TOWN OF MOUNT PLEASANT, SOUTH CAROLINA PLANNING COMMITTEE JANUARY 31, 2022 MUNICIPAL COMPLEX, COUNCIL CHAMBERS PowerPoint Presentation Present: G.M. Whitley, Chair, Linda Hyatt, Howard Chapman, Brenda Corley Staff: Eric DeMoura, Michele Reed, David Pagliarini Ms. Whitley called the meeting to order at 1:30 pm. 1. Call to order 2. Approval of Minutes from the January 3, 2022 meeting Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the motion. All in favor. 3. Public Comments Ms. Jane Deierlein, 1018 Lakeview Drive, stated that Mount Pleasant is gracious, quaint, charming, friendly, and livable. She does not see Mount Pleasant as big business, commercial, transit, and large hotel complexes. She stated that she loves the character of the Town and areas such as Shem Creek. She suggested that this unique character should be preserved and not “given over” to developers. She suggested that green space should be preserved as this will help preserve the character of the Town as well as help with flooding and drainage issues. She suggested that the Comprehensive Plan should be supported and protected. Mr. Mac Cross, 14896 Goblet Ave, stated that they live near the Gather Mount Pleasant site at Hungryneck Blvd/Rifle Range Road. He stated that this will be a mixed-use development that will have a diverse mix of businesses, event space, green space, lodging, and offices. He stated the proposed boundary for the Hwy 17/I-526 hotel district will bi-sect this property and the proposed hotel will be outside the hotel district. If approved, it will immensely impact the project. He asked that the entire Gather Mount Pleasant site be included in the hotel district. Mr. Jimmy Bagwell, 41 Vincent Drive, stated that the Comprehensive Plan was approved in 2020 and developed through efforts of the citizens, staff, and Town Council. He suggested that the recommendations of the Comprehensive Plan Planning Committee January 31, 2022 Page 2 of 5 should be upheld. He suggested that development should be slowed throughout the Town. He asked that the ordinance receive final reading. There being no further comments, Ms. Whitley continued with the agenda. Ms. Corley entered at this time. 4. Receive Input on an Ordinance to amend Zoning Code Sections 156.325, Principal Use Table, and 156.326, Principal Use Conditions. Proposed is to make Hotels and Boutique Hotels a Conditional Use where currently permitted, based on the Comprehensive Plan Future Land Use Map. Ms. Reed reviewed the request with the Committee. The Committee agreed that the following changes should be considered prior to final reading: ➢ Refer to the areas as “hubs” ➢ Include hotel uses for the Waterfront gateways ➢ Add additional community scale hubs that would allow hotel uses ➢ clearly define boundaries of those hubs 5. Review of Planning Commission recommendations from the January 15, 2022, Meeting a. A-3-22 1131 Louise Terrace Request to Annex an approximately 0.34- acre tract of land located at 1131 Louise Terrace. Property is identified by TMS Nos. 559-14-00-015. b. Request to Zone TH, Townhouse District, 1131 Louise Terrace. Property is currently zoned R-4, Low Density Residential District, in the County. Both would be AWBD – appropriate request – CD currently R1 and county is R4. Recommend small to medium commercial. Working on office building. Applicant working with design staff. Large historic tree on property. 2 parcels and both would be AWBD. PC recommended approval and save historic tree. Ms. Reed reviewed the requests with the Committee. Ms. Hyatt moved to recommend to Town Council approval of the annexation and denial of the zoning. Ms. Corley seconded the motion. Planning Committee January 31, 2022 Page 3 of 5 The Committee agreed to separately vote on the annexation and zoning requests. Ms. Whitley called for a vote on the motion to approve the annexation. All in favor. Ms. Whitley called for a vote on the motion to deny the zoning request. Motion failed on a 1 to 3 vote with Ms. Hyatt in favor; Ms. Whitley, Ms. Corley and Mr. Chapman opposed. c. A-4-22, Chuck Dawley Boulevard. Request to Annex an approximately 0.68-acre tract of land located on Chuck Dawley Boulevard and identified by TMS No. 535-16-00-008. Request to zone AB, Areawide Business District, an approximately 0.68-acre adjacent tract of land, identified by TMS No. 535-16-00-008. Proposal includes a request to include this parcel in the BOD. Property is currently zoned R-4, Low Density Residential District, in the County. Also, a Request to rezone an approximately 0.16-acre tract of land from R-1, Low Density Residential District, to AB, Areawide Business District. Property is located at 1214 Chuck Dawley Boulevard and identified by TMS No. 535-16-00-009. Parcel is currently located in the BOD, Boulevard Overlay District and is proposed remain. Ms. Reed reviewed the request with the Committee. Ms. Hyatt moved to recommend to Town Council approval of the annexation and rezoning requests. Mr. Chapman seconded the motion. All in favor. d. Request to Amend Carolina Park PD, Planned Development District Ordinance, and Carolina Park DA, Development Agreement, for a Seventh time. Proposed is to repeal and replace Exhibit B, entitled, Access to Highway 17 and Darrell Creek Trail, from the Planned Development District Development Standards. Amendment proposes replacement showing the new ingress/egress access connection designated “F”, located south of Carolina Park Boulevard. Also Planning Committee January 31, 2022 Page 4 of 5 requested is to amend the Carolina Park DA, Development Agreement, to have two public hearings held by Town Council. Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the request subject to SCDOT approval and the condition that access be right- in/right-out only and that the property is deed restricted to prohibit vehicles being parked in the buffer. Ms. Corley seconded the motion. All in favor. e. Proposed ordinance amendment to Zoning Code Section 156.313(E)(5)(b) OV-HD; Location of Accessory Structures and Section 156.433 Procedures. Text amendment proposed to clarify COA, Certificate of Appropriateness Approval and includes Landscaping regarding living fences in the purview of The Historic District Preservation Commission. Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the recommendation from the Planning Commission eliminating the recommendation regarding location of accessory structures. Ms. Corley seconded the motion. All in favor. f. Proposed ordinance amendment to Zoning Code Section 156.171, Schedule of off-street parking space requirements. Proposed is a text amendment to mandate that required parking spaces be free of charge to customers of commercial establishments. Ms. Reed reviewed the request with the Committee. Ms. Hyatt moved for deferral. Mr. Chapman seconded the motion. Motion failed on a 1 to 3 vote with Ms. Hyatt in favor; Mr. Chapman, Ms. Whitley, and Ms. Corley opposed. Ms. Corley moved to defer this item to Town Council for discussion. Mr. Chapman seconded the motion. All in favor. Planning Committee January 31, 2022 Page 5 of 5 g. Proposed ordinance amendment to Zoning Code Sections 156.201(I)&(J). Text amendment proposes procedural changes to review requirements and approval process of Vision Corridors in Critical Line Buffers on Single-Family Residential lots. Also proposed is an amendment to make allowances for facilities associated with Mount Pleasant Way. Ms. Reed reviewed the request with the Committee. Mr. Chapman moved to recommend to Town Council approval of the request. Ms. Corley seconded the motion. All in favor. 6. Settlement Community Task Force Report and Recommendation: Next steps and approval of Letter to Representative Moore Ms. Whitley stated that she asked for this to be discussed and reviewed the request with the Committee. She suggested that a special meeting be scheduled to review the final report. Mr. Chapman moved to recommend to Town Council approval of sending a letter to Representative Moore. Ms. Corley seconded the motion. All in favor. 7. Discuss permitted uses in AB-2, Areawide Business-2 District, including self- storage facilities, and how the Town can better protect its corridors and direct development to appropriate areas. Ms. Reed reviewed the request with the Committee. The Committee agreed that no changes should be considered at this time. There being no further business, the meeting adjourned at 2:57 pm.
