1.Call to order
Ms. Whitley called the meeting to order at 8:30 am.
2.Approval of Minutes from the October 31, 2022 meeting
Mr. Chapman moved for approval of the minutes with the correction to Ms.
Hyatts name. Ms. Corley seconded the motion. All in favor.
3.Public Comments
There being no comments, Ms. Whitley continued with the agenda.
4.Continued discussion regarding short term rental ordinance
Ms. Reed and Ms. Cotov reviewed the item with the Committee.
The Committee discussed having a parking provision and how violations would
be considered.
The Committee agreed that there should not be warnings issued for parking
violations and that any parking violation fees could be assessed to the renter if
the short-term rental operator desired.
The Committee discussed civil penalties and agreed that civil penalties should
be imposed. Ms. Yager-Baumrind reviewed how operators are notified of
violations. Mr. Pagliarini stated that a lien could be placed on the property until
the penalty was paid.
The Committee agreed with the proposed language to allow STR operators to
transfer permits.
The Committee discussed permit and business license fees. They discussed
whether the permit fees should be increased to provide for additional staff and
enforcement.
The Committee agreed that Town Council should discuss if the permit fee should
be increased and if so, at what amount.
The Committee discussed having minimum rental requirements. The
Committee discussed requiring the permit to be used within six months of
being issued and having a minimum number of rental days to be able to keep
and renew the permit. The Committee discussed whether the number of
permits an individual or LLC has should be restricted.
The Committee agreed that limiting the number of permits issued to an entity
should be considered and possibly increasing fees for whole house rentals as
opposed to bedrooms. The Committee also discussed having a minimum rental
period of 30 days.

There being no further business, the meeting adjourned at 9:05 am.
