1. Call to order
Ms. Whitley called the meeting to order at 8:30 am.
2. Approval of Minutes from the December 5, 2022 meeting
Mr. Chapman moved for approval of the minutes. Ms. Hyatt seconded the
motion. All in favor.
3. Public Comments
Mr. George Gates, 312 Cooper River Drive, and member of the Planning
Commission, spoke regarding his December email to Town Council on suggested
changes to of the bylaws for boards and commissions and the transcription of
minutes. He asked that the Committee provide feedback on his suggestion to
change the way minutes are transcribed. He suggested that there should be a more
thorough transcription of the meetings for a better understanding of what
transpired during those meetings, particularly inclusion of the discussion of the
board or commission members. He suggested that the state statute 30-4-80(A)
requires the minutes in written form meaning that the written minutes should
include the board or commission discussion instead of only having the recording
available for that portion of the meeting. He asked that the Committee provide
feedback on how the Committee and Town Council would like to proceed with the
transcription of minutes in the future.

Ms. Denise Fugo, Mount Pleasant Housing for All Executive Director, spoke
regarding the proposed density changes in commercial districts. She suggested
that there are residents that are losing their homes and there are more homeless
citizens than originally realized. She stated that her organization is working on
increasing the amount of attainable housing and asked that no further restrictions
on density for attainable housing in commercial districts be considered.
Ms. Mari Ricozzi, 136 Heritage Circle, spoke regarding short-term rentals and
code enforcement for illegal operation of STRs. She suggested that those legally
operating should not have to cover the cost of code enforcement for those illegally
operating a STR.
Mr. Bill Maccio, 1319 Lake Mallard Blvd, spoke regarding STRs. He thanked that
Committee and the Town for their efforts regarding regulation of STRs. He stated
that those legally operating STRs are appreciative of all of the Town’s efforts and
stated that STRs does provide housing for those that might not otherwise be able
to live in Mount Pleasant.
There being no further comments, Ms. Whitley continued with the agenda.
4. Annexations
A. A-1-23. 2310 Ruffin Road. An ordinance providing for the annexation of
a tract of land located at 2310 Ruffin Road, identified by TMS No. 577-
14-00-013 and depicted on a plat recorded by the Charleston County
ROD Office in Plat Book M, Page 044.
Ms. Reed reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
annexation request. Ms. Corley seconded the motion. All in favor.
5. Review of Planning Commission recommendations from December 14, 2022,
meeting
A. R-21-22. Wilson Tract PD Amendment. Request to amend the Wilson
Tract PD, Planned Development District Ordinance, specifically
Sweetgrass Phase III Amenity Area, to allow for an expansion of the HOA
amenity parcels that serves as boat storage for the neighborhood. The

1.2-acre parcel is identified by TMS No. 558- 15-00-260 and indicated on
a plat recorded by the Charleston County ROD Office in Plat Book L20,
Page 0358. Planning Commission recommended approval
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council approval of the request.
Ms. Corley seconded the motion. All in favor.
B. R-23-22. 912 Old Georgetown Road. Request to Annex and Zone, OP,
Office Professional District, two unincorporated parcels, located at 912
Old Georgetown Road and 1182 B B Lane. The two contiguous parcels,
comprising approximately 1.17-acres, are identified by TMS Nos. 532-
03-00-020 and 532-03-00-018. Further Identified on plats recorded by
the Charleston County ROD Office in Plat Book F, Page 215 and Plat Book
CJ, Page 182. Planning Commission recommended approval
Ms. Reed and Mr. Mitchell reviewed the request with the Committee.
Mr. Chapman moved to recommend to Town Council approval of the
annexation and zoning requests. Ms. Corley seconded the motion. All in favor.
C. Text Amendment – Conditions on Residential Density. Proposal to
amend Section 156.326, of Chapter 156, Zoning Code, of the Mount
Pleasant Code of Ordinances, pertaining to Principal Use Conditions.
Proposed is to amend the condition associated with density for
residential uses in commercial districts, specifically to lower the
maximum density from 12 units per acre to 4 units per acre but allow
up to 8 units per acre if the additional 4 units are dedicated to attainable
housing. Planning Commission recommended approval with a
modifications
Ms. Reed reviewed the request with the Committee.
Ms. Hyatt moved to recommend to Town Council denial of the Planning
Commission recommendation and to keep the original recommendation of
having density for residential uses in commercial districts lowered to 4 units

per acre with allowance of up to 8 units per acres if the additional 4 units are
dedicated as attainable housing. Ms. Corley seconded the motion. Motion
passed on a 3 to 1 vote with Ms. Corley, Ms. Whitley, and Ms. Hyatt in favor;
Mr. Chapman opposed.
D. Text Amendment – Environmental Guidelines for Land Development.
Proposal to amend Chapters 155 and 156, of the Mount Pleasant Code
of Ordinances, pertaining to the creation of a new environmental
program to encourage low impact development (LID) techniques for
multi-family, mixed use, industrial and commercial development.
Proposed is to establish a point system to ensure meaningful LID
techniques are incorporated into each design. More specifically,
amendments are proposed for LDR 155.054 Greenspace Preservation
and Protection Plan to create a new sub-title of 155.054 Residential
Greenspace Preservation and Protection Plan, and Environmental
Guidelines for Land Development, and adding (5) to 156.201(I)
Bufferyards, and modifying 156.173 Area and Paving Requirements.
Planning Commission recommended approval
Mr. Mitchell reviewed the request with the Committee.
Ms. Corley moved to recommend to Town Council approval of the text
amendment as presented. Ms. Hyatt seconded the motion. All in favor.
6. Continued discussion and possible action regarding outstanding short-term
rental ordinance amendments
Ms. Reed reviewed the request with the Committee.
The Committee discussed including the following changes to the short-term rental
ordinance:
➢ A minimum use of 24 nights rental and a minimum number of 4 bookings for
each operating STR in order to be eligible for renewal of the permit
➢ Increase of application review fees for a whole-house rental to $500, while
keeping the application review fees for rental of bedrooms and ADUs to $250
for bedroom and ADU
➢ Restricting the number of permits allowed per owner/entity

Ms. Hyatt moved for approval of the changes as discussed to be sent to the
Planning Commission for a public hearing. Mr. Chapman seconded the motion. All
in favor.
