1. Call to order
Ms. Hyatt called the meeting to order at 9:45 am
2. Approval of Minutes from the December 6, 2021 meeting
Mr. Rambo made a motion to approve the minutes of the
December 6, 2021 meeting. Mr. Santos seconded the motion. All were
in favor.
3. Public Comments
Mr. Tripp Moye, 618 Pelzer Drive, Mount Pleasant, said he said
he wanted to have Council focus on the Recreation Department’s
needed growth and reiterated the need for rectangular fields.
Ms. Jacqueline Gore, 308 Sixth Avenue, Mount Pleasant voiced
concern about the settlement communities such as Remley’s Point,
Greenhill, and the Old Village and asked the Committee to add to those
areas into the budget.
Mr. Santos said the Town previously visited the Snowden
ballfields and offered to repair the fields and coordinate programs, but
the offer was declined by community.
Ms. Gore said she was speaking about settlement communities
that are in the Town and said that Snowden was not part of the Town
but was under Charleston County.
Mr. Ralph Lundy, 2305 Chadbury Lane, Mount Pleasant said there
was not enough ballfields to take care of the kids and that rectangular
fields for football, lacrosse, and soccer are needed.

Ms. Linda Brady, 226 Middle Street, Mount Pleasant said she
wanted to reiterate the need for rectangular fields. She said she was
willing to offering her help to find solutions.
Mr. John Iacofano, 615 Williamson Drive, Mount Pleasant said he
was speaking as a citizen of Mount Pleasant and commended the
Recreation staff. He said there was plenty of land to be developed, but
the Town needed money to do that and said they need guidance from
the Committee.
Ms. Guang Ming Whitley, 809 Post Oak Drive, Mount Pleasant
said she was speaking as a citizen of Mount Pleasant of the need for
fields and the money needed to build them. She said they need to be
clear to the citizens on the importance of a recreation referendum as
the Town does not have the funds for everything.
4. Discussion regarding prioritization of Recreation Capital
Projects
Mr. Gergick shared with the Committee a project list and the level
of funding for each project.
The Committee discussed the various projects and the need to
determine what they were going to fund. They also discussed visiting
some of the facilities and knowing what would help most of the citizens.
Ms. Hyatt the reason for this discussion was regarding a
referendum. She said they need to know what the majority of people
would be interested in for the Town to complete. She said for her
Carolina Park and Rifle Range Road Park should have priority.
Mr. Rambo agreed on the Carolina Park Phase III, Rifle Range
Road Park, Jones Center repairs, and Park West Pool renovations. He
said that Rifle Range Road could be broken out into phases. He said
they could get input from the rest of Council at the upcoming Council
Retreat in a few weeks.
Mr. Santos agreed there were things that need to be completed
and they need to give the citizens quality facilities.
Ms. Hyatt asked about getting information at retreat regarding
Rifle Range Road phases and construction costs.
Mr. DeMoura said they will consult with cost estimators to provide
numbers and will have that ready for Council.

Ms. Hyatt said they would bring this item back next month after
input from full Council,
Mr. Rambo asked the deadline for recreation referendum for 2022.
Mr. DeMoura said it was August 2022. He said they had time and
once Council weighed in, they need additional cost estimates for a
good dollar amount for the referendum as that was critical.
Ms. Hyatt how much it would cost each household.
Mr. DeMoura said it was very critical information. He said every
mil equals a million dollars. He said it would be approximately $20 per
household and the Town needs to decide on the term. He said they
probably would need 3 mils.
5. Program/projects update
Mr. Gergick gave a program and projects update and said he
wanted to recognize the hard work by staff and volunteers that went
into the Christmas Parade and Holiday Market. He said the Town Hall
Track completion would be an additional three weeks due to a few
delays. He shared updates on various other projects.
Mr. Rambo asked if any sitework was being done at Carolina Park.
Mr. Gergick said the sitework was being done to bring it up to the
level to allow drainage.
Mr. Santos said they were looking to have a 9/11 Memorial in the
north part of town near the recreation facilities on Faison Road. He
said Mr. Chris Marino was donating the land.
6. Adjourn
There being no further business, the meeting was adjourned at 10:18
a.m.

g. Proposed amendments to the Stormwater Management Guide
for Homebuilders inside the Old Village Study Area. Originally
established by Ord. 18039. Guide referenced in Flood Damage
Prevention Code Section(s) 152.22, Residential and
Nonresidential Construction, and 152.27, Standards for
Subdivision Proposals. Guide amendments will address
Stormwater Management Requirements and addition of
Canopy Tree Addendum.
