TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING & DEVELOPMENT COMMITTEE JUNE 1, 2021 MINUTES Municipal Complex, Council Chambers PowerPoint Presentation Present: G. M. Whitley, Chair, Laura Hyatt, Howard Chapman, Brenda Corley. Staff: Eric DeMoura, Michele Reed Ms. Whitley called the meeting to order at 12:15 pm. 1. Approval of Minutes from the May 3, 2021 meeting Ms. Corley moved for approval of the minutes. Ms. Hyatt seconded the motion. All in favor. 2. Public Comments Mr. George Freeman, 1450 Bowman Rd, referred to a map distributed to the Committee regarding Hwy 17. He expressed concern with the widening and overpass of Hwy 17. He stated that the map shows an alternative to the proposed widening by providing an overpass using Billy Swails Blvd. He suggested that this option should be considered. Mr. Chris Colman, 118 Pitt St, spoke regarding nonconformities in the Historic District, particularly parking requirements. He suggested that the parking requirements should be more restrictive as a means to keep more intensive development within the Old Village Historic District. Mr. Jason Crowley, Coastal Conservation League, expressed concern with the Covington annexation and rezoning requests as it would undermine the historic designation for this area that is currently being considered by Charleston County. He suggested that if annexed, it should match the same zoning as proposed with Charleston County. Planning Committee June 1, 2021 Page 2 of 4 Ms. Louisa Montgomery, 404 Church St, expressed concern with the noise and traffic from businesses along Shem Creek. She also stated that she concurs with Mr. Freeman and Mr. Colman’s comments. Mr. Richard Habersham, Phillips Community, spoke regarding the annexation and zoning of Covington. He suggested that if annexed it could impact the historic designation for the area. He also expressed concern with the lot sizes not being similar to the existing lots within the historic community. He suggested that the property should be annexed with the same zoning requirements. Ms. Pat Sullivan, 1002 Plantation Court, spoke regarding the Phillips Community and that it is a unique historic area. She suggested that the land pattern should be preserved. She suggested that the annexation and zoning of Covington could negatively affect the historic designation and would impact the historic character of the area. She suggested that this should be a consideration when deciding on whether to annex and zone this property. Mr. Hamilton Smith, 757 Longpoint Road, spoke on behalf of the Phillips Community. He expressed concern with the annexation and zoning of Covington and that it would impact the historic character of the area. He suggested that the historic culture and character of the area should be preserved. He suggested that the annexation and rezoning would change the area and asked that this be considered. 3. Old Business a. A-07-21: Covington at Park West. Applicant Requests Deferral to June. Request to annex an approximately 9.05-acre tract of land comprised of two parcels, located off Bessemer Road in Covington at Park West at the terminus of Hopkins Road, identified by TMS No’s. 583-00-00-007 and – 236, and depicted on a plat recorded by Charleston County ROD Office in Plat Book M47, Page 283. Deferred from May Committee meeting b. R-6-21: Applicant Requests Deferral to June. Dunes West PD Amendment. Application to amend the Dunes West PD, Planned Development District ordinance, to incorporate into the PD an approximately 9.05-acre tract of land comprised of two parcels located off Bessemer Road in Covington at Park West at the terminus of Hopkins Road. Proposed is to designate the parcels similar to Covington Phases Planning Committee June 1, 2021 Page 3 of 4 1 and 2, as DW-PD R-3 within the PD, but to utilize the DW-PD R-1 minimum lot size and lot coverage. Deferred from May Committee meeting Ms. Reed stated that the applicant has asked for an additional deferral. She noted that this would be the last deferral allowed and that the item would need to proceed for a recommendation at the next meeting. Ms. Hyatt moved to accept the deferral request by the applicant. Ms. Corley seconded the motion. All in favor. 4. New Business a. A-8-21: 1583 Porchers Bluff Road. Request to annex an approximately 0.685-acre tract of land located at 1583 Porchers Bluff Road, identified by TMS No. 599-00-00-005 and depicted on plat recorded by Charleston County ROD Office in Plat Book CC, Page 138. Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the annexation. Ms. Corley seconded the motion. All in favor. b. A-9-21: 0 Bent Oak Road. Request to annex an approximately 0.70-acre tract of land located at 0 Bent Oak Road, identified by TMS No. 583-00- 00-088 and depicted on plat recorded by Charleston County ROD Office in Plat Book B, Page 085 Ms. Reed reviewed the request with the Committee. Ms. Corley moved to recommend to Town Council approval of the annexation. Ms. Hyatt seconded the motion. All in favor. 5. Continued discussion regarding ways to address issues with dimensional standards on buildings/structures constructed prior to 1979. Ms. Reed reviewed the request with the Committee. Planning Committee June 1, 2021 Page 4 of 4 The Committee agreed to have this move forward to Planning Commission for public hearing. 6. Update on Comprehensive Plan Implementation and updates to Zoning Code Ms. Reed provided an update on the Comprehensive Plan implementation and zoning code update for the Committee. The Committee received this as information. 7. Discussion regarding Overlay Zoning Districts Ms. Reed reviewed the information with the Committee. The Committee received this as information. 8. Discussion regarding Nonconforming Ordinance and parking Ms. Reed reviewed the information with the Committee. The Committee received this as information.
