1. Call to order
Called to order at 10:14 am.
2. Approval of Minutes from the October 3, 2022 meeting
Motion to approve by Mr. Santos with a Second by Mr. Rambo;
Passed Unanimously
3. Public Comments
No public comment
4. Discussion and possible action regarding the Recreation
Referendum timeline and design and construction of various
projects
Mr. Gergick gives an updated timeline of events (see slide show).
Mr. Rambo inquires about solicitation for Rifle Range Park
architect and engineer. Mr. Gergick clarifies the status. Mr. Rambo
asks for clarification on time frame before a tangible aspect of the park
will be open to the public. Mr. Gergick says the company designing the
project will be able to provide a timeline.
Mr. Rambo asks if the town is planning on construction
management at risk process. Mr. DeMoura confirms for the Rifle
Range project.
Ms. Hyatt inquires about the order of operations and how the
budgeting process is working in terms of the Recreation referendum.
Mr. DeMoura explains there are a couple ways to approach the
planning and it will be brought before the Committee before any
movement. Mr. DeMoura explains once the professional teams are on
board, the picture will be clearer and other pieces can be put together
from the Referendum.
Mr. Santos explains the work has not stopped on field work at Joe
Gawrych, Cheryll Woods-Flowers, and Jones Center and is not waiting
on funds.
Ms. Hyatt asks how many times Counsel will have this brought
before them. Mr. DeMoura assumes monthly there will be a need for
Committee review unless nothing substantial is happening at the
moment.
Mr. Rambo inquires about the Tennis Center. Mr. Gergick explains
this project would need to go out for design but it is waiting on the Rifle
Range Project.
5. Update on the Recreation Advisory Commission
Gergick explains that there have been several meetings since
formation, beginning in August. Mr. Gergick briefly runs through major
projects and discussions from the minutes.
Mr. Santos commends the Public Service Department for their
hard work on the fields.
Mr. Rambo inquires about the “Report a Concern” link. Mr. Gergick
explains the link. Mr. Rambo mentions including these items in the
brochures that go out to help inform the public.
Mr. Rambo inquires if there has been further discussion regarding
the permitting of coaches to use the fields.
Ms. Hyatt inquires about public concern of using the fields to the
maximum potential. Mr. Gergick says the Commission has had
discussions but no decisions on changes.
Mr. Rambo mentions that coaches have the ability to be creative
in space if they need.
6. Program/Project Updates
Mr. Gergick talks about the program numbers increasing across
the board in different programs and facilities. Mr. Gergick explains the
community affairs and marketing report showing there were record
numbers at the holiday events.
Mr. Gergick talks about the projects and the status of each.
Ms. Hyatt inquires how to reach out to advertisers for scoreboard
sponsors. Mr. Gergick has a sponsorship coordinator that will be
handling advertising.
7. Executive session pertaining to the lease of property in support
of community arts
Motion by Mr. Santos with a second by Rambo; Unanimous
Committee adjourns to Executive Session at 10:38am
8. Post Executive Session
Committee may take action on any item, including any subsection
of any section, listed on an executive session agenda or
discussed in an executive session during a properly noticed
meeting.
Committee returns to Open Session at 10:55 am
No action was taken and no votes were cast.

A. R-21-22. Wilson Tract PD Amendment. Request to amend the
Wilson Tract PD, Planned Development District Ordinance,

an expansion of the HOA amenity parcels that serves as boat
storage for the neighborhood. The 1.2-acre parcel is identified
by TMS No. 558- 15-00-260 and indicated on a plat recorded

B. R-23-22. 912 Old Georgetown Road. Request to Annex and

C. Text Amendment – Conditions on Residential Density.
Proposal to amend Section 156.326, of Chapter 156, Zoning
Code, of the Mount Pleasant Code of Ordinances, pertaining
to Principal Use Conditions. Proposed is to amend the
condition associated with density for residential uses in
commercial districts, specifically to lower the maximum
density from 12 units per acre to 4 units per acre but allow up
to 8 units per acre if the additional 4 units are dedicated to
attainable housing. Planning Commission recommended
approval with a modifications
D. Text Amendment – Environmental Guidelines for Land
Development. Proposal to amend Chapters 155 and 156, of
the Mount Pleasant Code of Ordinances, pertaining to the
creation of a new environmental program to encourage low
impact development (LID) techniques for multi-family, mixed
use, industrial and commercial development. Proposed is to
establish a point system to ensure meaningful LID techniques
are incorporated into each design. More specifically,
amendments are proposed for LDR 155.054 Greenspace
Preservation and Protection Plan to create a new sub-title of
155.054 Residential Greenspace Preservation and Protection
Plan, and Environmental Guidelines for Land Development,
and adding (5) to 156.201(I) Bufferyards, and modifying
156.173 Area and Paving Requirements. Planning
Commission recommended approval
6. Continued discussion and possible action regarding
outstanding short-term rental ordinance amendments
