1. Call to order
Ms. Corley called the meeting to order at 11:30 a.m.
2. Approval of Minutes from the November 1, 2021 meeting
Ms. Whitley moved to approve the minutes, seconded by Mr.
Rambo. All present voted in favor.
3. Public Comments
Kevin Cunnane – 3032 River Vista Way stated he asked the
Town Administrator for his salary information and he was kind
enough to tell him. Mr. Cunnane said he does a good job and
works hard. However, in this role that Mr. DeMoura undertakes
there needs to be some checks and balances. Mr. Cunnane said
he did an 1100 page Freedom of Information Act request a couple
of years back and one of the things that comes to light is that the
Mayor seems to think the Town Administrator works for him and
that is not really the case. In respect to the Town Administrators
compensation, there needs to be some other layer of oversight. If
someone is making what he makes, he should be monitored and if
an elected official decides to go outside the channels to cover their
own tracks, he should not participate in that. Mr. Cunnane said he
thinks Mr. DeMoura does a good job. Mr. Cunnane said on another
issue, if an employee of this Town is caught lying about an official
document, we would never ignore that. That employee would be
sanctioned, probably fired, because that is improper, but the same
does not apply for an elected official. Mr. Cunnane is asking and
appealing to their sense of decency because this is not going to go
away until Council addresses it, one way or another. He said there
are other avenues, but the other avenues get ugly for the Town;
costly, expensive. He said the political side is that Council is being
manipulated, and he believed some of the Council Members may
be compromised and not willing to do their job.
4. Review and discussion regarding revising the applications
for boards and commissions
Ms. Corley said the Council Members felt there was not enough
asking those applying for the boards what exactly qualified them for
the appointment. After some feedback that was gathered, there
were a good number of questions. Ms. Corley said she asked Ms.
Barrett to provide a copy of what the form would look like on-line as
she thought it was a bit cumbersome. Ms. Corley said she did not
think this needed to go to Council but she wanted input from the
Committee.
The Committee discussed the draft application form.
Mr. Rambo said he was not sure what was meant by asking if the
applicant would be willing to sign a code of conduct. He asked if
that meant the same Code of Conduct that the Council Members
signed, or if there is a separate one for boards and commissions.
Ms. Corley said she thought it would be the same one Council
signed.
The Committee discussed the Code of Conduct.
Mr. Pagliarini said these are a series of questions drawn from a
number of groups such as Planning and Legal, so Committee is
correct that some of the questions may be duplicated or there may
be similar areas covered in the various questions. Specific to the
issue just discussed, that would contemplate a Code of Conduct
that would be passed by Council, and at this point there is nothing
specific. That would be up to this Committee to determine if that is
premature, should Council decide to enact something in the future.
Ms. Whitley asked about the advertising for openings and when an
application is submitted how long does it stay active.
Ms. Corley said she thought it drops off immediately and Ms.
Whitley said with asking for the order of preference would mean
that they would not become inactive.
Ms. Barrett stated the applications remain active for two years. Ms.
Corley asked if it states somewhere that they are active for two
years.
Ms. Barrett said when applicants receive a letter stating someone
else was chosen for the position, she lets them know their
application will be held on file for up to two years.
Ms. Whitley asked about advertising for openings. Ms. Barrett
responded that they go on the website and advertise in the Moultrie
News. Ms. Whitley asked about social media. Ms. Barrett
responded that the only social media advertising that is done is for
the Historic District Preservation Commission on Old Village
NextDoor as most of the members of that commission must reside
in the Old Village.
Ms. Whitley asked for the vacancies to be advertised on social
media as well, and then Council Members could also share to their
networks if there is a public posting of vacancies.
Ms. Whitley said the Culture, Arts and Pride Commission is not
listed on the draft application and Ms. Barrett responded that most
of the questions were geared more toward the Planning and
Engineering and Design Services applications. She said it could be
tailored a bit differently for Culture, Arts and Pride Commission and
possibly Historical Commission.
Ms. Corley said she agrees with Ms. Whitley about social media
and would like to see them advertised on social media.
Ms. Corley said if the Committee is good with those changes, they
could move on to the next item on the agenda.
5. Review and discussion regarding the Town Administrators
evaluation
Ms. Corley said she e-mailed the Committee members copies of
the performance evaluation for the Town Administrator. She said
there are two forms. One for Council to use and the summary form
which is where the data will be gathered and results written and a
signature page. Ms. Corley said she has been communicating with
Ms. DeLuca and Mr. DeMoura and they have come up with a good
draft to share with the Committee.
Ms. Corley said Mr. DeMoura summarized how he completed the
goals over the year. Mr. DeMoura said it is a multi-faceted position
for anyone. Mr. DeMoura said he felt he and his team were
successful last year, but the position requires more than just that.
For example, if the person does the job technically, but cannot get
along with anyone in the community, then in this particular position,
that is a problem.
Ms. Corley agreed this position is so much more than just goals.
Mr. Rambo said it is very intertwined, and all of the goals are
intertwined with ratings that are already happening. He stated there
is a whole rating section on fiscal management, and so he does not
necessarily see the value of doing it again on the finance goal.
Ms. Whitley asked then if the goals section should be treated as an
eleventh question so it is weighted one eleventh of the overall score
or should the goals be entirely separate and not impact the overall
performance rating.
Ms. Corley said she may call Mr. DeMoura and discuss a little
further. She says she wants to have a chance to celebrate him in a
public forum and she does not want to miss any aspect of what he
does.
Ms. Corley said the Committee had the forms, and as soon as she
receives the summary from Mr. DeMoura, she will send out the
package with the hopes of completing it by Tuesday so it can be
discussed in Executive Session at the Council meeting and the
findings made public.

There being no further business, the meeting was adjourned at
11:49 a.m.
