Present: GM Whitley, Chair, Howard Chapman, Laura Hyatt, Brenda Corley.

Ms. Whitley called the meeting to order at 12:15 pm.
1. Approval of Minutes from the October 5, 2020 meeting
Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the
motion.
Mr. Chapman moved to amend the motion to include the following changes:
➢ Clarification that his opposition to the motion for changes to the
Comprehensive Plan was specific to the revision pertaining to the number of
residential units in the districts.
Ms. Hyatt seconded the motion. All in favor.
Ms. Whitley called for a vote on the amended motion. All in favor.
(Upon review of the October 5, 2020 minutes and recording, it was determined that
the minutes could not be amended to reflect the requested change as there was no
clarification stated at the meeting when the motion was made or when the vote
was taken; however, the clarification is noted as part of the these minutes. )
2. Public Comments
Ms. Sarah Rogers, 3420 Henrietta Hartford, spoke regarding rezoning of the
church property and asked that the request be approved
Ms. Gerry Lepsen, 2061 Arundel Place, spoke regarding the cell tower on LPR
and stated that the tower is greatly needed to improve service in the area. She
stated that the tower would be located in an inconspicuous area.

Mr. Peter Wertimer, 2072 Rose Hill Lane, spoke regarding the request for cell
tower. He suggested that the tower is needed to improve reception in the area.
He asked that the request be approved.
Mr. Matt Everson, 324 Wild Horse Lane, spoke regarding the request for a cell
tower. He stated that the service is consistently poor. He distributed a copy of a
petition with approximately 25 signatures of neighbors in the area. He also
distributed a copy of a letter from Mr. Nick Collins in favor of the request.
Ms. Alicia Mendicino, 2072 Rose Hill Lane, spoke regarding the request for cell
tower at LPR. She stated that the tower is needed in the area to provide better
service. She stated that the design will be aesthetically pleasing and will not be a
detriment to the neighborhood. She stated that she is in favor of the request.
Mr. Jonathan Yates, representative for the applicant, stated that he is available
to answer any questions regarding cell tower.
There being no further comments, Ms. Whitley continued with the agenda.
3. Old Business
a. R-21-20, Needlerush Parkway and Mount Royall Drive. Request to amend
the Long Point PD, Planned Development District Ordinance for a 5.98-
acre parcel designated as Tract 12 of the PD located near the intersection
of Needlerush Parkway and Mount Royall Drive. (deferred from the July
Planning Committee meeting)
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Corley seconded the motion. All in favor.
4. Annexations
a. A-15-20: 1145 Venning Road. Request to annex an approximately 1.1-acre
tract of land located at 1145 Venning Road, identified by TMS No. 559-00-
00-051 and depicted on a plat recorded by Charleston County ROD Office
in Plat Book AV, Page 56.
Ms. Reed reviewed the request with the Committee.

Mr. Chapman moved to recommend to Town Council approval of the request.
Ms. Hyatt seconded the motion. All in favor.
5. Review of Planning Commission recommendations from the October 21, 2020
meeting
a. Rezoning R-35-20: Request to amend the Dunes West Park West PD,
Planned Development District Ordinance (Ordinance R-13-90, as
amended), by removing an approximately 1.38 acre parcel from the TC,
Town Center land use designation and instead designating it for PI, Public
Institutional uses on the official Dunes West Park West Zoning Map.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the request.
Ms. Corley seconded the motion. All in favor.
6. Discussion of enforcement provisions related to Short Term rentals
Mr. Ulma reviewed the request with the Committee.
The Committee discussed the program and what other recommended changes
should be considered.
Mr. Ulma stated that the changes would go to the Planning Commission for a public
hearing in December.
The Committee received this as information.
There being no further business, the meeting adjourned at 12:50 pm.
