TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING & DEVELOPMENT COMMITTEE NOVEMBER 1, 2021 Municipal Complex, Council Chambers PowerPoint Presentation Present: G. M. Whitley, Chair, Laura Hyatt, Howard Chapman, Brenda Corley. Staff: Eric DeMoura, Michele Reed, David Pagliarini, Liz Boyles Ms. Whitley called the meeting to order at 10:30 am. 1. Approval of Minutes from the October 4, 2021 regular and October 19, 2021 special meetings Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the motion. All in favor. 2. Public Comments Ms. Savannah Brennan, Director of Charleston Moves, spoke regarding the Boulevard Overlay District and would like some elements incorporated in the guidelines with any changes considered. She suggested that consideration for fostering active pedestrian-oriented and bicycle-friendly development that facilitates multi-modal access for pedestrian, bicycle, and mass transit types of transportation. She asked that where appropriate eight-foot sidewalks, reduced curb cuts, discouragement of drive-thru facilities, shared parking, recessed entryways for more pedestrian space, incorporation of Mount Pleasant Way as identified in the trail plan, and retaining activity zone elements to enhance the pedestrian experience such as trees, planters, and benches. Mr. David Seay, 515 Coleman, spoke regarding the Overlay District. He stated that one reason the overlay district was put in place to help provide better safety. As a proponent of safety, he suggested that community involvement is important as well. He also suggested that proper decorum should be upheld for all public meetings. He suggested that overlay district has many aspects that should remain in place. Review of Planning Commission recommendations from the October 20, 2021, meeting a. An ordinance to amend sections 156.007, 156.171, 156.304, 156.318, 156.325 of the Town of Mount Pleasant Zoning Code related to Hotels, Inns, Boutique Hotels, and Parking Requirements for the same. Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the amendments to the ordinances with the recommendations of the Planning Commission as delineated in the staff summary. Ms. Corley seconded the motion. All in favor. 4. Discussion and possible action regarding repealing of the Boulevard Overlay District, as discussed at the October 19th Special Planning Committee Meeting and at the October 20th Planning Commission Meeting. Ms. Reed reviewed the request with the Committee. Ms. Corley moved to recommend to Town Council repeal of the Boulevard Overlay District. Ms. Hyatt seconded the motion. Mr. Chapman moved to amend the motion to include the three items recommended by the Planning Commission to remain as part of the design standards—wider sidewalks/activity zone, street trees instead of buffers, and open space. Ms. Hyatt seconded the amendment. All in favor. Ms. Whitley called for a vote on the amended motion. All in favor. The Commission agreed that additional design standards to remain or included in the guidelines would be reviewed and discussed at a future meeting with the zoning code rewrite. 5. Discussion and possible action regarding proposed ordinance amendments that effectuate the accommodation zones/uses as outlined in the 2019 Planning Committee November 1, 2021 Page 3 of 3 Comprehensive Plan, as discussed at the October 19th Special Planning Committee Meeting and at the October 20th Planning Commission Meeting. Ms. Reed reviewed the request with the Committee. Ms. Hyatt moved to recommend to Town Council approval of removal option D as discussed with staff at the meeting to include removal of boutique hotels from NC, Neighborhood Commercial zoning, and only allowed as a conditional use in the following areas—Belle Hall/I-526, Highway 41/Waterfront Gateway, Chuck Dawley/Coleman Boulevards, and Seaside Farms/Isle of Palms Connector. Ms. Corley seconded the motion. All in favor. 6. Discussion and possible action related to amendments to the Town’s parking requirements. Specifically, the issue of whether to amend the Town’s Code of Ordinances to require unpaid access to required parking areas. Mr. Pagliarini reviewed the request with the Committee. Mr. Chapman moved to direct staff to make revisions to the draft ordinance as discussed at this meeting. Ms. Hyatt seconded the motion. All in favor. The Committee agreed that the draft ordinance should be brought back to the Committee in November. There being no further business, the meeting adjourned at 11:45 am. Submitted by, L.
