Ms. Whitley called the meeting to order at 2:49 pm.
1. Approval of Minutes from the August 4, 2020 meeting
Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the
motion. All in favor.
2. Public Comments
Mr. Jonathan Wocher, spoke regarding items 5A and 5B stated that he was
available for questions.
Ms. Jessica Miller, Waterway Arms, spoke regarding short term rentals. She
expressed concern that approximately 15% of the dwelling units in their
neighborhood are short term rentals and that the short term rentals are destroying
the character of the neighborhood. She expressed concern with child safety. She
stated that their covenants do not allow businesses and suggested that short term
rentals are businesses and suggested that they should not be allowed in the
neighborhood.
Mr. Owen Meislin, 703 Center St, spoke regarding short term rentals in
Waterway Arms. He stated that he is against having short term rentals in the
neighborhood and in general as they deteriorate the character of the
neighborhoods where they are located. He stated that Waterway Arms covenants
do not allow businesses and suggested that this should apply to short term rentals
since a business license is required to operate.
Ms. Leanna Meir, Waterway Arms, spoke regarding short term rentals. She
suggested that short term rentals should not be allowed when covenants restrict
businesses. She suggested that the short term rental units are not monitored. She

expressed concern with trespassing on her property and her property being
destroyed due to short term renters.
Mr. Richard Horn, Oak Park subdivision, spoke regarding item 7A, rezoning on
Longpoint Road. He stated that his understanding is that this item was withdrawn.
He stated that many of the residents are in opposition of the request. He suggested
that this is not an appropriate location for a gas station as proposed.
Mr. John Nelson, 623 Leisure Lane and HOA vice-president of Hidden Cove,
spoke in opposition of the proposed gas station on Longpoint Road. He suggested
that it is not the appropriate location for the gas station. He expressed concern
with traffic in the area and suggested that the proposed use would exacerbate the
traffic in the area.
Mr. George Freeman, 1450 Bowman Rd and representative for CAGE, stated
that they are in opposition of the request for 1240 Six Mile Road and opposed to
the request being deferred for another month. He suggested that this property
and neighborhood currently provides affordable housing for the Town and
suggested that it should remain with the affordable housing.
Mr. John Wright, 145 Rose Lane, spoke regarding the 1240 Six Mile Road
request. He stated that he is opposed to the rezoning request. He suggested that
the SB-OD should be upheld and further amended to include a legal restriction of
any changes to property within the overlay district being allowed.
3. Old Business
a. A-10-20: 1240 Six Mile Road. Request to annex an approximately 11.54-
acre tract of land located at 1240 Six Mile Road, identified by TMS No. 558-
00-00-130 and depicted on a plat as Lot 24 recorded by Charleston County
ROD Office in Plat Book W, Page 115. (associated with rezoning case R-29-
20) deferred from August Planning Committee
b. Rezoning Case: R-29-20, 1240 Six Mile Road. This petition is to apply initial
Town zoning of R-4, Medium Density Residential District, an approximately
11.54-acre tract of land located off Six Mile Road and known as Watts
Mobile Home Park. This petition does not include a request to be included
in the SB-OD, Sweetgrass Basket Overlay District. Current Zoning is S-3,
Special Management-3 District and OD-MP-SBA, Mount Pleasant Overlay

Ms. Reed stated that the applicant has requested another deferral.
Mr. Chapman moved for deferral of the annexation and rezoning
requests. Ms. Corley seconded the motion. All in favor.
4. Review of Annexations & Planning Commission recommendations from the
August 19, 2020 meeting
a. Annexation Case: A-13-20, 509 Long Point Road. Request to annex an
approximately 3.93-acre tract of land located at 509 Long Point Road,
identified by TMS No. 537-00-00-005 and depicted on a plat as Lot 5-C
recorded by Charleston County ROD Office in Plat Book BG, Page 178.
b. Rezoning Case: R-30-20, 509 Longpoint Road, TMS No. 537-00-00-005. This
petition is to zone LI, Light Industrial District, an approximately 3.93-acre
tract of land located on the corner of Long Point Road and Shipping Lane.
Proposed is to redevelop the property with a Speedway fuel and
convenience store facility.
Ms. Reed stated that the applicant would like to defer.
Mr. Jonathan Wocher, representative for the applicant, asked for a deferral
in order for the traffic study to be fully reviewed.
Ms. Corley moved for deferral as requested. Mr. Chapman seconded the
motion. All in favor.
c. Rezoning Case: R-31-20, 904 Old Georgetown Road, TMS No. 532-03-00-
106. This petition is to remove an approximately 0.23-acre tract of land
from the Coleman Boulevard Overlay District (CB-OD) and instead include
it in the Chuck Dawley Boulevard Overlay District (CD-BOD). The underlying
AB, Areawide Business District zoning designation is to remain the same.
The property is improved with a dental office and, if approved, proposed is
to do landscape improvements comparable to the adjacent medical office
use in the County.
Ms. Reed reviewed the request with the Committee.

Mr. Chapman moved to recommend to Town Council approval of the request.
Ms. Corley seconded the motion. All in favor.
d. Rezoning Case: R-32-20, 645 Coleman Boulevard, TMS No. 532-02-00-030.
This petition is to rezone from AB, Areawide Business District, to PI-1,
Public Institutional-1 District, an approximately 14.26-acre tract of land
located on Coleman Boulevard and known as Moultrie Middle School.
Property is to remain in the BOD, Boulevard Overlay District. The proposed
PI-1 would prohibit a communications tower for the purpose of commercial
use of a private company from locating on site.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the request.
Mr. Chapman seconded the motion. All in favor.
e. Proposal to amend Section 156.329 of Chapter 156, Zoning Code, of the
Mount Pleasant Code of Ordinances, pertaining to Temporary Uses.
Proposed is to amend the number of permits and timeframes for such uses,
the zoning districts in which they are allowed, and to include certain
additional uses on a longer term or semi-permanent basis than currently
allowed.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the request
with the permit being valid for 3 months with an automatic renewal. Mr.
Chapman seconded the motion. All in favor.
5. Discussion of Comprehensive Plan related to residential uses in designated
“Redevelopment Centers” and other minor wording changes identified at the
August 11 Council meeting
Mr. Ulma and Ms. Boyles reviewed the proposed changes with the Committee.
Mr. Chapman moved to recommend to Town Council the changes as presented
by staff. Ms. Corley seconded the motion. All in favor.

6. Discussion and possible action on short term rentals and enforcement
measures, to include an update on the short term rental program
Mr. Ulma reviewed this issue with the Committee.
The Committee agreed to discuss this issue at the next meeting with staff bringing
back some potential amendments.
