifle Range Road project was $30-$40 million. He said if a
referendum was to move forward, and Council did not want to go above
$50 million then it starts to get populated quickly. He said if it was $100
million or $75 million it would be a different scenario.
Mr. Gergick shared a list of projects with the Committee.
The Committee and staff discussed:
• the Rifle Range Road Project
• the Senior Center
• possibly having tournaments
• conceptual drawings for dedicated pickleball courts

7. Adjourn
