Ms. Whitley called the meeting to order at 2:46 pm.
1. Approval of Minutes from the April 4, 2022 meeting
Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the
motion. All in favor.
2. Public Comments
There being no comments, Ms. Whitley continued with the agenda.
3. Annexations
A. A-9-22, 1533 West Palmetto Fort Drive. Request to annex a parcel
located at 1533 West Palmetto Fort Drive, identified by TMS No. 577-
14-00-008 and depicted as Lot 8 on a plat recorded by the Charleston
County ROD Office in Plat Book S15, Page 219
B. A-10-22, 1545 North Lakeshore Drive. Request to annex a parcel located
at 1545 North Lakeshore Drive, identified by TMS No. 577-14-00-010
and depicted as Lot 2 on a plat recorded by the Charleston County ROD
Office in Plat Book BQ, Page 139.
C. A-11-22, 1549 North Lakeshore Drive. Request to annex a parcel located
at 1549 North Lakeshore Drive, identified by TMS No. 577-14-00-011

Ms. Reed reviewed these requests with the Committee.
Mr. Chapman moved to recommend to Town Council approval of items 3A-
3D. Ms. Hyatt seconded the motion. All in favor.
4. Review of Planning Commission Recommendation from April 20, 2022
meeting
A. R-07-22, Request to rezone the parcel located at 653 Bank Street from
R-1, Low-Density Residential District, to R-2, Low Density Residential
District. Subject parcel is approximately 0.35-acres and identified by
TMS No. 532-06-00-198
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council denial of the rezoning.
Ms. Corley seconded the motion. All in favor.
B. R-08-22, Request to rezone the parcel located at 1498 Old Rosebud Trail
from R-1, Low Density Residential District, to RC-2, Rural Conservation -
2 District. Subject parcel is in the Pepper Plantation Subdivision and
consists of approximately 2.50-acres and identified by TMS No. 615-00-
00-311. Parcel is not incorporated in the Pepper Plantation PD, Planned
Development District, there is no request to do so at this time.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
rezoning. Ms. Hyatt seconded the motion. All in favor.
5. Update on Zoning Code Rewrite and Livability Division efforts
Ms. Reed updated the Committee on the zoning code rewrite and Livability
Division efforts.

6. Executive session – Receipt of legal advice related to pending litigation
entitled WIN515 vs. Town of Mount Pleasant, Civil Case No. 2021CP1005653
and 2021CP1005703.
Mr. Chapman moved to enter into executive session for legal advice related to
pending litigation. Ms. Corley seconded the motion. All in favor.
The Committee convened into executive session for legal advice at 3:02 pm.
7. Post Executive Session—Committee may take action on any item, including
any subsection of any section, listed on an executive session agenda or
discussed in an executive session during a properly noticed meeting.
The Committee reconvened from executive session at 3:18 pm. No action taken
while in executive session.
There being no further business, the meeting adjourned at 3:18 pm.
