Ms. Whitley called the meeting to order at 10:31 am.
1. Approval of Minutes from the December 3, 2019 meeting
Mr. Chapman moved for approval of the minutes with the following correction:
➢ Page 1, paragraph 3—Ms. Clydie Miller-Devue should be Ms. Claudia Miller
DeBrux.
Ms. Corley seconded the motion. All in favor.
2. Public Comments
Mr. George Freeman, 1450 Bowman Road, expressed concern with item 3A and
3B. He stated that the Sweetgrass Basket Overlay District (SB-OD) was established
to have coordination with Charleston County to help preserve the area. He
suggested that the SB-OD should be maintained.
Mr. Robert Timmerman, 2142 Gulf Drive, spoke regarding item 3A and 3B. He
stated that the older community has not been able to be maintained and has been
blighted for a number of years. He stated that over the past few years, the area
has been redeveloped and improved. He stated that there is now a connection to
Gulf Drive, sidewalks, fire hydrants, etc. He expressed concern with what the SB-
OD is preserving now and that it should be countered with what is being proposed.
He suggested that the request would be an improvement to the area and should
be approved.
Mr. Gary Santos, 1690 Grey Stone Blvd, stated that he voted for
implementation of the SB-OD, but the area has been redeveloped contrary to the
SB-OD. He suggested that the integrity of the SB-OD should be maintained.

Ms. Debra Sanchez, owner, stated that this is property that has been in her
family for generations. She stated that they would like to develop the property in
a similar fashion to what has already been allowed for adjacent properties.
Mr. Jake Rambo, 428 Shannon Drive, expressed concern with item #5 and non-
conforming properties. He suggested that this issue should be carefully discussed
in order to ensure that property developed is secured, property rights maintained,
and improvements made are preserved.
Mr. Joseph Sanchez, owner, spoke regarding the annexation of 2161 Annie
Laura Lane. He stated that they would like to develop the property in similar
fashion to the surrounding area and suggested that they should be allowed to
develop their property as they see fit.
3. Review of Planning Commission recommendations from the December 18,
2019 meeting & Associated Annexation(s)
a. Annexation: A-1-20: 2161 Annie Laura Lane. Request to annex an
approximately 0.34 acre tract of land located at 2161 Annie Laura Lane,
identified by TMS No. 558-00-00-249 and depicted on a plat as Lot 3A
recorded by Charleston County ROD Office in Plat Book BL, Page 73.
Ms. Canon reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the request.
Ms. Corley seconded the motion. Motion passed on a 3 to 1 vote, with Ms.
Corley, Mr. Chapman, and Ms. Hyatt in favor; Ms. Whitley opposed.
b. Rezoning Case: R-28-19, Request to zone one parcel R-3, Medium Density
Residential District. Does not include a request to be included in the SB-OD,
Sweetgrass Basket Overlay District, located at 2161 Annie Laura Lane. TMS
No.: 558-00-00-249
Ms. Canon reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
rezoning request. Ms. Corley seconded the motion. Motion failed on a 1 to 3
vote with Mr. Chapman in favor; Ms. Corley, Ms. Whitley, and Ms. Hyatt
opposed.

c. Rezoning Case: R-29-19, Request to amend the Gregorie Ferry Landing PD-
MU-SR, Planned Development-Mixed Use Suburban-Rural District,
(Ordinance No. 06082, as amended), by reducing the amount of
commercial square footage by 23,000 sf and increasing the allowable
density from 12 units an acre to 12.18 units per acre through the increase
of an additional 42 multi-family units to be utilized in its entirety for
workforce housing, located off Winnowing Way near its intersection with
Gregory Ferry Road. TMS No.: 580-00-00-013
Ms. Canon reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the request.
Ms. Corley seconded the motion. All in favor.
d. Rezoning Case: R-30-19, Request to rezone two parcels from R-1, Low
Density Residential District, to CC, Community Conservation District,
located at 3635 & 3637 Marginal Road. TMS No.: 614-01-00-008, -125
Ms. Canon reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the request.
Ms. Corley seconded the motion. All in favor.
e. Zoning Code Text Amendment: Proposal to amend Section 156.201(I)(2)(c),
of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances
pertaining to the vision corridor provision of the Critical Line Buffer.
Proposed changes include language clarifying that the vision corridor
provision applies to property utilized for both residential and commercial
uses; clearing can potentially occur for the benefit of an adjoining property
owner, given the property owner provides consent; the 33 percent clearing
requirement can potentially be incremental if consistent with defined
guidelines; and how the Critical Line Buffer and Vision Corridor is
measured.
Ms. Canon reviewed the request with the Committee.

Ms. Corley moved to recommend to Town Council approval of the text
amendment. Mr. Chapman seconded the motion. All in favor.
4. Discuss possible rezoning of school properties
Mr. Ulma reviewed the request with the Committee.
The Committee agreed that the School District should be contacted to have
them provide information regarding this issue.
5. Discuss potential revisions to ordinance provisions which deal with
nonconforming properties
Ms. Whitley stated that this was requested by Mr. Rambo. Mr. Ulma reviewed
the request with the Committee.
The Committee agreed to defer this issue while reviewing the update to the
Comprehensive Plan and bring back at a future meeting as necessary.
6. Legacy Patriots Point, LLC: Request for One Year Extension of Vested Rights
Mr. Ulma reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the extension
as requested. Ms. Whitley seconded the motion. All in favor.
7. Settlement Communities Task Force
Ms. Whitley stated that this was requested by Ms. Whitley and Town Council.
The Committee agreed to defer this issue to the next meeting and have staff
bring back some more details or draft recommendations about how to proceed.
There being no further business, the meeting adjourned at 11:47 am.
