TOWN OF MOUNT PLEASANT, SOUTH CAROLINA HUMAN RESOURCES COMMITTEE Monday, January 4, 2021 Municipal Complex, Council Chambers 100 Ann Edwards Lane, Mount Pleasant, SC 29464 MINUTES PRESENT: Brenda Corley, Chair; Kathy Landing, and Guang Ming Whitley STAFF PRESENT: Eric DeMoura, Town Administrator 1. Call to order Ms. Corley called the meeting to order at 11:33 a.m. 2. Approval of Minutes from the September 1, 2020 meeting Ms. Landing moved for approval; seconded by Ms. Whitley. All present voted in favor. 3. Public Comments [None] 4. Introduction of Human Resources Director Mr. DeMoura introduced the new Human Resource Director, Christy DeLuca. He stated that she was previously with Charleston County Park, Recreation and Tourism Commission (PRC), with a background in Human Resources. She also served as a mediator and an attorney who specializes in employment law and healthcare law. He stated that she is also a Mount Pleasant resident. 5. Discussion of performance assessments for the positions of General Counsel and Town Administrator Ms. Corley stated that she requested this be put on the agenda. She said these positions are the only two that Council oversees the hiring. She wanted an avenue for feedback for General Council and the Town Administrator. Mr. DeMoura stated that an assessment tool was previously created which Council at the time supported. He also supports it. Human Resources Committee January 4, 2021 Page 2 of 2 Ms. Corley stated that she would like for Council to review this as she would like to see this data-driven and not by personal feelings. She would like to provide Council with the opportunity to review the assessment. Ms. Landing stated that she was the Human Resource Chair when the assessment for the Town Administrator was done. She believes it was robust and thorough. The assessment for General Council has not been done in approximately 10 years; therefore, this may be an area where the assessment may be updated. She added that it is the responsibility of the Human Resource Committee to review this prior to sending to Council. Ms. Whitley stated that a written statement from the General Counsel and Town Administrator of their annual achievements would provide Council with some guidance. Ms. Corley asked fellow Committee members if they would like to begin working on both assessments. Ms. Landing said she felt that the assessment for the Town Administrator is a good one. She stated that the summary idea of a summary of accomplishments for the year is very good. Ms. Corley asked Mr. DeMoura about a time frame to complete an assessment for General Counsel. Mr. DeMoura stated that if Committee and Council are agreeable with the assessment already in place for the Town Administrator, work could begin on an assessment for the General Counsel as this would consume the most time. He suggested tasking the new Human Resource Director with developing this tool. 6. Rezoning Case R-36-20: Request to amend the North Point PD, Planned Development District Ordinance, by creating permitted uses and zoning standards according to the current land use and amending the official North Point Zoning Map to do the same. Development consists of approximately 13.5 acres and is situated on the Northeast side of Ben Sawyer Boulevard at its intersection with Center Street. Zoning Code Text Amendment: Proposal to amend Section 156.325 of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances, pertaining to the Principal Use Table. Proposed is to add language under the Utilities category to permit a lay-down yard, maintenance facility with open lot storage of materials, vehicles, and equipment in PI-2, Public Institutional-2, and LI, Light Industrial Districts. d. Zoning Code Text Amendment: Proposal to amend Sections 156.140 - 156.142 of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances, pertaining to Nonconforming Lots, Structures and Uses. Proposed is to amend the entire ordinance to differentiate treatment based on damage or destruction due to neglect, natural and/or man-made hazards, and to make special distinctions between utilization of property and the physical characteristics. 6. Update: Building Permit Allocation System (Ord. No. 18097) and Multifamily Housing Moratorium (Ord. 19014) 7. Preview: Historic Property Designations within the Old Village 8. Status Report: Zoning Code Rewrite Project 9. Request for Vested Rights Extension from Legacy at Patriots Point 10.
