TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HEALTH, RECREATION & EVENTS COMMITTEE Monday, August 1, 2022 11:15 a.m. Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES Members Present: Laura Hyatt, Chair; Jake Rambo, Gary Santos Staff Present: Eric DeMoura, Steve Gergick 1. Call to order Ms. Hyatt called the meeting to order at 11:26 a.m. 2. Approval of Minutes from the July 5, 2022 meeting Mr. Santos moved to approve the minutes, seconded by Mr. Rambo. All present voted in favor. 3. Public Comments Mr. Carl Ritchie – 1485 Endicott Way – spoke of the need to recognize Officer Vaughn Kee with a stand-alone memorial at Memorial Waterfront Park to honor him. Kevin Cunnane – 3032 River Vista Way – would like to see the first responders who were at 9/11 be consulted on the 9/11 memorial at Memorial Waterfront Park. Gary Santos – 1690 Graystone Boulevard – agreed with Mr. Ritchie. He would like the Planning Department to have the opportunity to design the memorial for Officer Vaughn Kee. Steven Rosone – 2331 Skylar Drive – asked where the 9/11 memorial would be placed. He suggested Council seek the input of those who were at 9/11 regarding the 9/11 memorial. He also expressed agreement with the memorial for Officer Vaughn Kee. Mr. Santos responded to Mr. Rosone saying former New York City firefighters were involved in the 9/11 memorial and integral in obtaining the I-beam that will be used in the memorial. Discussion and possible action to recognize Patrol Officer Vaughn Edward Kee at the First Responders Monument at Memorial Waterfront Park Ms. Hyatt expressed appreciation for Mr. Ritchie bringing this to our attention. She said a road will be named after Officer Vaughn Kee, but there is a need to recognize him at Memorial Waterfront Park as well as future individuals should the need arise. Mr. Santos suggested he and Mr. Ritchie walk around the park to select a site. Mr. Ritchie accepted and would like some of the police officers and the family be included on the walk to get their input. 5. Discussion and possible action to task Town staff with drafting a framework to guide the placement of monuments and memorials within Town parks, to include Memorial Waterfront Park Ms. Hyatt addressed having a process for the erection of monuments and memorials. Mr. Rambo asked how it was done in the past. Mr. DeMoura stated that the Town does not currently have guidelines, but can present a draft in 30-45 days. Mr. Santos asked Mr. DeMoura who designed the memorial for Councilman McManus. Mr. DeMoura responded that he did not know, but identified the desire to do things right and the need to engage professional help. He asked if the committee wanted guidelines moving forward or would prefer to put it on hold for now. Mr. Pagliarini stated there are a number of things to consider when establishing guidelines from a legal perspective and, up to this point, the ad hoc type of review has worked well. Ms. Hyatt brought up budgeting, saying fundraising could be done, but it is a Council decision when funds are involved. Mr. Rambo said he is fine with leaving it as is and handle on a case-by-case basis. He does not see the need for guidelines. Health, Recreation & Events Committee August 1, 2022 Page 3 of 5 Mr. Santos expressed his agreement with Mr. Rambo. He does not want to change something that has already been successful. Ms. Hyatt asked committee members if they are interested in drafting guidelines. Mr. Santos said he did not see the need to draft anything now. Mr. Ritchie would like to see the family and police officers involved. Ms. Hyatt asked Mr. DeMoura if he said committee could move forward with these and draft something in the future. Mr. DeMoura said the feedback points to no need for guidelines at this point, but Council will need to be aware of design cost and sizeable expenditures. Advised committee to send a proposal to Council next month to direct staff regarding creation of the memorials. Mr. Rambo asked if committee could give the go ahead to begin conceptual design and budget. Mr. DeMoura responded in the affirmative. He wanted committee to know that the cost could be several hundred thousand dollars. He clarified that he is not objecting to the memorials, but is following the normal process. Mr. Santos said the initial cost for the 9/11 memorial is $45K. He has already raised $15K in donations. He is hopeful the memorial will not cost the town anything. Ms. Hyatt asked for something conceptual for proposed memorials for the next committee meeting. 6. Executive Session - Review and selection of applicants for Town of Mount Pleasant Recreation Advisory Commission Mr. Rambo moved to go into executive session for the reason stated, seconded by Mr. Santos. All present voted in favor. The meeting was adjourned into executive session at 11:54 a.m. 7. Post Executive Session Committee may take action on any item, including any subsection of any section, listed on an executive session Health, Recreation & Events Committee August 1, 2022 Page 4 of 5 agenda or discussed in an executive session during a properly noticed meeting. Ms. Hyatt reconvened the meeting at 12:19pm. Mr. Rambo moved to recommend to Council what was discussed in Executive Session, seconded by Mr. Santos. All present voted in favor. 8.
