Mr. Bustos called the meeting to order at 12:30 pm.
1. Approval of Minutes from the June 3, 2019 meeting
Mr. O’Rourke moved for approval of the minutes. Ms. Whitley seconded the
motion. All in favor.
2. Public Comments
Mr. Chuck Munn, Columbia, SC, spoke regarding item 5B. He stated that are
asking for approval to not install the mulch trail. He stated that the Planning
Commission questioned what percentage of the neighborhood was in favor of the
request and the HOA conducted a survey to that effect.
Ms. Jenny Moyer, Tidal Walk HOA president stated that 92 of the 119 homeowners
responded to the survey regarding installation of the trail. She stated that 88.4%
of the homeowners were in favor of not installing the mulch trail. She stated that
they are requesting that the trail not be installed.
Mr. Chris McDonald, pastor of Grace Bible Church, stated that they are requesting
rezoning to allow a parsonage on the property. He stated that they would prefer
to have a manufactured home but are still considering stick built.
Mr. Richard Rose, Cottingham Drive, spoke regarding the short-term rentals. He
asked if there would be restrictions on how many short-term rentals are allowed
within a street block and if the short-term rentals would be considered a
commercial use. He expressed concern with short-term rentals affecting safety of
the neighborhood and that the short-term rentals would affect property values.

Ms. Laurie Bixler, 144 3rd Ave, spoke regarding short-term rentals and is supportive
of the majority of the elements of the proposed ordinance. She asked that the
permit fees be revised, the maximum percentage allowed increased, only one
additional parking space be required, and allow submittal of insurance compliance
documentation as opposed to having an inspection process.
Mr. Eric Vincent, 242 6th Ave, spoke regarding short-term rentals and agreed with
Ms. Bixler’s comments. He stated that they rely on the revenue from the short-
term rental to supplement their income.
Ms. Michele Whitbeck, 712 Hibbens Grant Blvd, spoke regarding short-term rentals
and expressed concern with the fee structure and suggested that it should be
revised. She also expressed concern with the cost of the software and suggested
that it should be reviewed. She agreed with Ms. Bixler’s comments.
Ms. Pauly Shilpond 620 Bonneau Lane, spoke regarding short-term rentals and
agreed with Ms. Bixler’s comments. She stated that those utilizing short-term
rentals bring in tourist dollars and additional revenue for the Town. She stated that
she is opposed to an inspection process.
Mr. John Burn, 1411 Brecken Road, spoke regarding tree trimming and use of non-
standard service funds. He suggested that more power lines should be placed
underground.
Ms. Janet Newham, 510 Pitt St, spoke regarding tree trimming and agreed with Mr.
Burn that more power lines should be placed underground.
Mr. Fred Fabian, 202 Molasses Lane, agreed with Mr. Burn that more power lines
should be placed underground. He suggested that this should be discussed during
the renegotiation of the franchise fees. He suggested that there should be a more
pro-active approach to undergrounding of power lines throughout the Town.
Mr. Dan Waetjen, 415 King St, agreed with Mr. Burn on undergrounding the power
lines to preserve trees and not having to drastically trim them away from power
lines.
Ms. Maddy Donaldson, 1649 Lauda Drive, spoke regarding short-term rentals. She
expressed concern with excluding multi-family properties. She suggested that

there is already self-regulation of short-term rentals. She stated that they have a
short-term rental near their home and helps to supplement their income.
3. Discussion of tree trimming near power lines
Mr. Bustos stated that he asked for this discussion. He stated that there have
been areas within the Town that appear to not have been trimmed to appropriate
standards. He suggested that a solution should be determined going forward so
that there are no further issues.
Mr. DeMoura noted that staff would be meeting with Dominion Energy following
this meeting to further discuss the issue and determine a resolution.
4. Old Business
a. R-13-19, Request to rezone one parcel from R-1, Single Family Residential
District, to CC, Community Conservation District, located at 1570 Mathis
Ferry Road and known as Grace Bible Church. TMS No. 559-00-00-080
Ms. Canon reviewed the request with the Committee.
Mr. Brimmer moved to recommend to Town Council approval of the request.
Mr. O’Rourke seconded the motion. All in favor.
5. Review of Planning Commission recommendations from the June 12, 2019
Special Meeting and the June 19, 2019 meeting
a. Proposal to amend chapter 156 of the Mount Pleasant Code of Ordinances
by adding a new section entitled Short Term Rentals. The purpose of this
new section is to define and regulate the use of residential units as short
term rentals in order to protect the integrity and character of the Town’s
existing neighborhoods, as well as the health and safety of occupants of
short term rental units.
Ms. Canon reviewed the request with the Committee. She stated that the
Planning Commission recommended denial and reviewed the concerns of the
Planning Commission with the Committee.
The Committee discussed the proposed ordinance and what modifications
should be considered.

Ms. Whitley moved to recommend to Town Council approval of the request.
Mr. O’Rourke seconded the motion.
After discussion, Ms. Whitley withdrew her motion. Mr. O’Rourke withdrew
his second.
Ms. Whitley moved to recommend to Town Council approval of the request
with the following changes:
➢ consideration of a decreased permit fee
➢ elimination of requirement for additional parking
➢ restriction of short-term rentals for apartments
➢ allow short-term rentals for townhomes
Mr. O’Rourke seconded the motion. All in favor.
b. R-16-19, Request to amend the Belle Hall PD, Planned Development District
Ordinance, and Conceptual Plan, pertaining to the Seacoast Parcel
(Ordinance No. 13034 adopted in 2013 and subsequently amended), to
remove the requirement for a 5-foot pervious mulch trail located within
the wooded buffer along I-526, located at Tidal Walk/Seacoast Parkway.
Ms. Canon reviewed the request with the Committee. She stated that the
Planning Commission recommended denial.
Mr. O’Rourke moved to recommend to Town Council approval of the request.
Mr. Bustos seconded the motion. All in favor.
c. Proposal to amend Chapter 156 of the Mount Pleasant Code of Ordinances
by changing the Coleman Boulevard Overlay District Development
Guidelines Table, as provided in Section 156.318(P)(4), as it relates to the
maximum heights in subarea B2 of the district, along with any associated
provisions in Section 156.318(P) which might affect the measurement of
and allowance of building heights and stories within the overall overlay
district.
Mr. Ulma reviewed the request with the Committee. He stated that the
Planning Commission recommended approval.

Ms. Whitley moved to recommend to Town Council approval of the request
with the maximum height along or parallel to Coleman Blvd or a façade on those
portions of Broadway Street that are perpendicular to Coleman Blvd to be 45
feet. Mr. O’Rourke seconded the motion. All in favor.
d. Proposal to amend Chapter 156 of the Mount Pleasant Code of Ordinances
by amending the requirement of a minimum of 160 caliper inches per acre
be retained on site, as provided in Section 156.225(E)(5). Proposed is to
reduce this minimum requirement for certain land uses, such as civic and
park uses. Also proposed is to amend the language in Section 156.225 to
clarify that the minimum caliper inches required is a development standard
that must be provided on site and/or covered by a payment into the tree
bank.
Mr. Ulma reviewed the request with the Committee. He stated that the
Planning Commission recommended approval.
Ms. Whitley moved to recommend to Town Council to maintain the
requirement of 160 caliper inches per acre retained on site, with up to 20% of
the 160 inch requirement allowed to be paid into the Tree Bank in lieu of
plantings. Mr. Brimmer seconded the motion. All in favor.
6. Proposed Ordinance 51.013 Change – Public Right of Way Planting and
Replacement
Mr. Ulma reviewed the request with the Committee.
Ms. Whitley moved to recommend to Town Council approval of the request. Mr.
O’Rourke seconded the motion. All in favor.
There being no further business, the meeting adjourned at 2:20 pm.
