TOWN OF MOUNT PLEASANT, SOUTH CAROLINA SPECIAL HISTORICAL COMMISSION FEBRUARY 12, 2018 MINUTES Present: Rick Gutowski, Chair, Patrick Morrissey, Bob McDonald, Heidi Schless Staff: Chris Luly, Lynnette Lynes Mr. Gutowski called the meeting to order at 12:00 pm. 1. Public Comment There being no comment, Mr. Gutowski continued with the agenda. 2. Vote on Honorariums for Black History Month Mr. Gutowski stated that two of the speakers have asked for reimbursement of expenses. He suggested that $250 each would be sufficient for hotel accommodations. Mr. Luly stated that there is a third general. Mr. Gutowski answered that the third general does not require hotel accommodations. Mr. Luly suggested that an increased honorarium amount should be considered. The Board discussed the request and at what level the honorarium should be. Ms. Schless expressed concern that there are other items they are working on that they would like to fund this fiscal year and asked if there would be funds in the budget. Mr. Luly stated that there are sufficient funds in the budget to cover the honorarium request at $500 each, if desired. Ms. Schless asked if the honorariums are added, would it mean the total budget for the Black History Month celebration would be exceeded. Mr. Luly answered that he does not have the total expenditures at this time, but suggested that there should be sufficient money in the budget. Mr. McDonald moved to approve up to $1,500 for honorariums for Black History Month event on February 17, 2018. Mr. Morrissey seconded the motion. Special Historical Commission February 12, 2018 Page 2 of 2 Ms. Schless moved to amend the motion for approval subject to the total expenses not exceeding the total Commission budget for the year and not coming from any other initiatives of the Commission for this year. Mr. McDonald seconded the motion. Mr. Gutowski suggested that the cost for the hotel should be provided and the Commission consider any additional honorarium amount at the next meeting. Mr. Gutowski called for a vote on the amendment. Amendment unanimously failed. Mr. Gutowski called for a vote on the main motion. Motion unanimously failed. Mr. Gutowski moved for approval of hotel expenses in amount of $235 each for the two generals with reconsideration of additional honorariums for all 3 generals at next meeting. Mr. McDonald seconded the motion. All in favor. Mr. Gutowski stated that Mr. Mark Epstein discovered a Martin Luther King two - hour speech given in 1961. He suggested that Mr. Epstein could be invited to speak at next year’s black history month celebration. He stated that the Plantation Singers have been booked for next year as well.
