1. Call to order
a. Call to order 9:31am
2. Approval of Minutes from the August 1, 2022 meeting
a. Motion: Motion to approve the minutes from the August 1,
2022 meeting., Action: Approve, Moved by Gary Santos,
Seconded by Laura Hyatt. Motion passed unanimously.
3. Public Comments
a. Mr. Howard Chapman of 824 Natchez Circle addresses
agenda item number 5 regarding the Senior Center and
requesting funds from Charleston County.
b. Mr. John Iacofano of 388 Overseer Place addresses the
Recreation Referendum. Mr. Iacofano asks to clarify what
council members are allowed to talk about in regards to the
referendum and how information needs to and is planned to be
distributed.
4. Employee years of service recognition
a. Mr. Gergick introduces Haley Vaughn in recognition for 5
years of service with the Recreation Department.
5. Approval to request a contribution by Charleston County in
support of county residents at the Thomasena Stokes-Marshall
Senior Center
a. Mr. DeMoura requests to renew the contribution from
Charleston County to support county residents through the
Senior Center. Mr. DeMoura requests, if the Committee
shares the interest, the Committee should request a $50,000
subsidy from Charleston County to support area seniors, from
specific zip codes.
b. Ms. Hyatt mentions including area children.
c. Mr. Santos makes motion request funds from
Charleston County to include senior center and area
children. Motion: Approve, Moved by Gary Santos,
Seconded by Laura Hyatt. Motion passed unanimously.
6. Discussion regarding Recreation Referendum
a. Ms. Hyatt requests an update on the Recreation
Referendum.
b. Mr. Gergick makes mention to the previous information
presented via a slideshow presentation. Mr. Gergick
explains the Commission has discussed a plan on informing
residents and are taking it for action to present to the
community.
c. Ms. Hyatt states the importance of getting the correct
facts out to the public. Mr. Santos agrees.
7. Program/projects update
a. Mr. Gergick states that programs were halted due to
Hurricane Ian over the weekend. Mr. Gergick extends a
thank you to Public Services for all their work to get the
department back up and running. Mr. Gergick mentions the
Waterfront Park project and IGA with SCDOT is waiting on
final approval.
b. Ms. Hyatt inquires about the ground breaking at
Carolina Park. Mr. Gergick gives an overview of the planned
projects.

5. Review of Planning Commission recommendations from September
21, 2022
A. R-18-22 Watermark PD Amendment. Request to amend the
Watermark PD, Planned Development District Ordinance.
Proposed is to designate OP, Office Professional District, and NC,
Neighborhood Commercial District, uses for a 3,509 square foot
ground floor space, located in the Central Square at Watermark
Apartment complex, further identified by TMS No. 560-00-00-036.
Planning Commission recommended approval
B. Workforce Housing Term of Affordability Text Amendment.
Proposal to amend Section 156.296 of Chapter 156, Zoning Code,
of the Mount Pleasant Code of Ordinances, pertaining to
Workforce Housing Exemption Grant Program. Proposed is to
amend the ordinance, revising the term of affordability, limited by
deed restriction for a period of not less than thirty years. This
proposal is to supersede the current ten-year period. Planning
Commission recommended approval

current residential density in commercial districts

amendments to the short-term rental ordinance
