Call to order Ms. Whitley called the meeting to order at 1:31 pm. 2. Approval of Minutes from the May 2, 2022 meeting Mr. Chapman moved to approve the minutes. Ms. Hyatt seconded the motion. All in favor. 3. Public Comment Bobby Kohl, Sausey-Burbank, 730 Coleman Boulevard, addressed the Committee about the agenda item for 1110 Chuck Dawley Boulevard. Mary F. Liebenrood, owner, addressed the annexation and rezoning request for 1110 Chuck Dawley Boulevard to the Committee. Michele Whitbeck, 712 Hibbens Grant Drive, addressed the Short Term Rental ordinance. Laurie Bixler, 144 3rd Avenue, addressed the Short Term Rental ordinance. Kim Williams, 1132 White Hall Drive addressed the Additional Dwelling Unit portion of the STR ordinance. Mari Ricozzi,136 Heritage Circle address the Short Term Rental; ordinance. Ryan Blatchford, 5702 Saint James Drive, addressed the Short Term Rental ordinance. There being no further speakers, Ms. Whitley closed public comment. 4. Employee years of service recognition Ms. Reed recognized Liz Boyles for 15 years of service. 5. Annexations A. A-13-22. 891 Long Point Road. Request to annex an approximately 0.43-acre parcel located at 891 Long Point Road, identified by TMS No. 556-00-00-279, and depicted as Lot 1 on a plat recorded by the Charleston County ROD Office in Plat Book AQ, Page 136. Ms. Reed reviewed the agenda item with the Committee. Mr. Chapman moved to approve the request. Ms. Corley seconded the motion. All present voted in favor. B. A-15-22. Ida Road. Request to annex an approximately 3.452 acre parcel located at Ida Road, identified by TMS No. 577-00-00-090, and depicted as Lot A-2 on a plat recorded by the Charleston County ROD Office in Plat Book DE, Page 332 - Withdrawn Ms. Reed informed the Committee the applicant requested the item be withdrawn. 6. Review of Planning Commission Recommendations from May 18, 2022, meeting A. R-09-22. Request to rezone six Mount Pleasant Waterworks Pump Stations, all currently zoned PD, Planned Development District, to PI-1, Public Institutional-1 District. Pump Station 31, located at Planning Committee June 6, 2022 Page 3 of 6 2904 Tradewind Drive and identified by TMS no. 580-03-00-032. Pump Station 90, located at 720 Belle Hall Parkway and identified by TMS no. 537-08-00-006. Pump Station 103, located at 3148 Pignatelli Crescent and identified by TMS no. 594-06-00-113. Pump Station 104, located at 2999 Pignatelli Crescent and identified by TMS no. 594-06-00-008. Pump Station 110, located at 2242 Stones Throw Lane and identified by TMS no. 583-10-00- 002. Pump Station 129, located at 3500 Bessemer Road and identified by TMS no. 594-16-00-256. Planning Commission recommended approval Ms. Reed reviewed the agenda item with the Committee. Mr. Chapman moved to approve the request. Ms. Hyatt seconded the motion. All present voted in favor. B. R-10-22. Request to rezone an approximately 0.13-acre parcel from NC, Neighborhood Commercial District, to R-4, Medium- Density Residential District. Property is located at 110 Pitt Street in the OV-HD; Old Village Historic District Overlay, identified by TMS no. 532-01-00-088. Property is to remain in the OV-HD. Planning Commission recommended approval Ms. Reed reviewed the agenda item with the Committee Ms. Whitley asked about the setbacks Mr. Chapman asked about the elevator and garage Ms. Corley moved to approve the request. Ms. Hyatt seconded the motion. All present voted in favor. C. R-11-22. Request to rezone two adjoining parcels approximately 0.64-acres in aggregate, from LO, Limited Office District, to NC, Neighborhood Commercial District. Parcels are located at 763 and 767 Long Point Road and identified by TMS nos. 556-00-00-364 and 556-00- 00363. Parcels are located within the HC-OD; Joint Town/County Highway Corridor Overlay District and are proposed to remain in the Overlay. Planning Commission recommended denial Ms. Reed reviewed the agenda item with the Committee. Planning Committee June 6, 2022 Page 4 of 6 The committee asked questions regarding the item. Ms. Corley moved to deny the request. Mr. Chapman seconded the motion. All present voted in favor of denial. Jay Satterfield, 454 Commonwealth Road, applicant, reviewed his request to rezone with the Committee. Ms. Whitley allowed Mr. Satterfield to address the Committee as he missed public comment earlier. Ms. Whitley asked Ms. Reed additional questions and the original motion to deny was upheld. D. R-12-22. Request to rezone an approximately 0.50-acre parcel from AB, Areawide Business District, to AB-2, Areawide Business- 2 District. Parcel is located at 1116 Graddick Road and Identified by TMS No. 559-00-00-002. Planning Commission recommended denial Ms. Reed reviewed the agenda item with the Committee. Mr. Chapman moved to deny the request. Ms. Corley seconded the motion. All present voted in favor of denial. E. R-13-22. Request to rezone approximately 4.0-acres comprised of three parcels from R-1, Low Density Residential District, and R-2, Low Density Residential District, to R-3 Medium Density Residential District. Properties are located at 1156 Russell Drive, identified by TMS nos. 532-03-00-022, 532-03-00-031, 532-03-00- 030 and 532-03-00-107. Planning Commission recommended denial Ms. Reed reviewed the agenda item with the Committee Mr. Chapman shared that the entrance of Christ our King school and church is heavily trafficked. Ms. Hyatt asked about the setbacks. Ms. Corley moved to deny the request. Ms. Hyatt seconded the motion. All present voted in favor of denial. F. A-14-22. Request to annex an approximately 2.79-acre parcel located at 1110 Chuck Dawley Boulevard and identified by TMS no. 532-04-00-004. The remaining portion providing access is Planning Committee June 6, 2022 Page 5 of 6 currently annexed into the town and zoned NC, Neighborhood Commercial District. Ms. Reed reviewed the agenda item with the Committee. Ms. Corley moved to approve the request. Mr. Chapman seconded the motion. All present voted in favor. G. R-14-22. Request to zone R-2 Low Density Residential District, an approximately 2.79-acre parcel located at 1110 Chuck Dawley Boulevard and identified by TMS no. 532-04-00-004. The remaining portion providing access is currently Zoned NC, Neighborhood Commercial District. Planning Commission recommended denial Ms. Reed reviewed the agenda item with the Committee. Ms. Corley moved to deny the request. Mr. Chapman seconded for discussion. Mr. Chapman moved to amend the motion. The amendment failed for lack of a second. Ms. Whitley called for a vote on the original motion to deny and the motion passed with a vote of 3-1. H. Text Amendment. Proposal to amend Sections 156.340 - 156.345 of Chapter 156, Zoning Code, of the Mount Pleasant Code of Ordinances, pertaining to Short Term Rentals. Proposed is to amend the entire ordinance to clean up outdated language, and to the clarify language related to the cap and how it is administered based on those already operating a STR. Planning Commission recommended denial Ms. Reed reviewed the agenda item with the committee Mr. Chapman moved to send this item back to the Planning Commission. Ms. Corley seconded the motion. All present voted in favor. 7. Update on Settlement Community Task Force Recommendations and Action Items Ms. Boyles reviewed this agenda item with the Committee Planning Committee June 6, 2022 Page 6 of 6 There being no further business, the meeting was adjourned at 3:30pm.
