Absent: Don Campbell.

Mr. Wren called the meeting to order at 5:00 pm.
1. Approval of the Agenda
Mr. Millet moved for approval. Mr. McNeill seconded the motion. All in favor.
2. Approval of Minutes from August 21 Meeting
Ms. Smith moved for approval. Mr. McNeill seconded the motion. All in favor.
3. Update on Planning Commission Recommendations
Ms. Canon reviewed Town Council decisions with the Commission.

There being no comments, Mr. Wren continued with the agenda.

6. Requests
A. R-21-19, To rezone one parcel from OP, Office Professional District, to AB-
2, Areawide Business-2 District. The property has been operating as an auto
service garage since 1978, which is not a permitted use in the OP District,
located at 1190 Shadow Drive Parcel ID (TMS No.): 535-16-00-254
Ms. Dolan reviewed staff comments with the Commission (attachment 1).
There being no comments, Mr. Wren closed the public hearing.
Mr. Millet moved for approval of the request. Mr. McNeill seconded the
motion. All in favor.
B. R-22-19, Request to amend the Oakland Plantation PD, Planned
Development District Ordinance (Ordinance No. 04014, as amended)
pertaining to the treatment of signs on five certain development parcels
identified on the Sign Exhibit by proposing an additional 150 square foot
monument sign on Highway 17, and classifying two existing legal
nonconforming signs to be conforming, located between North Highway 17
and South Morgans Point Road / Lowes Home Improvement Center
Ms. Canon reviewed staff comments with the Commission (attachment 1).
Mr. Neal entered at this time (5:22 pm).
Mr. John Lewis, representative for Taco Bell, stated that the signage is necessary
to provide visibility on US17. He asked that the request be approved.
There being no further comments, Mr. Wren closed the public hearing.
Ms. Smith moved for approval. Mr. Neal seconded the motion. All in favor.
C. R-23-19, Request to amend the Central Mount Pleasant PD-MU-SU,
Planned Development-Mixed Use Suburban-Urban District Ordinance
(Ordinance No. 07030, as amended), by rezoning an approximately 1.99
acre parcel from R-1, Low Density Residential District, and incorporating it
into the PD as part of the School Tract. The intent is for the parcel to be
used for the expansion of the school’s drop off and pick up loop, located at

Ms. Canon reviewed staff comments with the Commission (attachment 1).
Mr. Eddie Twilly, 288 Indigo Circle, stated that he and his neighbors have
questions on if there will be any additional accesses allowed.
Ms. Laura Fox, 1507 Plover, expressed concern with the impact to the
neighborhood and that the rezoning might mean that there will be increased
traffic on Hale Road.
Ms. Angela Barnett, CCSD representative, stated that part of the reason for the
request is to help alleviate drop-off/pick-up traffic.
Mr. Bill Rumer, 1433 Hale Road, expressed concern with aesthetics and if there
would be any additional landscaping to screen the drop-off lanes and parking.
Ms. Denise Bruiser, 1504 Plover, expressed concern with bike and pedestrian
safety. She suggested that the study was done when part of the parking area
was closed. She suggested that there should be sufficient parking and area for
the vehicles. She agreed that there should be additional screening.
Ms. Sue Hickman, 1621 Wren, expressed concern with traffic and child safety.
She suggested that there should be more controls in place to better protect the
children walking to school.
Ms. Beth Fondren, 228 Indigo Bay Circle, suggested that there appears to be
plans and suggested that these plans for the school should be provided at this
meeting.
Mr. Danny Shram, 1516 Wren, stated that his understanding was that part of
the playground would be used as an access road running parallel to Hale Road
and suggested that this should be considered to keep traffic off Hale Road.
There being no further comments, Mr. Wren closed the public hearing.

The Commission discussed what buffers would be required and if there would
be access from Hale Road. They also suggested that the applicant meet with
the community to further review the plans. The Commission discussed whether
a deferral would be appropriate.
Mr. Neal moved for denial. Mr. Wren seconded the motion. Motion passed
on a 6 to 2 motion with Mr. Bennett, Ms. Gregg, Mr. Gates, Mr. Wren, Ms. Smith
and Mr. Neal in favor; Mr. McNeill and Mr. Millet opposed.
D. SP-06-19, Request Sketch Plan approval for Carolina Park Phase F2, 87
single family residential lots, located at Goodwater Street Parcel ID (TMS
No.): 540-00-00-022, -596-15-00-200, -203
Ms. Canon stated that the applicant has requested a deferral.
Mr. Wren moved for deferral. Ms. Smith seconded the motion. All in favor.
E. Proposal to amend Paragraph (3) of section 156.102(A), of Chapter 156,
Zoning Code, of the Mount Pleasant Code of Ordinances pertaining to the
height of certain structures. Proposed changes include making the list of
exclusions suggestive as to like-kind items, rather than definitive and
mutually exclusive.
Ms. Canon reviewed staff comments with the Commission (attachment 1).
There being no comments, Mr. Wren closed the public hearing.
Ms. Smith moved for approval. Mr. Neal seconded the motion. All in favor.

Zoning Code, of the Mount Pleasant Code of Ordinances pertaining to the
encroachment of certain accessory structures in setbacks. Proposed
changes include making the list of exclusions suggestive as to like-kind.

G. Proposal to amend Section 156.201(I)(2)(c), of Chapter 156, Zoning Code,
of the Mount Pleasant Code of Ordinances pertaining to the vision corridor
provision of the Critical Line Buffer. Proposed changes include language
clarifying that the vision corridor provision only applies to residential
property; clearing cannot occur for the benefit of an adjoining property
owner; and that the 33 percent clearing requirement cannot be
incremental and must remain unified.
Ms. Canon reviewed staff comments with the Commission (attachments 1).
Mr. Cap Prescott, 213 South Plaza Court, stated that as chairman of the
Architectural Review Board (ARB) they contacted Town staff regarding the
ability to have multiple view corridors and asked that this be considered. He
asked that the amendment be rejected.
Ms. LeAnn Adkins, 34 Hopetown Road, suggested that given the seriousness of
this amendment and the error noted by staff during review of staff comments,
that the accurate text should be presented and have a proper public hearing.
There being no further comments, Mr. Wren closed the public hearing.
Ms. Smith moved for denial of the amendment as proposed and that in an
abundance of caution, due to the text error, that is should be correctly
advertised. Mr. Gates seconded he motion. All in favor.
H. Proposal to amend the Building Permit Allocation Ordinance (Ordinance
No. 18097), to increase the number of Accessory Dwelling Unit (ADU)
permits from 10 to 25 permits annually, with these additional 15 permits
coming out of a reduction to the single family residential dwelling
allocation.
Ms. Canon reviewed staff comments with the Commission (attachment 1).
There being no comments, Mr. Wren closed the public hearing.

passed on a 7 to 1 vote with Mr. Bennett, Ms. Gregg, Mr. Gates, Mr. McNeill,
Ms. Smith, Mr. Millet, and Mr. Neal in favor; Mr. Wren opposed.
I. Approval of street names for Central Mount Pleasant Midtown Townhouse
Development.
J. Approval of street name for Atlantic Beach House Multi-Family
Development.
Ms. Smith moved for approval of items I and J. Mr. Gates seconded the
motion. All in favor.
