Present: Leigh Rowe, Chair, John Hackenberg, Gene Gallogly, Ann Dovre
Absent: Louisa Montgomery
Staff: Austin Rutherford, Jane Yager-Baumrind
Ms. Rowe called the meeting to order at 5:05 pm.
I. Approval of Agenda
Mr. Gene Gallogly moved to approve the agenda. Ms. Ann Dovre second the
motion. All in favor.
II. Correspondence – Received Correspondence
Mr. Rutherford stated that all correspondence has been received.
III. General Public Comment
Mr. Brett Bennett, 131 Hibben Street, commended the Commission for the
proposed revisions to the ordinances. He stated that he is in favor of the proposed
amendments, particularly with the change to have a rolling 50-year timeframe for
historic designation. He suggested that another consideration should be to have
more enforcement of the zoning ordinances and not allowing ex post facto
approvals to occur.
Mr. Miles Martschink, 135 Toomer Lane, agreed with Mr. Bennett’s comments.
He suggested that some changes to the amendments to the half story should be
reviewed and expressed concern that the proposed amendment would allow for a
wider dormer to allow for an additional story. He suggested that parking should be
managed onsite and not allow parking along the right-of-way as it destroys the
grassy areas and makes the neighborhood unsightly. He suggested that location of
items such as wall-mounted water heaters, HVAC units, trash cans, pool
equipment, etc. should be reviewed as well.

IV. Consideration and Discussion for Proposed Zoning Code Amendments,
including §156.007 Definitions, §156.313 OVHD; Old Village Historic District,
and §156.430 Organization, §156.431 Definitions, §156.432 Powers and
Duties, and §156.433 Procedures Concerning the Old Village Historic District
Commission.
Mr. Rutherford reviewed the amendments with the Commission.
The Commission reviewed and discussed the changes to the ordinances.
The Commission agreed that the final draft of the amendments would be reviewed
at the next meeting.
There being no further business, the meeting adjourned at 6:45 pm.
