1. Call to Order
Ms. Whitley called the meeting to order at 8:30 am.
2. Approval of Minutes from the September 6, 2022 meeting
Mr. Chapman moved for approval of the minutes. Ms. Corley seconded the
motion. All in favor.
3. Public Comments
Ms. Michelle Whitbeck, 712 Hibbens Grant, spoke regarding proposed changes
to the short-term rental ordinance. She questioned how the permit cap would be
met if current permit holders would be exempt from the cap. She suggested that
the permit should transfer to family members at the time of retirement or death.
She suggested that there should not be a minimum number of days of use.
Mr. Bill Macchio, 1319 Lake Mallard, stated that there is a STR association
comprised of STR operators. He stated that the association has not met with staff
to discuss the changes to the ordinance and to discuss the issues of concern. He
suggested that the permit should be allowed to transfer at the time of death to
family members.
Mr. Brandon Bruce, 264 Alexandra, questioned why the permit fee was being
increased. He suggested that there should be clear and precise penalties and fines
for those STR illegally operating. He suggested that the parking restrictions should
not be included as a business is not subject to the same parking restrictions. He
suggested that the STR permit should be allowed to be transferred.

Mr. Eric Benson, 242 6th Avenue, agreed with Mr. Macchio that the STR
association should meet with staff. He suggested that the minimum number of
days should be reviewed. He suggested that there should be only one permit for
the entire parcel, regardless of whether renting the whole house, rooms, or an
accessory dwelling unit. He suggested that the permit should be allowed to be
transferred. He stated that the permit fee increase and the parking restrictions
should be reviewed, and the penalties associated with failure to meet the parking
requirements.
4. Annexations
A. Request to annex five parcels located on McKnight Road, aggregated
comprise approximately 3.77 acres, identified by TMS No’s. 557-00-00-
331, -206, -207, -208, and –216, and depicted on a plat recorded by the
Charleston County ROD Office in Plat Book CO, Page 159, Plat Book W,
Page 088, and Plat Book S, Page 135.
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the
annexation. Mr. Chapman seconded the motion. All in favor.
5. Review of Planning Commission recommendations from September 21, 2022
A. R-18-22 Watermark PD Amendment. Request to amend the Watermark
PD, Planned Development District Ordinance. Proposed is to designate
OP, Office Professional District, and NC, Neighborhood Commercial
District, uses for a 3,509 square foot ground floor space, located in the
Central Square at Watermark Apartment complex, further identified by
TMS No. 560-00-00-036. Planning Commission recommended approval
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the request.
Mr. Chapman seconded the motion. All in favor.
B. Workforce Housing Term of Affordability Text Amendment. Proposal to
amend Section 156.296 of Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances, pertaining to Workforce Housing
Planning Committee

Exemption Grant Program. Proposed is to amend the ordinance,
revising the term of affordability, limited by deed restriction for a period
of not less than thirty years. This proposal is to supersede the current
ten-year period. Planning Commission recommended approval
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
request. Ms. Corley seconded the motion. All in favor.
6. Continued discussion and possible action regarding the Town’s current
residential density in commercial districts
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to send the proposed changes to the Planning Commission for
a public hearing. Ms. Corley seconded the motion. Motion passed on a 3 to 1 vote
with Ms. Corley, Ms. Whitley, and Ms. Hyatt in favor; Mr. Chapman opposed.
7. Continued discussion and possible action regarding proposed amendments
to the short-term rental ordinance
Ms. Whitley suggested that in order to meet the proposed renewal period, the
Committee make a recommendation on only that portion of the proposed changes
and then continue to work on the other changes at next month’s meeting.
Mr. Chapman moved to enter into executive session for legal advice pertaining
to the short-term rental program. Ms. Corley seconded the motion. All in favor.

Mr. Chapman moved to enter into executive session for legal advice pertaining
to the short-term rental program. Ms. Corley seconded the motion. All in favor.
The Committee convened into executive session at 8:50 am.

9. Post Executive Session—Committee may take action on any item, including
any subsection of any section, listed on an executive session agenda, or
discussed in an executive session during a properly noticed meeting.
The Committee reconvened from executive session at 9:14 am. No action taken
while in executive session.
Mr. Chapman moved for approval to only move forward at this time with the
change to the application renewal period as presented. Ms. Hyatt seconded the
motion. All in favor.
10. Adjourn
There being no further business, the meeting adjourned at 9:15 am.
