1. Call to order
Ms. Hyatt called the meeting to order at 9:29 a.m.
2. Approval of Minutes from the January 3, 2022 meeting
Mr. Santos made a motion to approve the minutes of the January
3, 2022 meeting. Mr. Rambo seconded the motion. All were in favor.

4. Discussion and possible action on a Recreation Capital
Project Referendum
Mr. Gergick shared a presentation about projects that would be
included under a Recreation Referendum along with the estimated
cost. He said the Rifle Range Road Park was $40 million, Carolina
Park Phase IV was $4 million, Park West Pool was $3 million, Jones
Center Comprehensive Repair was $1.3 million, Mount Pleasant Way
was $1.7 million, and a new Senior Center was $6 million. Mr. Gergick
shared a Conceptual Master Plan of the Rifle Range Road Park.
The Committee and staff discussed the various renderings and
the Town’s needs. They discussed having the plans redrawn to update
the various needs. They also discussed the programs and sports
offered and the layout of the fields and courts. There was discussion
about the parking at the Rifle Range Road Park along with methods for
safely crossing the road dividing the Town of Mount Pleasant and the

Charleston County Parks and Recreation Commission (CCPRC) sides
of the park.
Mr. DeMoura discussed some of the safety measures that would
be in place. He also said they need to get the designer in quickly as
they have the best understanding of topography, wetlands, and
buffers. He said if a referendum moves forward, they will need to
describe what was going to be out there. He said if they chose this as
a project, they would get one shot at it. He said they had not updated
the plans as they had not been able to reach it financially.
The Committee and staff discussed adding a budget to it and the
fact that the voter was going to want to see what would be at the park.
They also discussed not spending too much money in design work but
having a general layout.
Mr. Gergick said with the items and amenities they mentioned,
they need to refine the conceptual plans and decide what they want to
do. He said the adjustments they discussed should not make a
significant financial impact. Mr. Gergick shared a Rifle Range Road
Park conceptual design for the gymnasium/multipurpose building
along with the floor plan. He said this facility would provide something
for everyone in a centralized location in Mount Pleasant.
Ms. Marcy Cotov shared an amortization table of the General
Obligation Borrowing on the Issuance of $50,000,000. She said with
the debt service it would require 3.5 mills and .5 mill for operations.
She said that 1 mill equals $1.1 million in their current estimate.
The Committee and staff discussed how it would be written on the
ballot and the cost for homeowners and businesses. They also
discussed the Rifle Range Road Park renderings and how the double
gym, dance studio, and multipurpose room with a stage would meet a
lot of needs. The Committee discussed their priority list.
Mr. DeMoura said their feeling at the staff level was they would
rather build out Rifle Range Road Park even if that meant sacrificing
the Jones Center or Park West Pool with the intent that they would
have to locate another way inside of the annual operating budget to
address those. He said if the building was redesigned to have enough
elements to constitute a cultural arts center and to do that cost $4-5
million and that was what prevented the full build out of Rifle Range
Road, at the staff level they would prefer building out the entire project

because of the economy associated with it. He said that as they move
along, they could approach it outside of the referendum through the
Capital Plan for a project such as the Jones Center or Park West Pool.
The Committee and staff discussed the priorities and that the Rifle
Range Road Project would appeal to numerous people. They
discussed having recommendations to full Council or wait to see the
changes on a concept. They discussed having it in a package before
they move forward as they do not want it to fail.
Mr. Rambo asked if the projects had to be ranked on the
referendum or would they list the projects and then if a small portion of
the projects was not accomplished would it be fine if all the money is
spent on those projects.
Mr. Pagliarini answered in the affirmative that they do not have to
rank them but specify the projects and where the money could possibly
go.
The Committee and staff continued discussion on the projects.
Mr. DeMoura said they if the whole cost came out to more than
$50 million and they could help the Committee and Council reach their
goals of including a project, they would pull back one of the others and
find a way to fund it with current resources.

Mr. DeMoura said in the next month they are going to need to
bring the architects back in as the concept had changed. He said they
would not produce full design, but they could give a sketch as to what
this could look like if they incorporated cultural art elements into it.
The Committee continued discussion.
Mr. DeMoura said at the staff level, in the next month, they are
going to speed to get the companies in and start doing work. He said
they have room in the procurement code to do this; otherwise, to go
through full procurement they would not meet the deadlines.
5. Discussion of Club Level Mount Pleasant Recreation
Department Sports
Mr. Gergick said this was not a plan but was a part of their goals.
He said that the introduction of club level sports was intended to meet
the demand for higher level sports. He shared the different levels of

sports. He said skilled, professional coaches would be paid on a
contractual basis. He said they would look at starting with the softball,
basketball, and lacrosse or soccer programs. He said there had been
previous discussion on this and brought it back to see what direction
they would like to see the Recreation Department going.
Mr. DeMoura said this was not coming to them as a
recommendation from staff. He said it was some good ideas
expressed by the Recreation Department because they are sensing
pressure to move in that direction.
The Committee and staff discussed the programs and the cost.
They also discussed the field and gym space usage, tournaments, and
competition levels. They discussed possible issues and having the
Recreation Department research this and come back with ideas and
plans.
Mr. DeMoura said this was a policy decision and Council decides
the limits of government. He said if the policy was to venture into this,
they would estimate the cost. He said it would be a significant change
in how they operate Recreation policy. He said previously it was a
partnership, but this would be something that the Town controls.
The Committee and staff continued discussion on the cost and
facilities.
Mr. DeMoura said due to time constraints they would email the
program/projects update.

Request to Zone TH, Townhouse District, 1131 Louise
Terrace. Property is currently zoned R-4, Low Density
Residential District, in the County.
b. A-4-22, Chuck Dawley Boulevard. Request to Annex an
approximately 0.68-acre tract of land located on Chuck
Dawley Boulevard and identified by TMS No. 535-16-00-008.
Request to zone AB, Areawide Business District, an
approximately 0.68-acre adjacent tract of land, identified by
TMS No. 535-16-00-008. Proposal includes a request to
include this parcel in the BOD. Property is currently zoned
R-4, Low Density Residential District, in the County. Also, a
Request to rezone an approximately 0.16-acre tract of land
from R-1, Low Density Residential District, to AB, Areawide
Business District. Property is located at 1214 Chuck Dawley

Boulevard and identified by TMS No. 535-16-00-009. Parcel
is currently located in the BOD, Boulevard Overlay District
and is proposed remain.
c. Request to Amend Carolina Park PD, Planned Development
District Ordinance, and Carolina Park DA, Development
Agreement, for a Seventh time. Proposed is to repeal and
replace Exhibit B, entitled, Access to Highway 17 and Darrell
Creek Trail, from the Planned Development District
Development Standards. Amendment proposes
replacement showing the new ingress/egress access
connection designated “F”, located south of Carolina Park
Boulevard. Also requested is to amend the Carolina Park
DA, Development Agreement, to have two public hearings
held by Town Council.
d. Proposed ordinance amendment to Zoning Code Section
156.313(E)(5)(b) OV-HD; Location of Accessory Structures
and Section 156.433 Procedures. Text amendment proposed
to clarify COA, Certificate of Appropriateness Approval and
includes Landscaping regarding living fences in the purview
of The Historic District Preservation Commission.
e. Proposed ordinance amendment to Zoning Code Section
156.171, Schedule of off-street parking space requirements.
Proposed is a text amendment to mandate that required
parking spaces be free of charge to customers of
commercial establishments.
f. Proposed ordinance amendment to Zoning Code Sections
156.201(I)&(J). Text amendment proposes procedural
changes to review requirements and approval process of
Vision Corridors in Critical Line Buffers on Single-Family
Residential lots. Also proposed is an amendment to make
allowances for facilities associated with Mount Pleasant
Way.
6. Settlement Community Task Force Report and Recommendation:
Next steps and approval of Letter to Representative Moore
7. Discuss permitted uses in AB-2, Areawide Business-2 District,
including self-storage facilities, and how the Town can better
protect its corridors and direct development to appropriate areas.
