TOWN OF MOUNT PLEASANT, SOUTH CAROLINA OLD VILLAGE HISTORIC DISTRICT COMMISSION MAY 13, 2019 MINUTES Green arrows in minutes are hyperlinks to the recording Staff Report Present:Ann Dovre, Leigh Rowe, Louisa Montgomery. Absent:John Hackenberg, Gene Gogogly Staff:Austin Rutherford, Joe Juan, Lynnette Lynes Mr. Rutherford called the meeting to order at 5:00 pm. Mr. Rutherford stated that a chair would need to be appointed for this meeting. The Commission voted to have Ms. Rowe as chair. I.Approval of Agenda Ms. Montgomery moved for approval of the agenda with removal of item VI.6. Ms. Dovre seconded the motion. All in favor. Ms. Rowe reviewed the procedures with the public. II.Approval of Minutes April 8, 2019 Ms. Montgomery moved for approval of the minutes with the following correction— Øpage 7 and 8--should be Lewis Horton and Miles Martschink. Ms. Dovre seconded the motion. All in favor. III.Correspondence Mr. Rutherford stated that all correspondence has been distributed to the Commission and added to the agenda. Mr. Rutherford stated that an interactive map has been added to the website for the public to view the property cards and reviewed this with the Commission. IV.General Public Comment Mr. Jim Berg, 402 Patjens Lane, stated that anyone wanting information on the lawsuit or issues regarding Patjens Lane and Earls Court can contact him. V.Consent Motions Ms. Montgomery moved for consent approval of the following items: Ø739 Pitt Street – Survey 5907/5907.01 – (TMS 532-09-00-041) Applicant is seeking After-the-Fact Final Review for a living fence. Ø966 Pitt Street – Survey 5976 – (TMS 532-13-00-036) Applicant is seeking Final Review for a new living fence and After-the-Fact review for a rear yard water feature. Ø204 Pitt Street – Historic 5941/5941.01/Survey 5941.02 – (TMS 532-01-00- 043) Applicant is seeking Final Review for wood column replacement with not-in-kind fiberglass. Ø121 Live Oak Drive – Historic 6245 – (TMS 517-15-00-060) Applicant is seeking Final Review for an addition to an existing porch and window/door alterations to the front of the Historic home. Ms. Dovre seconded the motion. All in favor. VI.Business A.739 Pitt Street – Survey 5907/5907.01 – (TMS 532-09-00-041) Applicant is seeking After-the-Fact Final Review for a living fence. B.966 Pitt Street – Survey 5976 – (TMS 532-13-00-036) Applicant is seeking Final Review for a new living fence and After-the-Fact review for a rear yard water feature. These items were approved through consent motion. C.125 Pitt Street – Survey 5929 – (TMS 532-01-00-084) Applicant is seeking Final Review for the demolition of the existing commercial building. - CORRESPONDENCE This item was withdrawn. D. 237 Middle Street – Survey 6045 – (TMS 532-09-00-022) Applicant is seeking Preliminary Comment for significant alterations to an existing home. Mr. Rutherford reviewed the request with the Commission. Mr. Charlie Moraz and Steven Herlong reviewed the request with the Commission. Ms. Montgomery expressed concern with the pool and that it would be seen from the harbor. She stated that the guidelines allow for vertical slats around the porch. She asked if the flooring would be wood. Mr. Moraz answered in the affirmative. Ms. Dovre agreed that the slats should be vertical. Ms. Rowe stated that she is comfortable with the design. E.204 Pitt Street – Historic 5941/5941.01/Survey 5941.02 – (TMS 532-01-00- 043) Applicant is seeking Final Review for wood column replacement with not-in-kind fiberglass. This item was approved through a consent motion. F.744 Pitt Street – Survey 5959 – (TMS 532-09-00-069) Applicant is seeking Final Review for various exterior alterations including new porches, dormers, and roof. Mr. Rutherford reviewed the request with the Commission. Ms. Linda Balzac, architect, reviewed the request with the Commission. Ms. Montgomery suggested that the revisions will make the home more livable. Ms. Dovre suggested that the design is simple and elegant. Ms. Rowe suggested that the design is harmonious with the neighborhood. Ms. Montgomery asked about the covered deck. Ms. Balzac answered that they would like to encroach into the setback approximately four feet similar to the current deck and cover it. Ms. Montgomery moved for approval of the request including approval to encroach up to four feet into the rear setback with approval of the handrails to be handled by staff. Ms. Dovre seconded the motion. All in favor. G.121 Live Oak Drive – Historic 6245 – (TMS 517-15-00-060) Applicant is seeking Final Review for an addition to an existing porch and window/door alterations to the front of the Historic home. This item was approved through consent motion. VII.Staff Approvals There were no staff approvals. VIII.Discussion on Design Guideline Porches & Stoops #8 Pertaining to Location of Porch Fans Mr. Rutherford reviewed this issue with the Commission. Ms. Montgomery stated that she asked for this issue to be discussed. She asked if a certain type of light fixture could be determined. Mr. Rutherford answered in the negative. Mr. Rutherford stated that language indicating the changes would be provided next month. IX.Review and Approval of new Rules of Procedure (Bylaws) Mr. Rutherford reviewed the changes to the bylaws with the Commission. Ms. Montgomery moved for approval of the revised bylaws as presented. Ms. Dovre seconded the motion. All in favor. X.Election of Chair and Vice-Chair The Commission agreed to defer this issue. There being no further business, the meeting adjourned at 5:45 pm.
