Ms. Whitley called the meeting to order at 2:15 pm.
1. Approval of Minutes from the February 1, 2021 meeting
Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the
motion. All in favor.
2. Public Comments
Mr. Ben Traywick, president of Bayview Acres Civic Club, spoke re: R-37-20. He
suggested that there was not sufficient reason for an additional deferral. He stated
that there have been many meetings over the past several years regarding the
proposed development without a satisfactory resolution. He expressed concern
that this request would increase density, traffic congestion, height, and would not
be in character with the neighborhood. He expressed concern that it would
exacerbate the parking deficiency and congestion. He expressed concern with child
safety as well. He asked that this request be denied.
Mr. Brett Woodward, representative for Queens Court, stated that they have
met several times with the neighborhood on this issue. He stated that they were
asked to provide some deed restrictions for the proposed development, which has
been accomplished. He stated that they are asking for another deferral to reach
out again to the neighborhood to receive feedback and try to resolve all issues.
Ms. Laurie Bixler, 144 3rd Ave, spoke regarding short-term rentals. She
suggested that enforcement is a concern and further suggested that the majority
are in favor of enforcement. She distributed a copy of an ordinance from another
municipality for the Committee to review and suggested that it could be used as a
template for Mount Pleasant.

Mr. Drew Burris, representative for Queens Court stated that they have worked
to resolve issues voiced by the neighborhood and accommodate their requests. He
stated that based on conversation with members of Town Council, they were urged
to reach out again to the neighborhood to try to come to a resolution and was the
main reason for the request for a deferral.
Mr. Fred Smalls, 2959 Elijah Smalls Road, spoke regarding annexation of
Covington. He stated that the community is opposed to the request. He suggested
that this could mean that the zoning, density, and lot size would be changed to
something that would be out of character with the Phillips Community. He
expressed concern that these requests would affect traffic, density, and the
character of the neighborhood and asked that all these issues be considered before
approving annexation.
Mr. Richard Habersham, 2938 Bennett Charles Road, spoke regarding
annexation and zoning requests for Covington. He stated that this is within the
Phillips Community and suggested that the request would affect character of the
Phillips Community. He stated that they have requested historic settlement
designation and if these requests are approved it could affect the historic
designation. He suggested that the request is not in character with the
neighborhood, particularly the land pattern.
Mr. George Freeman, 1450 Bowman Rd, expressed concern with the quality of
life within the settlement communities. He suggested that many of the recent
requests within the settlement communities have been in conflict with the
character of the neighborhood and maintaining open space. He asked that the
annexation request be denied.
Ms. Cashion Drolet, Historic Charleston Foundation, stated that she is opposed
to the annexation and rezoning requests for Covington. She stated that the
property is located in a national register historic district eligible area. She
suggested that these requests are out of character with the neighborhood and
inconsistent with the neighborhood patterns for the area. She suggested that these
requests are inconsistent with the settlement pattern and would result in density
and use that are inconsistent with the current land use pattern within the Phillips
Community. She stated that the Comprehensive Plan calls for settlement
community land use in this area.

Ms. Betsy La Force, Coastal Conservation League, stated that she is opposed to
the annexation and rezoning requests for Covington. She stated that the Planning
Commission recommended denial and asked that the Committee uphold this
recommendation as well as the desire of the Phillips Community. She suggested
that the requests are in conflict with the character of the neighborhood and in
conflict with the Comprehensive Plan. She suggested that it would also be in
conflict with the historic designation request. She asked that if the annexation is
approved, the Committee consider zoning the property to be consistent with the
Charleston County zoning designation of S-3, that would match the density and lot
size that is typical with settlement community land uses and the Phillips
Community character.
3. Old Business
a. Rezoning Case R-37-20: Request to rezone from R-3, Medium Density
Residential District, to TH, Townhouse District, an approximately 2.90- acre
tract of land comprised of eleven (11) parcels and improved with 22
duplexes. Also included is a request to incorporate all parcels into the
Coleman Boulevard Overlay District (CB-OD). Enclave at QC LLC. Queens
Court (Bayview Acres Subdivision). Deferred from January meeting
Ms. Reed stated that the applicant has requested deferral.
Mr. Chapman moved for approval of the deferral as requested by the
applicant. Ms. Corley seconded the motion. All in favor.
4. Annexations
a. A-05-21: Old Rosebud Trail/Chandler Road. Request to annex an
approximately 4.92-acre tract of land comprised of two parcels, located at
the end of Old Rosebud Trail adjacent to Chandler Road, identified by TMS
No’s. 615-00-00-025 and –311 and depicted on a plat recorded by
Charleston County ROD Office in Plat Book L20, Page 0455.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
annexation. Ms. Corley seconded the motion. All in favor.

b. A-06-21: 4335 Tobacco Road. Request to annex an approximately 0.93-acre
tract of land located at 4335 Tobacco Road, identified by TMS No. 632-00-
00-102, and depicted on a plat recorded by Charleston County ROD Office
in Plat Book EG, Page 109.
Ms. Reed reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval of the
annexation. Mr. Chapman seconded the motion. All in favor.
c. A-07-21: Covington at Park West. Request to annex an approximately 9.05-
acre tract of land comprised of two parcels, located off Bessemer Road in
Covington at Park West at the terminus of Hopkins Road, identified by TMS
No’s. 583-00-00-007 and –236 and depicted on a plat recorded by
Charleston County ROD Office in Plat Book M47, Page 283.
Ms. Reed stated that there is a request for deferral.
Mr. Chapman moved for approval of the deferral request for items 5c and
6b. Ms. Corley seconded the motion. All in favor.
5. Review of Planning Commission recommendations from the February 17, 2021
meeting
a. Proposal to amend Sections 156.340 - 156.345 of Chapter 156, Zoning Code,
of the Mount Pleasant Code of Ordinances, pertaining to Short Term
Rentals. Proposed is to amend the entire ordinance to address several
concerns, including but not limited to such things as lowering the maximum
number of allowed short term rentals, annual renewal requirements and
submittal processes, and violations and penalties for noncompliance.
Ms. Reed reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval of the
amendments. Mr. Chapman seconded the motion. All in favor.
b. Rezoning Case: R-06-21 Dunes West PD Amendment. Application to amend
the Dunes West PD, Planned Development District ordinance, to
incorporate into the PD an approximately 9.05-acre tract of land comprised

of two parcels located off Bessemer Road in Covington at Park West at the
terminus of Hopkins Road. Proposed is to designate the parcels similar to
Covington Phases 1 and 2, as DW-PD R-3 within the PD, but to utilize the
DW-PD R-1 minimum lot size and lot coverage. Staff Report
This item was deferred.
6. Update on Code of Ordinance changes as related to the 2019 Comprehensive
Plan
Ms. Whitley stated that she asked for this to be placed on the agenda.
Ms. Reed updated that Committee on the code changes.
The Committee agreed that staff should continue working with the consultant
on the changes to the Code of Ordinances and to bring forward the smaller,
immediately needed changes as soon as possible.
There being no further business, the meeting adjourned at 3:28 pm.
