Present: Joseph Wren, Chair, Michael McCormick, Brett Bennett, Kathy Smith,
Joseph Wren, Don Campbell, Gary Davis, George Gates, Pam Ireland,
Bruce Koedding.

Mr. Wren called the meeting to order at 5:00 pm.
1. Approval of the Agenda
Mr. Gates moved for approval of the agenda with the following corrections:
➢ Discussion on Short-term rentals deferred to next month per staff
recommendation
➢ Withdrawal of the request to amend the I’On Planned Development by the
applicant
➢ Deferral of approval of the bylaws to a special meeting.
Ms. Smith seconded the motion. All in favor.
2. Approval of Minutes from December 16th Meeting
Ms. Smith moved for approval of the minutes. Ms. Ireland seconded the motion.
All in favor.
3. Update on Planning Commission Recommendations
Ms. Reed reviewed Town Council decisions with the Commission.
4. General Correspondence
All correspondence was received and linked to the agenda.

5. General Public Comment
Mr. George Freeman, 1450 Bowman Road, thanked the Commission for their
denial of the Watts Mobile Home zoning. He asked that the Commission uphold
their denial of the zoning request.
There being no further comments, Mr. Wren continued with the agenda.
6. Requests
A. Rezoning Case R-01-21 Request to annex and zone R-4, Medium Density
Residential District, an approximately 0.80-acre tract of land located at
1051 Theodore Road, TMS No. 614-00-00-259
Mr. Stone reviewed staff comments with the Commission.
Mr. Nathanial Hutchinson reviewed the request with the Commission.
There being no comments, Mr. Wren closed the public hearing.
Ms. Smith moved for denial of the request. Mr. Gates seconded the motion.
Motion passed on a 8 to 1 vote with Mr. Bennett, Mr. Koedding, Mr. Campbell,
Mr. Gates, Mr. Wren, Ms. Smith, Mr. McCormick, and Ms. Ireland in favor; Mr.
Davis opposed.
B. Rezoning Case R-02-21: Request to rezone from AB, Areawide Business
District, to PI2, Public Institutional-2 District, an approximately 4.87-acre
tract of land located at 1277 Chuck Dawley Boulevard. TMS No. 560-01-00-
002
Ms. Reed reviewed staff comments with the Commission.
Mr. Keith Clark, architect, reviewed the request with the Commission.
Ms. Jennifer Hightower, Dominion Energy, reviewed their notification
process with the Commission.
There being no comments, Mr. Wren closed the public hearing.

Mr. Campbell moved for approval. Mr. Davis seconded the motion. All in
favor.
C. Zoning Case R-03-21: Request to amend the I’On PD, Planned Development
District Ordinance, by increasing the allowable residential unit allocation
by 13 units, to increase the total allowable residential units for I’On from
762 to 775 units with all unutilized units being allocated to the property
located at Jane Jacobs Street, bearing TMS No. 535-06-00-652. Further,
there is a request included to relocate Civic Lot CV-8 and to restrict its use
so that it may be used only by the I’On Assembly and its members for I’On
sponsored activities and that no more than (1) building or other structure
can be constructed on Lot CV-8, which single building or other structure
shall not exceed 1,000 square feet in total floor area. TMS No’s. 535-06- 00-

This item was withdrawn.
D. Rezoning Case R-04-21: Request to annex and zone R-2, Low Density
Residential District, an approximately 11.54-acre tract of land located at
1240 Six Mile Road and known as Watts Mobile Home Park. Parcel is not
proposed to be included in the SB-OD, Sweetgrass Basket Overlay District.
The applicant proposes redevelopment of the site with approximately 32
single family detached residences subject to the Town’s R-2 standards
(which allows for 8,000 sf lots). TMS No. 558-00-00-130
Ms. Reed reviewed staff comments with the Commission.
Mr. Chris Donato reviewed the request with the Commission.
Mr. George Freeman, 1450 Bowman Road, stated that the existing
development has been in place for over 40 years. He suggested that changing
the zoning would change the character of the development and the
neighborhood. He expressed concern that there was no interconnectivity to the
adjacent lots. He asked that the community character be maintained.
Mr. Donato clarified that the proposed development would remain at 3 units
per acre and would have interconnectivity.

There being no further comments, Mr. Wren closed the public hearing.
Ms. Smith moved for denial. Mr. Gates seconded the motion. Motion passed
on a 6 to 3 vote with Mr. Koedding, Mr. Campbell, Mr. Davis, Mr. Gates, Mr.
Wren, and Ms. Smith in favor; Mr. Bennett, Mr. McCormick, and Mr. Ireland
opposed.
E. Proposal to amend Sections 156.340 - 156.345 of Chapter 156, Zoning Code,
of the Mount Pleasant Code of Ordinances, pertaining to Short Term
Rentals. Proposed is to amend the entire ordinance to address several
concerns, including but not limited to such things as lowering the maximum
number of allowed short term rentals, annual renewal requirements and
submittal processes, and violations and penalties for noncompliance.
This item was deferred to the February meeting.
F. Request To approve street name for existing easement off Bank Street, to
be named Linnea Lane.
Ms. Smith moved for approval. Mr. Wren seconded the motion. All in favor.
7. Other Business
A. Adoption of 2021 By-Laws
This item was deferred to a special meeting.
B. Election of Chair and Vice Chair
The Commission voted Mr. Wren as Chair and Ms. Smith as vice-chair.
C. 2021 Meeting Schedule
This was provided to the Commission as information.
