TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HISTORIC DISTRICT PRESERVATION COMMISSION VIDEO CONFERENCE MEETING MARCH 8, 2021 MINUTES Youtube: https://youtu.be/pku7AeF8eMg Staff Report Present: Louisa Montgomery, Chair, Robert Crosland, Gene Gallogly, Corey Barber, Anne Shaw. Staff: Kate Miller, Joe Juan, Lynnette Lynes Ms. Miller called the meeting to order at 5:03 pm. I. Approval of Agenda Ms. Montgomery moved for approval of the agenda. Mr. Gallogly seconded the motion. All in favor. II. Elect Chair and Vice-Chair Mr. Crosland moved to appoint Ms. Montgomery as Chair. Mr. Gallogly seconded the motion. All in favor. Mr. Barber moved to appoint Mr. Crosland as vice-chair. Ms. Montgomery seconded the motion. All in favor. III. Approval of Minutes from February 8, 2021 Meeting Ms. Montgomery moved for approval of the minutes with the following change: ➢ Correct spelling of applicant’s name to “Ghegan”. Mr. Gallogly seconded the motion. All in favor. IV. Correspondence All Correspondence was received. Historic District Preservation Commission March 8, 2021 Page 2 of 7 V. General Public Comment Ms. Carole Tinkey, 208 Venning St, expressed concern regarding 204 Live oak appeal and read a portion of the SHPO guidelines for the Commission. She suggested that a living fence should only be allowed if it has the vegetation. She also expressed concern with drainage issues. She suggested that these should be addressed. Ms. Allison Dailey, 204 Live Oak Dr, spoke regarding the appeal of the fence. She stated that she would like to state the following points for the record: ➢ The existing fence was old and rotting, and termite infested. ➢ The existing landscape would be maintained and no trees would be removed or damaged. ➢ Picket fence is not the only type of fence found in the streetscape—chainlink, stockade, and shadowbox fencing can also be seen from the street. ➢ The proposed fencing would be in the sideyard. The first 20 feet of picket fence would not be removed, and the proposed fencing would start behind the front corner of the house, meeting the sideyard definition. ➢ 30 property owners living within a half mile of the property are in favor of the proposed fence. ➢ Landscape, drainage, and fence removal are not within the purview of the Commission. ➢ The fence meets the HDPC guidelines. Ms. Dailey expressed concern that the appeal was not brought because of issues relating to the historic guidelines. She suggested that the initial request was properly approved by staff and asked that the staff decision be upheld. Ms. Ashley Woody, 110 Friend Street, has comments regarding item VIII A and would speak when the item is reviewed. There being no further comments, Ms. Montgomery closed public comment and continued with the agenda. VI. Consent Motions Mr. Crosland moved for consent approval of the following items: Historic District Preservation Commission March 8, 2021 Page 3 of 7 ➢ 109 Friend Street – Survey 4230 / Non-Historic – TMS # 532-05-00-066 Applicant is seeking Final Approval for reduced setbacks, alterations/addition and pool. ➢ 221 Queen Street – Survey 6097 / Non-Historic – TMS # 532-05-00-029 Applicant seeking Final Approval alterations to previously approved plans. ➢ 237 Middle Street – Survey 6045 / Non-Historic – TMS # 532-09-00-022 Applicant seeking Final Approval for alterations to previously approved plans. ➢ 320 Venning Street – Survey 6185 / Historic – TMS # 532-01-00-108 Applicant is seeking Final Approval for alterations to hardscaping. ➢ 627 Pitt Street – Survey 4225 / Historic – TMS # 532-05-00-031 Applicant is seeking Final Approval for alteration/addition to porches. ➢ 744 Pitt Street – Survey 5959/ Non-Historic – TMS # 532-09-00-069 Applicant is seeking Final Approval for hardscaping and exterior paint color. Ms. Shaw seconded the motion. Ms. Montgomery moved to amend the motion to remove the following item from consent approval: ➢ 109 Friend Street – Survey 4230 / Non-Historic – TMS # 532-05-00-066 Applicant is seeking Final Approval for reduced setbacks, alterations/addition and pool. Mr. Crosland seconded the amendment. All in favor. Ms. Montgomery called for a vote on the amended motion. All in favor. VII. Rehearing of Appeal to the Commission of Staff Level COA for fencing at 204 Live Oak Drive Ms. Miller reviewed staff comments with the Commission. Ms. Joanna Ghegan and Mr. Mark Ghegan, 206 Live Oak Drive, reviewed their appeal with the Commission. There being no comments, Ms. Montgomery closed public comment. Mr. Gallogly moved to uphold staff’s decision based on facts presented that the proposal met all the requirements for approval. Ms. Shaw seconded the motion. Historic District Preservation Commission March 8, 2021 Page 4 of 7 Motion passed on a 4 to 1 vote with Ms. Shaw, Mr. Gallogly, Ms. Montgomery, and Mr. Crosland in favor; Mr. Barber opposed. VIII. Business – STAFF REPORT a. 109 Friend Street – Survey 4230 / Non-Historic – TMS # 532-05-00-066 Applicant is seeking Final Approval for reduced setbacks, alterations/addition and pool. Ms. Miller reviewed staff comments with the Commission. Mr. Hunter Kennedy and Nate Dittman reviewed the request with the Commission. Ms. Ashley Woody, 110 Friend St, stated that this is the least offensive renovation. She expressed concern with the proposed lot coverage and the setback encroachment. She questioned whether the lot coverage included the pavers and masonry associated with the pavers. She expressed concern with drainage. There being no further comments, Ms. Montgomery closed public comment. Ms. Montgomery moved for approval including reduced setback of six inches as presented. Mr. Crosland seconded the motion. All in favor. The Commission convened for a short break at 6: 41 pm and reconvened at 6:46 pm. b. 125 Pitt Street – Survey 5929 / Historic – TMS # 532-01-00-084 Applicant is seeking Final Approval for demolition and alteration/new construction. Due to technical difficulties, a portion of this item was not recorded. Ms. Miller reviewed staff comments with the Commission. Mr. Chris Altman reviewed the request with the Commission. Ms. Montgomery seconded the motion. All in favor. c. 202 Bennett Street – Survey 6148 / Historic – TMS # 532-01-00-066 Applicant is seeking Preliminary Review for demolition and new construction and addition. Ms. Miller reviewed staff comments with the Commission. Ms. Kate Campbell and Ms. Victoria Goss reviewed the request with the Commission. The Commission provided comments. IX. Staff Approvals Ms. Miller reviewed staff approvals for the following items: a. 135 Toomer Lane – NO SURVEY/Non-Historic- TMS # 517-15-00-064 Driveway and Fencing. b. 401 Patjens Lane – Survey 6211 / Non-Historic – TMS # 532-01-00-245 Replace and paint shutters. c. 640 Pitt Street – Survey 5949 / Non-Historic – TMS # 532-05-00-040 Replace windows. d. 108 Car Street – Approved request for a second one-year extension of 108 Carr Street COA in accordance with §156.049 X. Discussion on Historic District expansion Ms. Miller updated the Commission on how the district expansion could be accomplished. She stated that a survey would need to be requested and accomplished before the district could be expanded, with approval by Town Council. XI. Discuss Design Guidelines Ms. Miller stated that Mr. Barber and Ms. Shaw requested this discussion. Ms. Shaw expressed concern with the recent change to the approved exterior paint colors and suggested that the approved colors should be expanded. The Commission discussed what color changes should be considered. The Commission agreed for staff to work or changes as discussed and bring back to the Commission. The Commission discussed living fences and agreed to continue discussion at the next meeting. Historic District Preservation Commission March 8, 2021 Page 7 of 7 XII. Discuss Design Guidelines Commission tasked staff with looking into simplifying Design Guidelines by using a color spectrum, providing picture examples instead of drawings, and ideas on live fencing. XII. Discussion of Items for Next Agenda Discuss enforcement. Meeting to be moved to in-person meetings starting in April. XIII. Motion to Adjourn Commission may enter into Executive Session to receive legal advice pursuant to S.C. Code Ann. Sec. 30-4-70(a)(2).
