Present:Joe Bustos, Chair, Bob Brimmer, Tom O'Rourke,
Guang Ming Whitley (entered at 9:10 am).

Mr. Bustos called the meeting to order at 8:15 am.
1.Approval of Minutes from the May 6, 2019 meeting
Mr. ORourke moved for approval of the minutes. Mr. Brimmer seconded the
motion. All in favor.
2.Public Comments
Ms. Pat Sullivan, 1002 Plantation Court, spoke regarding item 5E and asked
that this request be denied. She suggested that it should remain as currently
zoned and recommended in Comprehensive Plan.
Ms. LuAnn Rosenzweig, 365 Sugar Cane Way, expressed concern about traffic
and pedestrian safety. She also stated that there is a need in the Town for
affordable housing and suggested that there should be more walkable, mixed-
use hubs. She suggested that the Comprehensive Plan should be supported
and approved.
Ms. Jessica Wolsten, 126 IOnsborough, spoke regarding pedestrian access and
suggested that the Town should be more walkable. She expressed concern
with personal safety and the importance of community. She asked that the
Committee consider having a more walkable community.
Mr. Pat Gillespie, 2182 Annie Laura Lane, spoke regarding item 5E. He
suggested that the applicant is looking to remain in Mount Pleasant while
providing a home for themselves and their daughter. He stated that he and his
neighbors support the request and he asked that it be approved. He has a
signed petition of the surrounding neighbors.
Ms. Julie Hussey, 329 North Shelmore, suggested that there is a need for
affordable housing there is near work areas. She suggested that the Town
should be a mixed-use community that is more walkable. She expressed
concern with tax revenue and suggested that there should be more hubs and
mixed-use buildings. She suggested that there should be more hubs and the
hubs should be planned to better support the community. She suggested that
having hubs is a good planning technique to provide the necessary mixed-use
and planning for the Towns future investment.
Mr. Rodley Millet, 1296 Wisteria Wall Drive, suggested that a different
approach should be taken in planning for the future of the Town. He suggested
that the Comprehensive Plan and the creation of hubs as noted within the
Comprehensive Plan are an important aspect and a good solution to providing
more affordable housing through mixed-uses and providing better financial
diversity for the Town. He asked that careful consideration should be taken
when discussing these hubs and how the Town should be developed in the
future.
Ms. Wendy Bauerschmidt, 1320 Woodlake Court, spoke regarding hubs and
suggested that they are important in supporting the character of the Town and
meeting the needs of the community while reducing traffic and improving
stormwater management and open space. She suggested that the hubs would
also provide for more affordable housing for seniors, young families, and the
workforce needed to sustain the businesses within the Town. She stated that
the Comprehensive Plan calls for the development of special area plans for the
different hubs. She asked that the positive elements of the hubs are in
alignment with the goals of the Town in providing open space, affordable
housing, and reducing traffic.
3.Employee years of service recognition
Mr. Ulma recognized Jeff Ball and Kevin Mitchell for 20 years of service.
4.Annexations
a.Case A-9-19, 518 Coaxum Road, Request to annex a tract of land located
at 518 Coaxum Road, identified by TMS No. 556-00-00-114 and depicted
in Plat Book DA, page 261, recorded by the Charleston County ROD
Office
Mr. Ulma reviewed the request with the Committee.
Mr. Brimmer moved to recommend to Town Council approval of the
annexation. Mr. ORourke seconded the motion. All in favor.
5.Review of Planning Commission recommendations from the May 22, 2019
meeting
a. Proposal to amend Chapter 156 of the Mount Pleasant Code of
Ordinances by removing Telecommunications Towers as a Special
Exception in PI-2, Public Institutional-2 Zoning District, as provided in
Section 156.118, and allowing them as a Conditional Use, subject to the
Conditional Use Provisions in Section 156.117. Also proposed is to
amend Section 156.118 to clarify the language pertaining to
Telecommunications Towers for public or quasi-public service providers.
Mr. Ulma reviewed the request with the Committee. He stated that the
Planning Commission recommended denial.
Mr. ORourke moved to recommend to Town Council approval of the
request. Mr. Brimmer seconded the motion. All in favor.
b.R-12-19, Request to amend the Dunes West PD, Planned Development
District Ordinance, adopted in 1990, to reduce the number of
residential units in Park West by 2,030, from 5,281 to 3,251 units.
Mr. Ulma reviewed the request with the Committee. He stated that the
Planning Commission recommended approval.
Mr. Brimmer moved to recommend to Town Council approval of the
request. Mr. ORourke seconded the motion. All in favor.
c.R-13-19, Request to rezone one parcel from R-1, Single Family Residential
District, to CC, Community Conservation District, located at 1570 Mathis
Ferry Road and known as Grace Bible Church. TMS No. 559-00-00-080
Mr. Ulma reviewed the request with the Committee. He stated that the
Planning Commission recommended approval.
Mr. ORourke moved to recommend to Town Council approval of the
request. Motion failed due to the lack of a second.
Mr. ORourke moved to defer this issue to next month in order to hear from
the applicant. Mr. Brimmer seconded the motion. All in favor.
d. R-14-19, Request to rezone one parcel from NC, Neighborhood
Commercial District, to R-1, Single Family Residential District. Current
CB-OD, Coleman Boulevard Overlay District zoning to remain in place,
located at 1208 Schirmer Avenue. TMS No. 532-07-00-143
Mr. Ulma stated that this item was withdrawn by the applicant.
e.R-15-19, Request to rezone one parcel from CC, Community Conservation
District, to R-3, Medium Density Residential District located at 2183
Annie Laura Lane. TMS No. 558-00-00-326
Mr. Ulma reviewed the request with the Committee. He stated that the
Planning Commission had no recommendation as the motion for approval
failed.
Mr. ORourke moved to recommend to Town Council approval of the
request. Motion failed due to the lack of a second.
Mr. Brimmer moved to recommend to Town Council denial of the request.
Mr. Bustos seconded the motion. Motion passed on a 2 to 1 vote with Mr.
Brimmer and Mr. Bustos in favor; Mr. ORourke opposed.
6.Continued discussion of hotels, self-storage facilities, and zoning regulations
Mr. Ulma reviewed the request with the Committee.
The Committee agreed that this issue should be reviewed in conjunction with
the update to the Comprehensive Plan.
7.Discussion of tree trimming near power lines
Mr. Ulma reviewed this issue with the Committee.
Ms. Whitley entered at this time (9:10 am).
Ms. Jennifer Hightower, Dominion Energy, reviewed their tree trimming
standards with the Committee. Mr. Bill Turner reviewed a PowerPoint
presentation showing the ANSI standards for tree trimming near utility lines
(attachment 1). Mr. Mark Branham reviewed employee qualifications and
certifications with the Committee.
The Committee thanked Dominion Energy for attending the meeting to review
their tree trimming process.
8.Review of Draft Comprehensive Plan
The Committee agreed to schedule a special meeting to discuss this issue.
There being no further business, the meeting adjourned at 9:21 am.
