Present: Louisa Montgomery, Robert Crosland, Gene Gallogly, Corey Barber.
Staff: Kate Miller, Joe Juan, Mac Deford, Lynnette Lynes
Ms. Miller called the meeting to order at 5:12 pm and stated that the
Commission would need to appoint a temporary chair for this meeting.
Mr. Crosland moved to appoint Ms. Montgomery as temporary chair. Mr.
Gallogly seconded the motion. All in favor.
I. Approval of Agenda
Mr. Crosland moved for approval of the agenda. Mr. Gallogly seconded the
motion. All in favor.
II. Approval of Minutes January 11, 2021 Meeting
Mr. Crosland moved for approval of the minutes. Mr. Gallogly seconded the
motion. All in favor.
III. Correspondence
All correspondence was received and linked to the agenda.
IV. General Public Comment

Mr. Crosland moved for consent approval of the following items:
➢ 105 Middle Street – Survey 6020 – (TMS 532-09-00-002) Applicant is seeking
Final Review for alteration to doors and windows.

➢ 237 Bennett Street – Survey 6135 – (TMS 532-01-00-014) Applicant is seeking
Final Review for paint color.
Mr. Gallogly seconded the motion. All in favor.
VI. Appeal to the Commission of Staff Level COA for fencing at 204 Live Oak Drive
Ms. Miller reviewed the appeal procedures with the Commission and public.
Ms. Miller reviewed staff comments with the Commission (attachment 1).
Mr. Mark Ghegan and Ms. Joanna Ghegan, 206 Live Oak Drive, reviewed their
appeal with the Commission.
There being no comments, Ms. Montgomery closed public comment.
Ms. Montgomery moved that the record is insufficient for review as it is unclear
where the proposed live fence would be located that this be remanded back to staff
for clarification and rehearing. Mr. Crosland seconded the motion.
Mr. Barber moved to amend the motion to provide a site plan including 206 Live
Oak Dr. Ms. Montgomery seconded the amendment. Amendment passed on a 3
to 1 vote with Mr. Barber, Mr. Gallogly, and Ms. Montgomery in favor; Mr. Crosland
opposed.
Ms. Montgomery called for a vote on the motion as amended. All in favor.
Mr. Deford noted that the rehearing must be heard within 60 days.
VII. Business -
a. 105 Middle Street – Survey 6020 – (TMS 532-09-00-002) Applicant is
seeking Final Review for alteration to doors and windows.
This item was approved by consent.
b. 924 (928) Pitt Street – Survey 6266 – (TMS 532-13-00-053) Applicant is
seeking Preliminary Review for demolition and new construction.
Ms. Miller reviewed staff comments with the Commission (attachment 1).

Mr. Phil Clarke, architect, reviewed the request with the Commission.
The Commission discussed whether the structure should be considered
historic and if demolition or movement of the structure would be allowed.
c. 237 Bennett Street – Survey 6135 – (TMS 532-01-00-014) Applicant is
seeking Final Review for paint color.
This item was approved by consent.
VIII. Staff Approvals
a. 123 Mary Street – Survey 6257 - (TMS 517-15-00-071) Roof replacement.
Ms. Miller reviewed staff approvals with the Commission.
The Commission convened for a break at 7:13 pm and reconvened at 7:17 pm.
IX. Discussion on Historic District expansion
Ms. Miller updated the Commission on the process for expanding the historic
district and information received from SHPO. She suggested that the Commission
defer discussion until the Settlement Community Task Force has made their
recommendations.
Ms. Montgomery moved for staff to investigate dwellings in the Old Mount
Pleasant area encompassing the area from Whilden Street to Coleman Boulevard
and Ben Sawyer Boulevard, and Center Street and Royall Avenue. Mr. Barber
seconded the motion. All in favor.
X. Discussion of Items for Next Agenda
The Commission agreed that following items would be discussed at the next
meeting:
➢ Signage for Town Hall, a marker Old Town Hall on Bank Street currently being
used for Police satellite station.
➢ Discussion of use of living fences and possible changes within the guidelines.
➢ Update on enforcement of restricted items within the right of way
