TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING & DEVELOPMENT COMMITTEE FEBRUARY 1, 2021 MINUTES Municipal Complex, Council Chambers PowerPoint Presentation Present: GM Whitley, Chair, Howard Chapman, Laura Hyatt. Absent: Brenda Corley. Staff: Eric DeMoura, Michele Reed Ms. Whitley called the meeting to order at 12:42 pm. 1. Approval of Minutes from the January 4, 2021 meeting Mr. Chapman moved for approval. Ms. Hyatt seconded the motion. All in favor. 2. Public Comments Mr. John Wright, 145 Rose Lane, spoke regarding 5a and 5c. He asked that the community’s desires be upheld. Ms. Sandy Watts stated that she is available to any questions. Mr. Nathaniel Hutchinson, owner of 1065 Theodore Road, asked that the annexation and zoning be approved. Mr. George Freeman, 1450 Bowman Rd, suggested that the SB-OD requirements be upheld for the Watts property and that the request be denied as it would not meet the 12,500 sf lot requirement. He also suggested that this would set a precedent within the community for future rezonings and smaller lot sizes that could affect density for the community. Mr. Chris Donato, Engineer for Watts family, stated that this is a unique development. He stated that they would develop the property with 32 lots and almost 30% open space. He stated that impact fees would also be paid. He stated that they would preserve the historic trees on the site. He stated that they would Planning Committee February 1, 2021 Page 2 of 5 not increase the density for the site as it would remain three units to the acre. He asked that the request be approved. Ms. Jennifer Hightower, Dominion Energy, stated that they are here to answer any questions on their request. She asked that the request be approved. There being no further comments, Ms. Whitley continued with the agenda. 3. Old Business a. Rezoning Case R-37-20: Request to rezone from R-3, Medium Density Residential District, to TH, Townhouse District, an approximately 2.90- acre tract of land comprised of eleven (11) parcels and improved with 22 duplexes. Also included is a request to incorporate all parcels into the Coleman Boulevard Overlay District (CB-OD). Enclave at QC LLC. Queens Court (Bayview Acres Subdivision). Ms. Reed stated that the applicant has asked for deferral to the March meeting. Mr. Chapman moved for deferral of this item as requested by the applicant. Ms. Hyatt seconded the motion. All in favor. b. Zoning Code Text Amendment: Proposal to amend Sections 156.140 - 156.142 of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances, pertaining to Nonconforming Lots, Structures and Uses. Proposed is to amend the entire ordinance to differentiate treatment based on damage or destruction due to neglect, natural and/or man- made hazards, and to make special distinctions between utilization of property and the physical characteristics. Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the request. Ms. Hyatt seconded the motion. All in favor. Annexation Case A-02-21: Request to annex, TMS #614-00-00-041, located at 3804 Gardenhill Road Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the annexation. Ms. Hyatt seconded the motion. All in favor. 5. Review of Planning Commission recommendations from the January 20, 2021 meeting a. Annexation Case A-03-21 and Rezoning Case R-01-21: Request to annex and zone R-4, Medium Density Residential District, an approximately 0.80-acre tract of land located at 1051 Theodore Road, TMS #614-00-00-259. Applicant also owns adjacent site at 1065 Theodore Road and wishes to zone the subject parcel in a similar fashion and adjust lot lines. Staff Report Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the annexation and rezoning. Ms. Whitley seconded the motion. Motion passed on a 2 to 1 vote with Ms. Whitley and Mr. Chapman in favor; Ms. Hyatt opposed. b. Rezoning Case R-02-21: Request to rezone from AB, Areawide Business District, to PI-2, Public Institutional-2 District, an approximately 4.87-acre tract of land located at 1277 Chuck Dawley Boulevard, TMS #560-01-00-002. The parcel is also located within the Boulevard Overlay District and there is no request to change this designation. Proposed rezoning will update the designation to more closely resemble the use and activities performed on site. Staff Report Ms. Reed reviewed the request with the Committee. Ms. Hyatt moved to recommend to Town Council approval of the request. Mr. Chapman seconded the motion. All in favor. Planning Committee February 1, 2021 Page 4 of 5 c. Annexation Case A-04-21 and Rezoning Case R-03-21: Request to annex and zone R-2, Low Density Residential District, an approximately 11.54-acre tract of land located at 1240 Six Mile Road, TMS #558-00-00-130, and known as Watts Mobile Home Park. Parcel is not proposed to be included in the SB-OD, Sweetgrass Basket Overlay District. The applicant proposes redevelopment of the site with approximately 32 single family detached residences subject to the Town’s R-2 standards (which allows for 8,000 sf lots). Staff Report Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the annexation. Ms. Hyatt seconded the motion. All in favor. Mr. Chapman moved to recommend to Town Council approval of the rezoning request. Ms. Hyatt seconded the motion. Motion passed on a 2 to 1 vote with Mr. Chapman and Ms. Hyatt in favor; Ms. Whitley opposed. 6. Review and possible action with regard to the listing of Historic Properties and Structures located in the Old Village Historic District (R.21011) Ms. Whitley stated that this was referred back to the Committee from Town Council. Ms. Reed reviewed the request with the Committee. The Committee reviewed the requests from the five property owners to not designate their properties historic. Mr. Chapman moved to recommend to Town Council approval of historic designation for the properties recommended by the Historic District Preservation Commission with the exception of 704 Pitt St. and 826 Pitt St. Ms. Hyatt seconded the motion. All in favor. Planning Committee February 1, 2021 Page 5 of 5 7. Continued discussion on Building Permit Allocation System (Ord. No. 18097) and Multifamily Housing Moratorium (Ord. 19014) 8. Executive Session - legal advice related to Building Permit Allocation System and Multifamily Housing Moratorium Ms. Reed reviewed this item with the Committee. Mr. Chapman moved to enter into executive session for legal advice on the Building Permit Allocation System and Multifamily Housing Moratorium. Ms. Hyatt seconded the motion. All in favor. The Committee convened into executive session at 1:56 pm and reconvened at 2:17 pm. No action taken while in executive session. Mr. Chapman moved to direct the attorneys to revise the multifamily housing moratorium as discussed in executive session. Ms. Hyatt seconded the motion. All in favor.
