Ms. Whitley called the meeting to order at 10:38 am
1. Approval of Minutes from the November 4, 2019 meeting
Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the
motion. All in favor.
2. Public Comments
Mr. Trenholm Walker, attorney for the Miller family expressed concern with the
issue of changing building heights. He asked that the building height for the Miller
property on Mathis Ferry Road not be changed in order to allow the site to be
redeveloped.
Ms. Claudia Miller DeBrux, representative for the Miller family, distributed photos
of the groundbreaking for Miller Cadillac in March 1978. She expressed concern
with the issue of changing building heights. She stated that there has been
difficulty in redeveloping the site and suggested that lowering the building height
for this site would adversely affect redevelopment.
Ms. Pam Ireland, 820 Fiddler’s Point Lane, expressed concern with the issue of
building height and changing of building height for the Miller property. She stated
that adjacent neighborhoods are greatly affected by this site and the potential for
increased traffic. She suggested that allowing the existing 80-foot building height
would be burdensome for the area. She suggested that the current height allowed
should not be relied on because the update for the Comprehensive Plan has not yet
been approved.

Mr. Cody Cuttino, 895 Farm Quarter Road, spoke regarding the possible change in
building height for the Miller property. He suggested that the size of the site would
support the existing 80-foot building height. He stated that the property is currently
in the Gateway district and having the current height would be appropriate.
Ms. Hattie asked if discussion would be allowed from the public on each item. Ms.
Whitley answered in the negative.
Mr. Don Slowick, representative for AT&T, stated that a letter was sent to Mayor
Haynie regarding the Mount Pleasant Waterworks (MPW) request to remove the
water tank and put a cell tower on the site. He stated that the cell tower would be
a concealed monopole. He stated that having this pole would allow access for
FirstNet which provides cell access for first responders.
Ms. Grant expressed concern regarding the Settlement Task Force. She asked that
if implemented, the members of the task force should be comprised of members of
the settlement community.
Mr. Michael German, 1707 Snowden Road, expressed concern regarding the
settlement task force and asked that the members should be from the settlement
communities. He also asked that better communication with the settlement
communities is provided for future meetings. He suggested that there should be an
opportunity for a dialogue with the public and members of the communities.
Mr. Charlie Carmody, representative for the Miller family, stated that lowering the
building height would not be appropriate. He stated that the property is located in
a hub area and that this property should remain as currently allowed.
3. Old Business
a. An Ordinance to amend Chapter 156 of the Mount Pleasant Code of
Ordinances by removing Telecommunications Towers as a Special Exception
in PI-2, Public Institutional-2 District, as provided in Section 156.118, and
allowing them as a Conditional Use, subject to the Conditional Use
provisions in Page 41 of 48 Section 156.117. Also proposed is to amend
Section 156.118 to clarify language pertaining to Telecommunications
Towers for Public and Quasi-Public Service Providers. (Ord. No. 19045)
Mr. Ulma reviewed the issue with the Committee.

The Committee agreed to send this item to Town Council with no
recommendation.
4. Annexations
a. A-20-19: 3709 River Station Court. Request to annex an approximately 0.54
acre tract of land (0.61 acres according to Charleston County Tax Records)
located at 3709 River Station Court, identified by TMS No. 596-08-00-052
and depicted on a plat as Lot 50, Block A recorded by Charleston County ROD
Office in Plat Book EA, Page 87.
Mr. Ulma reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval of the request.
Mr. Chapman seconded the motion. All in favor.
5. Review of Planning Commission recommendations from the November 20,
2019 meeting
a. Rezoning, R-27-19: 1242 White Flat Road. Request to rezone 0.26 acres from
R-1, Low Density Residential District, to NC, Neighborhood Commercial
District. TMS No.: 517-11-00-001
Ms. Canon reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the rezoning.
Ms. Corley seconded the motion. Motion failed on a 1 to 3 vote with Ms. Corley
in favor; Ms. Whitley, Mr. Chapman, and Ms. Hyatt opposed.
6. Discussion of possible reduction of existing 80-foot building height limits to 65
feet in the Boulevard Overlay District and the Waterfront Gateway District;
affected areas are near the base of the Ravenel Bridge (in the vicinity of
Johnnie Dodds Blvd, Wingo Way, Magrath Darby Blvd, Mathis Ferry Rd and
Houston Northcutt Blvd) and near the US17/I-526 interchange (Johnnie Dodds
Blvd, Bowman Road, and Stuart Engals Blvd)
Mr. Ulma reviewed the request with the Committee.

Mr. Chapman moved for deferral of this issue for it to be considered with
implementation of the Comprehensive Plan. Motion failed due to the lack of a
second.
The Committee discussed how to accomplish lowering the building height in areas
near the Ravenel Bridge and I-526 so that there is a better transition of building
heights.
Ms. Whitley suggested that the areas south of Johnnie Dodds Boulevard toward
Chuck Dawley Boulevard should have a maximum building height of 45 feet. Ms.
Corley suggested that having the building heights step back from 45 feet to 55 feet
could be considered. Ms. Hyatt suggested that the area below Bowman Road should
have a maximum building height of 45 feet.
Ms. Whitley suggested that the building height on Johnnie Dodds Boulevard closest
to the Ravenel Bridge should have a maximum building height of 65 feet and then
transition to 55 feet.
Ms. Corley moved to recommend to Town Council approval of the changes to the
building heights as discussed with staff to provide an updated map for Town Council.
Ms. Hyatt seconded the motion. Motion passed on a 3 to 1 vote with Ms. Corley, Ms.
Whitley and Ms. Hyatt in favor; Mr. Chapman opposed.
7. Discussion of potential changes to the zoning code to change the qualifying
criteria for the designation of historic districts to include the character and/or
pattern of land development
Mr. Ulma reviewed the request with the Committee.
Ms. Whitley moved to recommend to Town Council approval to change the
criteria for designation of historic districts to include the character and/or land
pattern. Mr. Chapman seconded the motion. All in favor.
8. Discussion of settlement communities task force
Ms. Whitley stated that she asked for this item to be placed on the agenda. She
suggested that a task force should be established to review the needs of the
settlement communities within the planning area of the Town.

Ms. Whitley moved to recommend to Town Council approval to create a
settlement communities task force. Mr. Chapman seconded the motion. All in favor.
9. Comprehensive Plan discussion
Ms. Boyles reviewed this issue with the Committee.
The Committee discussed how to proceed with review and approval of the
Comprehensive Plan.
The Committee agreed that an overview should be provided in December at a special
meeting if possible or during the January 2020 Planning Committee.
The Committee also agreed that a special Town Council should be scheduled in
January during the Committees of Council meeting schedule to review specific issues
of concern within. Mr. DeMoura suggested that the Comprehensive Plan could also
be discussed during the Town Council retreat in January 2020.
The Committee agreed that the goal should be to have the Comprehensive Plan
approved by April 2020.
10. Presentation from Housing For All – Mount Pleasant
Ms. Wendy Bauerschmidt gave a presentation on the efforts of Housing for All—
Mount Pleasant for the Committee.
Mr. Chapman moved to recommend that the Finance Committee discuss as
possible Town Council action to remove the funding match requirement for Housing
For All—Mount Pleasant. Ms. Corley seconded the motion. All in favor.
There being no further business, the meeting adjourned at 12:19 pm.
