TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING & DEVELOPMENT COMMITTEE OCTOBER 2, 2017 MINUTES Municipal Complex, Committee Meeting Room Present: Bob Brimmer, Chair, Mark Smith, Joe Bustos, Elton Carrier. Staff: Eric DeMoura, Christiane Farrell, Michele Canon, Liz Boyles, Austin Rutherford Mr. Brimmer called the meeting to order at 1:12 pm. Mr. Brimmer noted the recent shooting in Las Vegas and loss of life associated with that tragedy. 1. Approval of Minutes from the September 5, 2017 meeting Mr. Smith moved for approval of the minutes. Mr. Carrier seconded the motion. All in favor. 2. Public Comments Ms. GM Whitley, 809 Post Oak Drive, expressed concern with item 3A. She stated that there was mention at the Planning Commission meeting that there would be a possible hotel use for the property, but it was stated at the previous Town Council meeting that there would not be a hotel use. She asked that this information be taken into consideration when considering disposition of the request. 3. Review of Planning Commission recommendations from the September 20, 2017 meeting a. Request to rezone from NC, Neighborhood Commercial District, to AB, Areawide Business District, an approximately 0.39 acre tract of land located at 1375 Old Georgetown Road, identified by TMS No. 559-13-00-027, and known as a portion of Lot 8, as depicted on a plat recorded by the Charleston County RMC Office in Plat Book G, Page 049. Property to remain in the UC-OD, Urban Corridor Overlay District. Ms. Canon reviewed the request with the Committee (attachment 1). Planning Committee October 2, 2017 Page 2 of 3 Mr. Smith moved to recommend to Town Council approval of the request. Mr. Carrier seconded the motion. Mr. Bustos asked what was the maximum height allowed. Ms. Canon answered that the maximum height allowed would be 80 feet. Mr. Carrier asked if the adjacent property behind the requested parcel was recently aggregated. Ms. Canon answered that she was not sure and reviewed the zoning for the surrounding properties. Mr. Carrier asked if there are plans for future aggregation of property. Ms. Canon answered that she is not sure but presumes the purpose of changing the underlying zoning is to make it consistent to adjacent properties for lot line adjustment for future redevelopment. Mr. Brimmer asked if a hotel use would be allowed. Ms. Canon answered that the property is located in the UC-OD and therefore, a hotel use is allowed under the current zoning. Mr. Kevin Berry, Earthsource Engineering, stated that he was available to answer any questions. Mr. Brimmer called for a vote on the motion. Motion carried on a 3 to 1 vote with Mr. Brimmer, Mr. Carrier, and Mr. Smith in favor; Mr. Bustos opposed. 4. Request to annex an approximately 1.15 acre tract of land located at 485 Commonwealth Road, identified by TMS No. 596-12-00-011, and depicted on a plat recorded by the Charleston County RMC Office in Plat Book BO, Page 117. Ms. Canon reviewed the request with the Committee (attachment 1). Mr. Carrier moved to recommend to Town Council approval of the annexation. Mr. Smith seconded the motion. All in favor. 5. Staff update on Royal Palms annexation Planning Committee October 2, 2017 Page 3 of 3 Mr. Rutherford provided an update for the Committee (attachment 1). He stated that the public hearing and notification to the property owners would be done by October 12th. 6. Staff update on the Comprehensive Plan process Ms. Boyles updated the Committee on the Comprehensive Plan process and what was discussed at the first meeting (attachment 1). She stated that the next meeting would be an open house on Tuesday, Oct 17th at 5 pm. Mr. Brimmer stated that he had an opportunity to attend the first Comprehensive Plan Forum meeting and it was a well-planned meeting and well attended. He noted that those not selected as a forum member or any citizen interested, could attend these public meetings and have an opportunity to comment on issues of concern. COMPREHENSIVE PLAN FUTURE LAND USE MAP ZONING MAP 6. STAFF UPDATE ON ROYAL PALMS ANNEXATION PROCESS 6. STAFF UPDATE ON ROYAL PALMS ANNEXATION PROCESS • The 75% Method Annexation Petition has been signed by 79% of the freeholders holding 80% of the assessed value. • Recommended zoning is Residential Town Home and that the property is not included in the Sweetgrass Basket Overlay District. • Notice for the Public Hearing of the annexation will be posted in the newspaper and mailings received by October 12th. • Planning Commission Zoning Public Hearing– Oct. 18th • Planning Committee – Nov. 6th • 1st Reading and Annexation Public Hearing – Nov. 14th • Final Reading – Dec. 12th 7. STAFF UPDATE ON THE 2018 COMPREHENSIVE PLAN PROCESS • Plan Forum held its first meeting on September 19 – • Listening & Learning Workshop • Consultants explained the overall process to the Forum. Over the next year: • Start by looking at Forces and Trends leading to identifying Priority Issues • Second step will be identifying Community Values and Vision • Once those are established, focus will be on preparing the Plan itself • Reviewed Trends and Forces – basic background information • Discussed current Comprehensive Plan and Town’s implementation efforts – CIP, Future Land Use Plan, Zoning Ordinances • Plan Forum members broke out into small groups for work sessions and discussion regarding the Town’s Strengths, Opportunities and Transportation Hotspots •Next Step will be Open House held on Tuesday, October 17 at 6:00 pm • PLANNING & DEVELOPMENT 02 October 2017 COMMITTEE OF COUNCIL
