Present: Kathy Smith, Chair, Garrett Lacy, Brett Bennett, Michael McCormick,
Pam Ireland, Gary Davis, Bill Smyth, Bruce Koedding.
Staff: Peter Stone, Kevin Mitchell, David Pagliarini, Marissa Noble,
Julie Wright, John Farrell, Lynnette Lynes
Ms. Smith called the meeting to order at 5:00 pm.
1. Approval of the Agenda
Ms. Ireland moved for approval of the agenda. Mr. Bennett seconded the
motion. All in favor.
2. Approval of Minutes from March 22nd Meeting and April 5th Special
Meeting Minutes
Ms. Smith moved for approval of the minutes. Ms. Ireland seconded the
motion. All in favor.
3. Update on Planning Commission Recommendations
Mr. Stone reviewed Town Council decisions with the Commission.
4. Correspondence
All correspondence was linked to the agenda.
5. General Public Comment
Mr. Thomas Martin, 962 Houston Northcutt Blvd, stated that he is available for
questions.
There being no further comments, Ms. Smith closed public comment.

6. Requests
A. SP-06-23 Review of Sketch Plan for 31 & 33 Vincent Drive. Request to
modify two lots, totaling approximately 1.31 -acres. Proposal to
abandon the lot line between the two parcels. This will concurrently
require review for a Land Development Waiver for width to depth.
Properties are currently zoned R-1, Low Density Residential District.
Further identified by TMS Nos. 535-13-00-024 and 535-13-00-143
Mr. Farrell reviewed staff comments with the Commission. He stated that
the applicant was not in attendance.
Ms. Ireland moved for approval. Mr. Lacy seconded the motion. All in
favor.
B. SP-07-23 Review of Sketch Plan for 747 Winthrop St. Request to
subdivide an approximately 0.38 -acre parcel, from one lot into two.
Property is currently zoned R-2, Low Density Residential District. Further
identified by TMS No. 532-06-00-251
Ms. Wright reviewed staff comments with the Commission.
Ms. Smith moved for approval including all staff comments and providing
a drainage plan. Mr. Koedding seconded the motion. Motion passed on a 6 to
2 vote with Mr. Smyth, Mr. Bennett, Mr. Koedding, Mr. Lacy, Ms. Smith, and
Mr. McCormick in favor; Mr. Davis and Ms. Ireland opposed.
C. SP-08-23 Review of Sketch Plan for Willow Pond Subdivision. Request
to subdivide an approximately 11.55 -acre parcel, creating 13 Single-
Family Residential lots. Property is currently zoned CC, Community
Conservation District. Further identified by TMS No. 578-00-00-057, 060,
061, 318, 319.
Ms. Noble reviewed staff comments with the Commission.
Mr. Thomas Martin, Earthsource Engineering, reviewed the request with
the Commission.

Ms. Smith moved for approval will all staff comments to be satisfied as well
as saving tree #101. Mr. Bennett seconded the motion. Motion passed on a 6
to 2 vote with Mr. Smyth, Mr. Bennett, Mr. Koedding, Ms. Smith, Mr.
McCormick and Ms. Ireland in favor; Mr. Davis and Mr. Lacy opposed.
There being no further business, the meeting adjourned at 5:36 pm.
