TOWN OF MOUNT PLEASANT, SOUTH CAROLINA OLD VILLAGE HISTORIC DISTRICT COMMISSION OCTOBER 8, 2018 MINUTES Attachment 1—Staff Report Present: Ann Dovre, Leigh Rowe, Scott Hirshorn. Absent: Heather Wilson, Louisa Montgomery. Staff: Austin Rutherford, Lynnette Lynes, Jane Yager-Baumrind Mr. Hirshorn called the meeting to order at 5pm. I. Approval of Agenda Ms. Rowe moved for approval of the agenda. Ms. Dovre seconded the motion. All in favor. II. Approval of Minutes -- September 10, 2018 Mr. Hirshorn moved for approval of the minutes. Ms. Dovre seconded the motion. All in favor. III. Public Comment & General Correspondence Mr. Jim Berg, 402 Patjens Lane, expressed concern with parking in the Old Village Historic District (OVHD). He suggested the Commission consider asking Town Council to strengthen the parking requirements in OVHD similar to what the City of Charleston has done in the downtown area such as time limits, signage, etc. Mr. Hirshorn thanked Mr. Berg for his comments and agreed that this issue should be further discussed by the Commission. Ms. Rowe agreed with Mr. Hirshorn. Mr. Miles Martschink 135 Toomer Lane expressed concern with parking as well. He stated that it involves more than parking for businesses and residences; the overflow is destroying the right-of-way and affecting the aesthetics of the OVHD. He suggested that more than one parking space be required. He also suggested upholding the requirements of the OVHD such as parking to the rear and limiting other hardscape would help with aesthetics and drainage issues. Old Village Historic District Commission October 8, 2018 Page 2 of 5 Mr. Rutherford clarified that the ordinance for new construction requires a minimum of two parking spaces and for every 1,000 square feet and an additional space for each 1,000 square feet above 2,500 square feet. Mr. Hirshorn suggested a parking study might be appropriate. Mr. Rutherford stated this issue has been addressed in the new Comprehensive Plan update. Mr. Hirshorn stated that he would speak with staff to determine the proper procedure going forward. IV. Consent Motions Ms. Rowe moved for approval by consent for the following agenda items: • 107 Pitt Street – Survey 5933 – (TMS 532-01-00-258) Applicant is seeking Final Review for new business signs. • 708 Pitt Street – Survey 5951 – (TMS 532-09-00-075) Applicant is seeking Final Review for a new fence in the front yard. • 242 Middle Street – Survey 6010/6010.01 – (TMS 532-09-00-024) Applicant is seeking Final Review for the replacement of a deck with a new screened in porch. • 208 Venning Street – Historic 6180 – (TMS 532-00-00-077) Applicant is seeking Final Review for two new fences. Ms. Dovre seconded the motion. All in Favor. V. Business 1. 107 Pitt Street – Survey 5933 – (TMS 532-01-00-258) Applicant is seeking Final Review for new business signs. 2. 708 Pitt Street – Survey 5951 – (TMS 532-09-00-075) Applicant is seeking Final Review for a new fence in the front yard. 3. 242 Middle Street – Survey 6010/6010.01 – (TMS 532-09-00-024) Applicant is seeking Final Review for the replacement of a deck with a new screened in porch. These Items were approved through consent motion. 4. 129 Live Oak Drive – (TMS 517-15-00-062) Applicant is seeking Conceptual Comment on a rear Accessory Dwelling Unit, pool, and hardscaping. Old Village Historic District Commission October 8, 2018 Page 3 of 5 This item was withdrawn by the applicant. 5. 245 Bennett Street – Historic 6133 – (TMS 532-01-00-016) Applicant is seeking Conceptual Comment for various exterior renovations. Mr. Hirshorn stated this has been reviewed and agreed that it is sensitive and minor in nature. Mr. Rutherford reviewed staff comments with Commission (attachment 1). Ms. Kate Campbell, Beau Clowney Architects reviewed the request with Commission. There being no public comments Mr. Hirshorn closed public comment. Ms. Rowe stated that she is comfortable with the design. Mr. Hirshorn suggested that the design is done in a sensitive manner. 6. 107 Carr Street – Survey 6108/6108.01 – (TMS 532-05-00-051) Applicant is seeking Final Review on a new single-family home, accessory dwelling unit, detached garage, and pool construction with demolition of the existing single-family home and detached garage. Mr. Rutherford reviewed staff comments with Commission (attachment 1). Mr. Hirshorn asked if the town staff have not approved the tree encroachment at this time. Mr. Rutherford answers in the affirmative. Mr. Hirshorn suggested that the application should not be heard by the Commission until staff has comments on the encroachment. Ms. Campbell reviewed the plans with Commission. She stated she has been working with town staff regarding the tree encroachment issue and is waiting for approval of the revised site plan. She asked that the Commission consider the request. Old Village Historic District Commission October 8, 2018 Page 4 of 5 Mr. Hirshorn asked staff how to proceed. Mr. Rutherford answered that the Commission has approved requests in the past conditioned upon additional approvals and suggested this could be done if the Commission desired. Mr. Hirshorn asked if there would be additional hardscape around the pool. Ms. Campbell answered in the negative. Mr. Hirshorn expressed concern with moving forward with the request. Ms. Millie Horton, 210 Bank Street, expressed concern with drainage issues and asked how much fill would be added to the lot. Ms. Campbell answered that the intention is to keep the grade as close to existing as possible. She stated that approximately 24 inches of fill would be added and showed the location the site plan for the Commission. There being no further comment, Mr. Hirshorn closed public comment. Ms. Dovre stated that she is comfortable with the request moving forward and conditioned upon approval of the tree encroachment. Mr. Hirshorn asked staff about the review timeline. Mr. Rutherford answered that he is not sure when the review would be completed. Ms. Rowe thanked the applicant for addressing the Commission’s concerns regarding the massing. She stated that she is comfortable with the design contingent upon approval of the tree encroachment. Mr. Hirshorn stated that there were several concerns last meeting such as massing and lot coverage. Additionally, there is now a tree encroachment issue. He suggested that all these issues should be resolved before approval is given. Mr. Rutherford noted that an as-built survey is required to confirm lot coverage. Mr. Hirshorn stated that he could consider moving forward with the condition that the outstanding issues are resolved. Ms. Rowe moved for approval of 107 Carr Street with the following conditions, • Tree encroachment must be approved by town arborist • Must meet the 40 percent impervious coverage as required in the ordinance Old Village Historic District Commission October 8, 2018 Page 5 of 5 • Front setback reduction is approved and cannot encroach any further than the current garage location • Allow 20 foot driveway to remain pervious based on the fact that having an impervious driveway would further impact the protected trees. Ms. Dovre seconded the motion. All in favor. 7. 208 Venning Street – Historic 6180 – (TMS 532-00-00-077) Applicant is seeking Final Review for two new fences. This item was approved through a consent motion. VI. Staff Approvals 1. 104 Mary Street – Survey 4241/4241.01 - (TMS 517-15-00-077) Replacement of roof.
