Present: Leigh Rowe, Louisa Montgomery, Gene Gallogly
Absent: Ann Dovre, John Hackenberg

Ms. Rowe called the meeting to order at 5:00 pm.
I. Approval of Agenda
Ms. Louisa Montgomery moved to approve the agenda. Mr. Gene Gallogly
second. All in favor.
II. Approval of Minutes June 10, 2019
Ms. Rowe moved for approval of the minutes. Mr. Gallogly seconded the
motion. All in favor.
III. Correspondence
Mr. Rutherford confirmed the Commission had received all correspondence.
IV. General Public Comment
Mr. Chris Coleman, 118 Pitt Street, expressed concern with some procedural
matters of the Commission and provided these in writing for the Commission to
review (attachment 3).

V. Consent Motions
Ms. Louisa Montgomery moved for consent approval of the following items:
➢ 131 Middle Street – Survey 6024 – (TMS 532-09-00-005) Applicant is seeking
Final Review for new pillars and ADA-accessible handrails for stoops on the
harbor-side elevation of Alhambra Hall.
➢ 118 Live Oak Drive – Survey 6239/6239.01 – (TMS 517-15-00-054) Applicant
is seeking Final Review for a new pool to the rear yard, with the screening to
be accomplished with vegetation.
Mr. Gene Gallogly seconded the motion. All in favor.
VI. Business
A. 320 Venning Street – Historic 6185 – (TMS 532-01-00-108) Applicant is
seeking Preliminary Comment for additions and renovations to a
Historic home.
Mr. Rutherford reviewed staff comments with the Commission
(attachment 1).
Mr. Sabastian Von Marshall, Beau Clowney Architects, reviewed the
application with the Commission.
Ms. Leigh Rowe closed public comment.
Ms. Louisa Montgomery moved for preliminary approval. Ms. Leigh Rowe
seconded the motion. All in favor.
B. 312/314 Venning Street – Historic 6184/6184.01/Survey 6184.02 – (TMS
532-01-00-109) Applicant is seeking Preliminary Comment for new roofs
for all three structures, removal of asphalt and vinyl siding, and door
and window replacement.
Mr. Rutherford reviewed staff comments with the Commission.
Mr. Michael Talerico, Charleston Drafting Company, and Mr. Matt
Hamnett, owner, reviewed the application with the Commission. Mr. Mac
Jenkinson reviewed information on the original structure with the Commission
and that there is significant rot around the windows.

Ms. Rowe closed public comment.
Mr. Rutherford noted that if approved, the motion should include the
reasons for approval, since the request is contrary to the design guidelines.
Ms. Montgomery moved for preliminary with stipulation that the windows
have divided lights with approval for the aluminum clad windows. Mr. Gallogly
seconded the motion. All in favor.
C. 734 Pitt Street – Historic 5957 – (TMS 532-09-00-071) Applicant is
seeking Final Review for window and door alterations, site
improvements, new fencing, and deck/steps alterations and additions.
Mr. Rutherford reviewed staff comments with the Commission.
Mr. Rich Shaffer, 734 Pitt Street, reviewed the application with the
Commission.
Ms. Montgomery moved for approval with the fence being four feet to
comply with the building code. Mr. Gallogly seconded the motion. All in favor.
D. 753 Pitt Street – Historic 5902 – (TMS 532-09-00-046) Applicant is
seeking Final Review for door and window removals and relocation on
a Historic home.
Mr. Rutherford reviewed staff comments with the Commission.
Mr. Brian Madden, 422 Shannon Street, reviewed the application with
the Commission.
Ms. Rowe moved for approval of the request as presented. Ms.
Montgomery second the motion. All in favor.
The Commission convened for a short break at 6:10 pm. The Commission reconvened
at 6:17 pm.

E. 304 Morrison Street – Historic 6164/Survey 6164.01 – (TMS 532-01-00-
054) Applicant is seeking Final Review for a side setback encroachment
for a HVAC system, new fence, and brick walkway.– CORRESPONDENCE,
VIDEO CORRESPONDENCE
Mr. Rutherford reviewed staff comments with the Commission.
Mr. Jake Whiley and Ms. Lauren Whiley, owners, reviewed the application
with the Commission.
Ms. Robin Colman, 118 Pitt Street, expressed concern with the raised HVAC
system at 304 Morrison Street, as it is extremely noisy and an eyesore. She
shared video of the HVAC unit with the Commission. She expressed concern
with the use of a chain link fence and brick walkway to the rear of the Morrison
Street property. She asked that the HVAC unit be moved.
Mr. Chris Coleman, 118 Pitt Street, expressed concerns with the HVAC unit
at 304 Morrison. He suggested that the HVAC unit can be viewed from
Morrison Street. He stated that there have been changes to the elevation and
materials used that were not approved. He suggested that the HVAC unit is
an eyesore and noisy. He suggested that the side setback encroachment is not
warranted and should not be approved. He suggested that the elevated HVAC
unit is not appropriate and does not meet the guidelines. He asked that the
request be denied.
Mr. Matthew Scarlant, 120 Pitt Street, stated that he had a survey
completed that shows that the HVAC unit and stand is approximately six inches
from the property line. He suggested that the approved plan should be utilized
and this amended request not approved.
Mr. Louis Schweers, GLS Engineering, stated that he was consulted on
options for location of the HVAC unit. He suggested that it is unusual to have
an elevated HVAC unit and that a split system could be installed near the
structure with the air handler installed inside the structure.
Mr. Ross Appel, attorney for Mr. and Ms. Coleman, suggested that there
are less intrusive alternatives that could be taken to locate the HVAC unit on
the property where is would not be unsightly and cause additional noise. He

suggested that the request involves a zoning variance that the Commission
does not have purview to review and approve. He asked that the request be
denied.
Ms. Montgomery moved for deferral of the encroachment request for
additional information, with approval of the walkway and fence. Mr. Gallogly
seconded the motion. All in favor.
VII. Staff Approvals
Mr. Rutherford reviewed the staff approvals of the following items with the
Commission:
a. 320 Bennett Street – Survey 6156 - (TMS 532-01-00-240) In-Kind window
replacements on a Non-Historic home.
b. 102 Live Oak Drive – Survey 6242 – (TMS 517-15-00-057) In-Kind window
replacements on a Non-Historic home.
VIII. Review, Discussion, and Possible Recommendation of Historic Designation
for 125 Pitt Street (commonly known as the Old Village Bakery) to Town
Council – CORRESPONDENCE
Mr. Rutherford reviewed staff comments and the historic report with the
Commission (attachment 1 and 2).
Mr. Rick Brownyard, attorney for owner, read a statement from Mr. Motamed
for the Commission. Mr. Chris Altman, SMHA, reviewed the project with the
Commission.
Ms. Montgomery moved to recommend to Town Council approval of 125 Pitt
Street being designated as a historical building. Ms. Rowe seconded the motion.
All in favor.
IX. Review and Approval of Design Guideline Alterations Concerning Porch Fans
Mr. Rutherford reviewed staff comments with the Commission regarding porch
fans.

Ms. Montgomery moved to approve the design guidelines alterations for porch
fans. Mr. Gallogly second the motion. All in favor.
X. Discussion for Adding Design Guidelines Concerning Artificial Grass/Turf
Mr. Rutherford reviewed staff comments with the Commission.
Ms. Rowe closed public comment.
The Commission agreed for the addition of design guidelines for artificial
grass/turf as reviewed by staff.
There being no further business, the meeting adjourned at 7:30 pm.
